Abstract.  Over the past twenty years in France, the politique de la ville (a public policy initiative targeting impoverished urban areas) has constituted one of the main sources of renewal of the discourse concerning social participation. This article looks at whether it has led to a genuine democratisation of policy making. The following four questions are discussed: Have participatory procedures improved the efficiency of public policy? Have they fostered the strengthening of the social bond? Has setting up new procedures improved deliberation between political and nonpolitical actors? And has this new policy generated a renewal of local elites and modified the decision-making process? The authors conclude that these different attempts have had only a very limited impact.  相似文献

Abstract. In this note we study different methods of aggregation of preferences met on the occasion of elections. Through a simple geometrical representation, we analyse several of their properties, in particular those linked to Arrow's theorem for ordinal rankings; we pursue this discussion in the case of cardinal rankings, the qualities of which convince us of the usefulness of experiencing their introduction in real ballots.  相似文献

If male workers categorize different groups of women coworkers and, subsequently, treat them differently, the experiences of women from one of these groups would not be indicative of the experiences of women from another group. When this different treatment involves hostile environment sexual harassment of one group, but not the other, then the law must recognize the possibility of "selective sexual harassment." Without this understanding of the nuances of the workplace dynamics, a court could mistake the women of the unharassed group as representing "reasonable women" and the women of the harassed group as simply oversensitive. This paper draws on empirical data to demonstrate such a situation and advocates for a version of the "reasonable victim" standard to facilitate a closer analysis of hostile environment sexual harassment suits.  相似文献

Online tools such as social media provide new opportunities for citizens and stakeholder groups to be informed, identify common interests, express and share opinions and demands, organize, and coordinate interventions. Therefore, the Internet could be expected to increase stakeholder engagement in corporate affairs and facilitate good governance. In order to provide an overview of current findings on the impact of online media on governance and stakeholder engagement, we conduct a systematic literature review. Our analysis reveals five topical categories of inquiry. We analyze studies from the field of business participation and find a strong bias towards consumer engagement and marketing issues. Only few studies are found to critically explore the effect of online media on power and value distribution between corporations and stakeholders. We then turn to the more established field of political and civic participation in order to further analyze antecedents, forms, and outcomes of online engagement in civic affairs, and derive a framework for future research. In its report published in 2004, the National Commission on Terrorist Attacks Upon the United States (known as the ‘9/11 Commission’) analyses the functioning of the Intelligence Community (ICo). It indicates that the ICo is both over‐fragmented and guilty of not sharing enough information. The Commission recommends that central control of the ICo needs to be strengthened and that more incentives for information‐sharing should be designed. This article takes a critical look at these two recommendations. Sharing information carries major risks and is therefore not something that can take place as a matter of course. Moreover, information has to be subject to a selection process before it can be shared. This selection cannot be measured objectively, so mistakes in the selection are unavoidable. Strengthening central control also poses risks: it engenders more battles over territory, it does not improve understanding of the capillaries of the organization – the capillaries being where the primary processes of information gathering, validation and assessment take place – and it involves the destruction of checks and balances. Fragmentation may even be functional since it leads to redundancy, itself a safeguard against the risk of misselecting relevant information.  相似文献
