This micro-level study combines multivariate and qualitative analyses to highlight the fragmented nature of debt in southern Indian rural households. It finds that debt is socially regulated in the sense that social interactions shape the cost, use and access to debt. Caste, social class and location affect how individuals borrow varying amounts from distinct money providers, for varied purposes and at differing costs. Debt thus is not purely an economic but first and foremost a social transaction which inscribes debtors and creditors into local systems of hierarchies. Furthermore, we find that debt is an illustration and catalyst of broader socio-economic and political trends, namely a lack of social protection, persistent under-employment and rising consumerism. In terms of policy implications, the study highlights the ambiguities and illusions inherent to ‘financial inclusion' policies aiming to eradicate informal debt. 相似文献

During the 6th Conference of Parties (COP-6) in The Hague, the Netherlands, November 2000, crucial progress on a number of outstanding issues related to the Kyoto Protocol will have to be made to open the way for its early ratification, if not to save it from complete failure. Given the present lack of internal US political support for the Kyoto Protocol, the EU may play a pivotal role in making the Kyoto Protocol agreement a reality even without initial ratification of the US, if its able to provide sufficient leadership. In this overview article we discuss the main issues under negotiation, the problems of finding agreement and opportunities for the EU to catalyse a compromise agreement at COP-6, building on key scientific papers as included in this issue and discussions at the European Forum on Integrated Environmental Assessment Climate Policy Workshop in Amsterdam. Key elements are the inclusion of sinks, the use of the Kyoto Protocol mechanisms as a supplement to domestic action and the international compliance system. A rule of recognition for a legal order L seems utterly circular if it refers to behaviour of “officials.” For it takes a rule of recognition to identify who, for L, counts as an official and who does not. I will argue that a Kelsenian account of legal authority can solve the aporia, provided that we accept a, perhaps unorthodox, re‐interpretation of Kelsen's norm theory and his idea of the Grundnorm. I submit that we should learn to see it as the vanishing point rather than the final basis of validity in a legal order. To prepare the ground for this proposal, I will briefly explore the claim to authority that is characteristic of politics. Then I sketch a multi‐layered canonical form of the legal norm, including their “empowering” character (Paulson) in terms of performative operators. I show how it leads to a “perspectival” account of the basic norm. Since independence in 1971, both civilian and military regimes have ruled Bangladesh. As many other military regimes did, the latter civilianised their rule through the formation of political parties and participation in general elections. When diachronically analysing political formations in Bangladesh, it is appealing to make a clear-cut distinction between autocratic and democratic regimes. However, this article argues that throughout its post-independence history, the dominant form of rule has been the party-state. Revisiting the work of Aristide Zolberg, this article develops a typology of party-states, away from its initial focus on single-party regimes. Think tanks have proliferated in most Western democracies over the past three decades and are often considered to be increasingly important actors in public policy. Still, their precise contribution to public policy remains contested. This paper takes the existing literature in a new direction by focusing on the capacity of think tanks to contribute to strategic policy-making and assessing their particular role within policy advisory systems. We propose that strategic policy-making capacity requires three critical features: high levels of research capacity, substantial organizational autonomy and a long-term policy horizon. Subsequently, we assess the potential of think tanks to play this particular role in policy-making, using empirical evidence from structured interviews with a set of prominent Australian think tanks. 相似文献

Management tools are often argued to ameliorate public service performance. Indeed, evidence has emerged to support positive outcomes related to the use of management tools in a variety of public sector settings. Despite these positive outcomes, there is wide variation in the extent to which public organizations use management tools. Drawing on normative isomorphism and contingency theory, this article investigates the determinants of both organization‐oriented and client‐oriented management tool use by top public sector executives. The hypotheses are tested using data from a large‐N survey of 4,533 central government executives in 18 European countries. Country and sector fixed‐effects ordinary least squares regression models indicate that contingency theory matters more than normative isomorphism. Public executives working in organizations that are bigger and have goal clarity and executive status are more likely to use management tools. The only normative pressure that has a positive impact on management tool use is whether public sector executives have a top hierarchical position. 相似文献

adolescent mothers and their teenage offspring at age 14. Maternal religiosity, measured prenatally and when children were
3, 5, and 8 years of age, was defined as involvement in church as well as contact with and dependence on church officials
and members. Levels of spirituality, defined as religious practices and beliefs, were assessed for both mothers and their
children at 14 years postpartum. Hierarchical regression analyses suggested that maternal religiosity was a strong predictor
of maternal and child adjustment; children’s own spirituality served as a predictor of their socioemotional adjustment as
well. Furthermore, child spirituality mediated the relationship between maternal religiosity and children’s externalizing

In this article, we study how the configuration of a publicly promoted clusters policy??the Global Clusters policy initiated by the Walloon Government in Belgium??influenced the behaviors of R&D practitioners. At first, we explored the background of the Global Cluster policy in an effort to make the program configuration visible. This first step was conducted through the gathering and analysis of data from official documents as well as publications, conference speeches and workshops produced by policy makers, evaluators and their academic collaborators. Then, we observed the transmission of the six resulting features from the policy level to the project level: we studied their appropriation by R&D practitioners in ??Mirage??, an R&D project associated to the mechanical engineering Global Cluster. As a result, we show that the particularities of Walloon Global Clusters make them a powerful instrument to enhance collateral assets while facing potential lock-in. We finally consider the way these Global Clusters should evolve to favor the exploitation of the emerged outcomes while exploring future opportunities. A good balance between exploitation and exploration as well as adequate networking and clustering instruments to support both objectives appear necessary to ensure sustainability and growth of the involved actors. 相似文献
