Following the 1 April 2001 plane collision over the South China Seas, China and the United States engaged in two weeks of intensive 'apology diplomacy'. What role did culture play in these events? Drawing on experimental findings in social and cross-cultural psychology, we argue against the pundits that essentialized cultural difference--and against those who denied that culture matters. Reunification, growing international exposure and the move of the capital from Bonn to Berlin are not merely milestones for the major changes that have occurred in German politics since World War II. They are developments that have profoundly affected and continue to affect political life in Germany. The way that political, civic and economic interests engage with the political system has changed, and this raises the question of what public affairs is and can achieve in this context. As practitioner the author observes four main trends. First, public affairs is increasingly being understood in terms of the meaning of the German word ‘Gesellschaftspolitik’. Second, the changing nature of how political issues are being communicated demands a growing expertise from all the players involved. Third, the general feeling among organisations for ‘need to do something political’ does not yet correspond with a specific demand for public affairs services. And last, a market for high profile consultancy‐led public affairs services is still in the making. Public affairs practitioners in Germany will be key in shaping and developing the profile of public affairs as a serious discipline with services and expertise, maturely tailored to local market needs. Despite the widely held view in newly emerging democracies that constitutions are mere words on paper or that parchment barriers cannot render a state stable or democratic, those who draft such documents commonly act as if words ARE of consequence. The difficulty, however, is that contemporaneous conflicts too easily intervene so as to corrupt the drafting process and to preclude optimal constitutional design. The specific principle of design most likely to be violated is the proposition that we treat all parts of the constitution as an interconnected whole and that we not try to assess the consequences of one part without appreciating the full meaning of all other parts. This essay illustrates this violation by looking at the new Russian constitution, ratified by direct popular vote in December 1993, with special attention paid to that document's treatment of federalism. We offer the additional argument, however, that even contemporary research in political institutional design pays insufficient heed to this principle. 相似文献

Abstract Although left-right scales are an inherent feature of much cross-national research, they have necessarily been created on a somewhat ad hoc basis, since the empirical foundation for valid cross-national scales rarely exists. This paper seeks to provide such a foundation by using judgements of party ideological position which are both explicit and non-idiosyncratic across a wide range of countries. These judgements derive from a so-called 'expert' survey of leading political scientists in Western Europe, the USA, and elsewhere. ABSTRACT This article traces the evolving political platform of one of Iraq’s oldest and most powerful Shi’i political parties, the Islamic Supreme Council of Iraq (ISCI). Drawing on an analysis of 15 years of primary materials produced by ISCI, it focuses principally on their promotion of decentralization as a path towards peace and stability in Iraq. However, the article also traces the origins of a deep schism that emerged within ISCI between the movement’s old guard who were beholden to the Iranian regime and their model of vilāyat-i faqīh, and the youth-led Iraqi nationalist faction who wanted to see the instalment of a civil government without religious oversight. The article demonstrates that this division is indicative of a theological debate between Shi’i religious scholars over differing interpretations of the role of Shi’ism in politics. The article concludes by arguing that understanding the extent to which such esoteric religious debates manifest themselves politically is crucial to interpreting divisions within Shi’ism not just in Iraq, but across the broader Middle East. 相似文献
