Heifer International: Growing a learning organisation

Heifer International (HI) has been applying participatory approaches to rural development for nearly 60 years. Organisationally, HI focuses on building the capacity of its country programmes and NGO partners to work independently toward a unifying mission. An open structure allows HI to validate and incorporate the rich and diverse experience of its project holders and country programme offices into organisational planning and daily operations. This article analyses three recent HI initiatives which incorporate deliberate processes to facilitate organisational learning. It outlines different strategies that HI uses to institutionalise learning without imposing limitations on it.     

The Danzig Question in British Foreign Policy, 1918-1920

Among the many and often bitter territorial disputes following the collapse of Germany and Russia in Central and Eastern Europe — to mention only the questions of Vilna, Memel, Teschen, or Lemberg — the problem of the Polish sea access was particularly explosive and became the most vexing territorial problem of the whole conference. This paper examines the question of Danzig and the lower Vistula within the context of contradicting Polish, German and Western, mainly British ambitions and preferences. The author shows that the proclamation of the Free City of Danzig and the creation of the Polish Corridor, dividing Germany into two parts, was a compromise not liked in Warsaw and Berlin and one the British, always fearing fatal repercussions to future stability, only considered to be the lesser choice of evils.     

The Tortured and the Torturers: Six Films on Prisoner Abuse

During World War II, German naval codebreakers in the B-Dienst made extensive breaks into Naval Cypher No. 3, an enciphered code used by the Allies for the vital Atlantic convoys. It is often suggested that they did not discover that Cypher No. 3 was insecure until May 1943. This article shows that the British had learned about this much earlier, in August 1942, and that they informed the US Navy then. British solutions of messages encrypted with the Wehrmacht's Tunny teleprinter cipher machine had revealed that the B-Dienst was solving Naval Cyphers Nos. 3 and 4. Surprisingly, those ciphers were not replaced until June 1943.     

The "AIDS and MDGs" approach: what is it, why does it matter, and how do we take it forward?

Progress towards the Millennium Development Goals (MDGs) has been mixed, and many observers have noted the tendency for development actors to address individual MDGs largely in isolation from one another. This in turn has resulted in missed opportunities to catalyse greater interdisciplinary collaboration and innovation towards MDG achievement. The term 'AIDS and MDGs' is gaining currency as an approach that aims to explore, strengthen and leverage the links between AIDS and other health and development issues. Drawing from academic literature and from MDG country reports, this article sets out three important pillars to an AIDS and MDGs approach: 1) understanding how AIDS and the other MDGs affect one another; 2) documenting and exchanging lessons learned across MDGs; and 3) creating cross- MDG synergy. We propose broader policy level implications for this approach and how UNDP and other partners can take this agenda forward. Because the MDGs explicitly locate HIV within a broader international commitment to human development targets, they provide a critical platform for development partners to galvanise resources, political will and momentum behind a broader, systematic and structural approach to HIV, health and development.
