The article engages a critical analysis of liberal theory in the context of transnational migration. Normative arguments provided by liberal-cosmopolitan and liberal-communitarian authors are contrasted. While sympathetic to such approaches, we argue that traditional liberal theory has attempted to downplay the contingency and resultant ambiguity of many of its moral precepts. Historically contingent borders underpin neat universal categories like "citizen" and "refugee," which fail to reflect the diverse and contested experiences of migration. But such ambiguities need not undermine liberal approaches. Indeed, a proper engagement with the problematic and uncertain realities of migration can provide a spur to a more thoroughgoing ethical praxis. We draw on the philosophical pragmatism of Richard Rorty to outline an approach to migration that remains open to the contingent construction of terms like "migrant,""refugee," and "asylum-seeker." By extending Rorty's concept of sentimental education, we provide an imaginative and politically challenging set of agendas for the ethics of migration. 相似文献

Governments prioritize some rights over others because of policy constraints. We ask whether differential disability policy priorities can readdress other unrealized rights when applied to services for people with disabilities in boarding houses in Australia. The housing is inappropriate to their support needs and breaches their immediate right to unsegregated housing. Findings about the government-funded support showed that their well-being improved, but the housing increased their support needs and reduced their eligibility for suitable housing, implying that support policies that prioritize progressive realization rights are not successful where immediate realization rights to housing remain unaddressed. This article explores the claims of Russian officials that US assessments of economic and political developments in Russia, particularly those of Freedom House (FH), are excessively critical and often used to justify global dominance. To assess the validity of such claims, three different influences are considered: culture, power, and special interests. The article finds that all three, each with roots in the cold war, play a role in shaping assessments of Russia and help to explain why FH's analysis of Russia is more critical than the analysis of other organizations. The politics of special interests is found to be particularly influential and reflects the interests of US national security policies and priorities. Such priorities are also linked to a politics of memory derived from the cold war, which often influences perceptions of Russia as a threat rather than as a potential partner. 相似文献

Privatisation is widely promoted as a means of improving economic performance in developing countries. However, the policy remains controversial and the relative roles of ownership and other structural changes, such as competition and regulation, in promoting economic performance remain uncertain. This article reviews the main empirical evidence on the impact of privatisation on economic performance in developing economies. The evidence suggests that if privatisation is to improve performance over the longer term, it needs to be complemented by policies that promote competition and effective state regulation, and that privatisation works best in developing countries when it is integrated into a broader process of structural reform. 相似文献

In many countries, monies suspected of being associated with drug trafficking can be seized by the authorities. One of the ways of investigating this association is through the analysis of seized banknotes for traces of controlled drugs. We report three studies which may assist the expert in assessing whether banknotes contaminated with diamorphine are part of the general population of notes in circulation or whether they show unusual contamination patterns which require explanation. Study 1 is based on three plausible contamination scenarios as they may occur during the various stages of an illicit drug transaction and seizure. It shows that notes which have been in direct contact with visible traces of diamorphine show significantly higher contamination to those in more indirect contact with the drug. Study 2 investigates the transfer of diamorphine from one highly contaminated note to other notes in a bundle over a period of 10 weeks with and without agitation. It was found that the total amount of drug transferred was smaller than 6% and no more than 4 out of a bundle of 10 previously clean notes became lightly contaminated. Based on extensive background data, study 3 proposes a probabilistic model to assess whether an observed proportion of diamorphine bearing banknotes is likely to have been contaminated by chance. The model predicts that there is only a 0.3% chance that a bundle of 100 notes from the general banknote population contains more than six contaminated specimens. Jointly, the three studies give useful indications for the spread of contamination throughout a sample and the amounts of heroin which may be expected given plausible contamination scenarios. 相似文献
