Research Summary This study investigated forensic evidence processing in a nationally representative sample of state and local law-enforcement agencies (n = 3,153). For a 5-year period, agencies reported that 14% of all unsolved homicides (an estimated 3,975 cases) and 18% of all unsolved rapes (an estimated 27,595 cases) contained forensic evidence that had not been submitted to a forensic crime laboratory for analysis. Approximately 40% of these unanalyzed homicide and rape cases were reported to have contained DNA evidence. The lack of a suspect in the case was the most frequently cited reason for not submitting forensic evidence for analysis. Policy Implications Despite an increased diffusion of knowledge regarding the value of forensic evidence in the prosecution and defense of criminal cases, the investigative capabilities of forensic science are not being realized by law enforcement. Additional training for law enforcement on the use of forensic science to develop investigative leads is critical, as is the creation of departmental policies that prioritize and streamline the analysis of forensic evidence for homicide and rape cases—even in “no-suspect” cases. Ensuring adequate resources and information sharing for forensic processing especially of violent crimes, is also critical.  相似文献

This review is persuaded by Modood's account of what multiculturalism should look like in the early twenty-first century underpinned as it is by well-made critiques of liberalism and radical secularism. Analysis of the probable effects of ending the prohibition against sovereign national extraterrestrial territory in the Outer Space Treaty points to large increases in the total territories of a small number of spacefaring states as they compete in a succession of annexations that move from celestial body to celestial body. Rather than result in an increased chance of war between spacefaring states—an argument deployed by defenders of the Outer Space Treaty—extraterrestrial annexations would instead reduce its likelihood, both in the near-term because of the mutual vulnerability of human spacecraft and bases, and over the long-term by making spacefaring states less vulnerable to terrestrial warfare.  相似文献

This article explores the relationship between the political economy and the criminal justice system through an analysis of the impact of long economic cycles in the social structure of accumulation on U.S. federal criminal justice legislation from 1948 to 1987. An analysis is conducted which compares both qualitative and quantitative changes in these legislative acts from the period of economic expansion (1948 to 1967) to the period of contraction (1968 to 1987). The research findings of this investigation indicate that mechanisms of social control intensify during periods of prolonged economic contraction; however, the concept of an exceptional state, with a proportional increase in more coercive crime control strategies, is somewhat challenged.Earlier versions of this paper were presented at meetings of the American Society of Criminology (1988, 1989, 1990).  相似文献

Objectives

The study tests whether participation in interventions offered by a subset of sites from the National Safe Start Promising Approaches for Children Exposed to Violence initiative improved outcomes for children relative to controls.

Methods

The study pools data from the nine Safe Start sites that randomized families to intervention and control groups, using a within-site block randomization strategy based on child age at baseline. Caregiver-reported outcomes, assessed at baseline, 6 and 12 months, included caregiver personal problems, caregiver resource problems, parenting stress, child and caregiver victimization, child trauma symptoms, child behavior problems, and social-emotional competence.

Results

Results revealed no measurable intervention impact in intent-to-treat analyses at either 6- or 12-month post-baseline. In 6-month as-treated analyses, a medium to high intervention dose was associated with improvement on two measures of child social-emotional competence: cooperation and assertion. Overall, there is no reliable evidence of significant site-to-site effect variability, even in the two cases of significant intervention effect.

Conclusions

Since families in both the intervention and control groups received some degree of case management and both groups improved over time, it may be advantageous to explore the potential impacts of crisis and case management separately from mental health interventions. It may be that, on average, children in families whose basic needs are being attended to improve substantially on their own.  相似文献

From the very beginning of the space age, the ability to undertake non-military activities in this new regime has been an element of foreign policy. The mirror image twins international cooperation and competition between nation states has driven many of the key decisions in the major programs undertaken by the United States, especially in the evolution of its human spaceflight initiatives. For much of the Cold War era, head-to-head competition with the Soviet Union defined the human program, especially the Apollo program to land astronauts on the Moon. In the aftermath of the Cold War foreign policy objectives still inform the delineation of policy, especially the cooperative nature of large programs such as the International Space Station. This essay explores the evolution of the place assigned international space cooperation and competition in the United States.  相似文献

This research is an exploratory test of two hypotheses emerging from debates about how police behavior may influence domestic violence victim reporting. From a procedural justice perspective, victims should be more apt to report victimization when previous encounters with police are viewed as procedurally fair. From a distributive justice perspective, denying victims their preferred outcome may discourage future police utilization. We find that satisfaction with police is related to both distributive and procedural justice but that re-utilization of police is conditioned by preferred outcome. Specifically, if the offender was arrested in accordance with victim preference, the victim is significantly more apt to utilize police in the future.  相似文献
