In July 1993 the author served as a chairman and rapporteur of the Round Table, which facilitated the transition of Malawi to a multi-party democracy. It helped to end the life presidency of the inaugural president, Dr Hastings Kamuzu Banda. In February 1994 the author served as co-chair of the National Constitutional Conference that cleared the way on remaining differences and led to the first free elections that resulted in the election of President Bakali Maluzi. Despite occasional difficulties, Malawi has adhered to constitutionalism and repeatedly witnessed peaceful transitions of presidential power. The importance of neutral international facilitation of the transition is emphasised and described. 相似文献

Children often need help before their parents are ready to stop fighting. Children at the center of high‐conflict disputes, particularly those who resist contact with a parent, face extraordinary risks of maladjustment. Years of investigation and litigation may precede any meaningful attempt at intervention, based on the questionable belief that all elements of causality (or blame) must be established before any effective treatment can occur. Children's functioning may continue to deteriorate during this time, undermining their future adjustment and reducing the chance of successful intervention later. We illustrate the application of the coping‐focused, multisystemic Child Centered Conjoint Therapy model to assisting these families. Methods to assist children without compromising external investigations are discussed. 相似文献

Chief Judge Judith S. Kaye of New York delivered the following address to the Millennium Conference of the National Council of Juvenile and Family Court Judges in Washington, D.C., on November 15, 1999. In it, she describes the development of the philosophy of the family court in the past century. Judge Kaye describes the family court's transition from reliance on social science to the incorporation of procedural due process guarantees in the Gault decision. She suggests that a further transformation is required to meet the needs of children and families in the 21st century. Judge Kaye proposes that in the next millennium the family court abandon the "remote adjudicator" judge who evolved after Gault to a "problem-solving model of judging… a judge who looks at the issues that are driving the caseload, who looks at the results that are being achieved, and who uses a hands-on style to figure out how we might do better both in individual cases and on a systemic level."
The New York Times described Chief Justice Kaye as, "A dedicated and effective reformer of the state's sprawling court system. Each of her hard won changes has had a positive impact." Chief Judge Kaye recently received the National Center for State Courts' William H. Rhenquist Award for Judicial Excellence in November 1999. On the occasion of the award, Roger K. In their paper Beyond Procedural Justice, Bottoms and Tankebe specified two interrelated dimensions of legitimacy: audience legitimacy and self-legitimacy. Criminologists have given considerable attention to audience legitimacy, but police officers’ belief in their own legitimacy remains understudied. This paper extends Bottoms and Tankebe’s theory and reports findings on some of its key propositions, using survey data from a UK police force. Three key findings emerge. First, contrary to previous studies, feelings of recognition by supervisors and clientele did not predict self-legitimacy; self-legitimacy was found to depend on feelings of peer recognition and acceptance. Second, self-legitimacy predicted officers’ commitment to external procedural justice but not their moral orientations towards crime victims. Finally, perceived police effectiveness but not supervisor recognition – that is, internal procedural justice – was the key predictor both of external procedural justice and of normative orientations towards crime victims. Hot spots policing is popular, yet little is known about officer receptivity to the tactic and its impact on internal procedural justice, organizational commitment, and self-legitimacy. The nature of the tactic means that officers must relinquish their discretionary powers so that they can be directed to crime and disorder locations at specific times and for regimented durations. This loss of ‘spatiotemporal autonomy’ is exacerbated by technological tracking devices. We examined the receptivity of British officers to hot spots patrols, where the deployment was tracked with individual GPS trackers, compared to parallel patrols without hot spots policing or tracking. In contrast to the comparison group, officers in hot spots disliked the routinization of their shifts; regimented patrols were detrimental for internal procedural justice and organizational commitment. The ramifications of the introduction of GPS-enabled systems include certain tracking of officers and their compliance, such as a Taylorist time and motion study. While hot spots policing remains an effective tactic, questions about sustainability may be raised if officers’ expectations, attitudes and receptivity are not managed. 相似文献

This rulemaking changes the regulation of the listed chemical iodine under the chemical regulatory provisions of the Controlled Substances Act (CSA). The Drug Enforcement Administration (DEA) believes that this action is necessary to remove deficiencies in the existing regulatory controls, which have been exploited by drug traffickers who divert iodine (in the form of iodine crystals and iodine tincture) for the illicit production of methamphetamine in clandestine drug laboratories. This rulemaking moves iodine from List II to List I; reduces the iodine threshold from 0.4 kilograms to zero kilograms; adds import and export regulatory controls; and controls chemical mixtures containing greater than 2.2 percent iodine. This rulemaking establishes regulatory controls that will apply to iodine crystals and iodine chemical mixtures that contain greater than 2.2 percent iodine. This regulation therefore controls iodine crystals and strong iodine tinctures/solutions (e.g., 7 percent iodine) that do not have common household uses and instead have limited application in livestock, horses, and for disinfection of equipment. Household products such as 2 percent iodine tincture/solution and household disinfectants containing iodine complexes will not be adversely impacted by this regulation. Additionally, the final rule exempts transactions of up to one-fluid-ounce (30 ml) of Lugol's Solution. Persons handling regulated iodine materials are required to register with DEA, are subject to the import/export notification requirements of the CSA, and are required to maintain records of all regulated transactions involving iodine regardless of size. 相似文献
