Nationalists without a nation: South Moluccan terrorism in the Netherlands

Abstract

This article focuses on the phenomenon of South Moluccan terrorism in the Netherlands. Beginning with a historical examination of the colonial relationship between the Netherlands and Indonesia, attention is then given to the circumstances in which some 21,000 South Moluccans came to the Netherlands in the early 1950s, and the social, economic, and political conditions of the South Moluccan community in Holland since then. Then follows a detailed examination of the main incidents of South Moluccan terrorism in the Netherlands which climaxed in a series of violent incidents against Dutch and Indonesian targets in the mid‐1970s. Special attention is placed on the ways in which successive Dutch governments have responded to the various outbreaks of terrorism, as well as to the effects of this terrorism on public opinion. The article then shows what effects South Moluccan terrorism has had on the policies of Dutch and Indonesian governments; on national and international public opinion; on the South Moluccans in the Moluccas; and on the international terrorist community. The paper concludes that the focus of South Moluccan terrorism in the Netherlands is likely to shift from attempts to secure an independent homeland for their people to closer contacts with other terrorist groups espousing anti‐colonial, anti‐imperialist, and nationalist ideals.     

Covering HIV/AIDS: Towards a heuristic comparison between communitarian and utilitarian ethics

Abstract

This article considers two approaches to ethical decision-making on the issue of reporting on human immunodeficiency virus/Acquired Immune Deficiency Syndrome (HIV/AIDS)-related deaths in the popular media. The conflict between cultural values and the public interest is explored via the ethical approaches of communitarianism and utilitarianism. The death of a former South African presidential spokesperson, is taken as an illustration of how these approaches might lead to different ethical decisions.     

The implementation of Directive 2001/20/EC into Belgian law and the specific provisions on pediatric research

The European Clinical Trial Directive (2001/20/EC) was implemented into the Belgian legal system by the Law of 7 May 2004 concerning experiments on the human person (LEH). Apart from implementing the European Directive, this law also broadens the scope of the Directive from interventional clinical trials to all medical experiments involving human persons. This article offers an overview of the requirements for involving minors in medical experiments that are captured in the LEH, illustrates the process of protocol review by an ethics committee, and discusses the dissimilarities between the LEH and the European Directive.     

Federalism and the Strong-State/Weak-State Conundrum: Canadian Economic Policymaking in Comparative Perspective

The areal dispersion of power and constitutional division ofresponsibilities in federal arrangements are generally feltto limit the ability of federal systems to improve economicperformance. Examining Canada within a comparative framework,we assess "the federations as weak states" hypothesis as wellas the utility of the "strong-state/weak-state" model itself.Although some aspects of the Canadian federal system—namelythe combination of federal with parliamentary traditions andthe resulting adverse policy styles—inhibit the adoptionof effective economic adjustment policies, these features arenot necessarily found in other federal arrangements. Comparisonswith Switzerland, Austria, and West Germany suggest that, undercertain circumstances, federal power sharing may be conduciveto bringing about broad agreement on both goals and policiesamong national, regional, and local governments and major economicactors.

Taken together, these four books provide an intriguing narrative, not just of the significance of gender in social transformation in India, but also of the variety of ways this has been studied and conceived. They are, in many ways, remarkably diverse.     

Are Public Service Nonprofit Boards Meeting Their Responsibilities?

Public service nonprofit organizations have long been "partners" in the delivery of public services. Such nonprofit organizations are governed by boards, typically composed of citizen volunteers, that are expected to meet substantial standards of accountability and performance. Previous research has raised questions about how well such boards are meeting their responsibilities. A 2007 Urban Institute study, based on the first large representative sample of U.S. public benefit nonprofits, provides important evidence about the extent to which nonprofit boards are meeting certain accountability and performance standards.
