Many countries at all levels of development have formulated an essential health package, sometimes also referred to as a health benefit plan or a health benefit basket. As defined by the World Health Organization (WHO), essential health packages (EHPs) are “health service interventions that are considered important and that society decides should be provided to everyone.” Although EHPs are not often formulated from an explicitly human rights perspective, since they are conceptualized as a guaranteed minimum of health services, much like core health obligations, they have obvious human rights import. This article evaluates the principles from which the plans are developed, the content of the packages, and the experience of countries seeking to implement them from a human rights perspective. In the process, it seeks to gain greater clarity about the health service requirements of the right to health.  相似文献

How do women fare under rule by Islamists? Whereas some scholarly work suggests that Islamists are effective at providing the type of social services that benefit women most, other studies contend that Islamic groups support “pro‐male” policies and cultural interventions that disadvantage the well‐being of women. In order to adjudicate between these views, I compare two neighborhoods in Greater Cairo that are similar on a number of dimensions but in one, a militant Islamist group came to dominate local politics, whereas in the other, strongmen ruled the streets in the absence of a strong state presence. Using an original data set of retrospective health histories for women in each neighborhood, I find that women subject to governance by the Islamic group enjoyed better outcomes related to reproductive health than a statistically matched set of women in the comparable neighborhood while being no more likely to marry early or drop out of school.  相似文献

This paper is a response to recent attempts by liberal theorists to reconcile universalist sentiments with forms of particularism. It seeks to explore a number of ethical issues related to nationalism, patriotism and loyalty. As the first systematic expositors of cosmopolitanism, the Stoics are called on to address the question: can patriotism be defended ethically by moral universalists? The Roman Stoic attitude to war and imperial conquest is examined because war and its attendant conflicts of interest expose the tension between particular and universal loyalties and pose the greatest challenge to cosmopolitan principles. It is concluded that the task which 'liberal nationalists' have set themselves is a daunting one because, unlike the Stoics, they cannot rely legitimately upon imperialism and the belief in a universal God in order to smooth over differences and conflicting loyalties. In effect, then, this illumination of the origins of Enlightenment universalism problematises further, rather than resolves, issues of conflicting loyalties.  相似文献

Applying insights from science and technology studies about the “coproduction” of science and sociopolitical order to research on legal mobilization yields important theoretical insights. Using the polar bear petition campaign by the Center for Biological Diversity as an illustrative case, this article shows how this protracted legal campaign around protection of the polar bear and its habitat opened up new legal opportunities for those advocating for the regulation of carbon emissions, mandated state-sponsored generation of climate science, legally constructed the polar bear as “endangered,” and helped to shape the priorities of the nongovernmental organization itself.  相似文献

In the past decade, public sector organizations around the world have worked to simplify administrative processes as a way to improve user experience and compliance. Academic evidence on administrative burden supports this approach and there is a strong body of research showing that learning costs, compliance costs, and psychological costs help to explain why residents do not always take up programs for which they are eligible. This article considers the role of these types of costs in a different set of resident-state interactions: compliance with regulations. We present the results of three large field experiments aimed at improving resident compliance with municipal housing codes using targeted behavioral interventions. We find that contacting property owners earlier, redesigning first notices, and proactively communicating with previous violators, can significantly improve compliance by 14.7 percent, 3.3 percent, and 9.2 percent, respectively, with costs savings ranging from 6 to 15 percent of a city's annual enforcement budget. Our results counterintuitively suggest that sometimes adding steps to an administrative process can reduce the costs associated with the resident-state interaction.  相似文献
