The push to apply corporate governance arrangements from the private sector into the public sector is a manifestation of the ongoing search for ways to improve accountability and performance. This small interview study reports on the experience of senior Commonwealth public servants and board directors trying to work within the corporate governance frameworks set out in the Commonwealth Authorities and Companies Act (1997) and the Financial Management and Accountability Act (1997). It suggests that lines of accountability can be blurred, formal authority can be subverted, and safeguards to protect the public interest, against harms such as political patronage, may be weak or absent. Many agencies do not have appropriate procedures for assessing their own governance arrangements. There is considerable resistance to the notion that a central authority should be established with the dedicated purpose of overseeing governance arrangements and practices in the Commonwealth. 相似文献

Much of the contemporary literature on Australian social policy tends to focus on broad environmental and institutional variables and to downplay the importance of the social policy decision-making process and its participants. Yet the study of specific cases in social policy-making reveals that senior administrators often have a significant impact on the direction of social policy reform. The income support reforms adopted as part of the fomer Federal Labor government's Working Nation package illustrate the potential for bureaucrats to influence the direction of change. Senior administrative officers within the former Commonwealth Department of Social Security played a crucial role in promoting reforms which increased the generosity of the means test on unemployment payments. These bureaucrats behaved as policy entrepreneurs and worked in a strategic manner to garner support for and reduce opposition to their proposals within the decision-making process. 相似文献

Studies have shown how women are underrepresented in senior executive positions in public and private organizations. Equal representation matters both for reasons of performance and legitimacy, and, to understand the mechanisms behind the glass ceiling, we explore if the women making it to the top of the Danish civil service differ from the men who do so. We want to understand if senior executive positions require something different of women than men. Using a dataset consisting of the entire career trajectory of all senior civil servants in Denmark, we find that, on numerous human capital dimensions, the women and men making it to the top are quite similar, for example, in terms of tenure and educational level. However, we find on the one hand that men are more often employed in the most prestigious departments and, at the same time, it seems that men with a profile deviating from the norm are more likely to make it to the top than women. This may indicate that the most prestigious positions – also in terms of early-career positions – are less accessible to women, and that women are less willing to apply for jobs outside their usual domain, or that those responsible for recruitment are less willing to take a chance on a woman with a slightly unorthodox profile. Hence, our study indicates that greater interest should be paid to the dynamics keeping women at lower levels of the hierarchy and possibly to encourage them to apply for top positions. 相似文献

Abstract: A genetic database was established with the aim of documenting the genetic diversity of Cannabis sativa in Australia for future utilization in forensic investigations. The database consisted of genotypes at 10 validated short tandem repeat loci for 510 plants representing drug seizures from across Australia and 57 fiber samples. A total of 106 alleles and 314 different genotypes were detected. All fiber samples exhibited unique genotypes while 55% of the drug samples shared a genotype with one or more samples. Shared genotypes were mostly found within seizures; however, some genotypes were found among seizures. Statistical analysis indicated that genotype sharing was a consequence of clonal propagation rather than a lack of genetic resolution. Thus, the finding of shared genotypes among seizures is likely due to either a common supplier, or direct links among seizures. Notwithstanding the potential intelligence information provided by genetic analysis of C. sativa, our database analysis also reveals some present limitations. 相似文献

This paper describes a persistent problem in online disputeresolution, namely substandard ODR presentations made by inarticulateand lesser dispute-wise disputants make the bargaining conditionsuneven. Three innovations are introduced to address the problem:the SSF design solution, expert-peer online assessment, anda formula for expert-peer assessment. The innovations buildon previous work, and have been modified to accommodate thelimitations and requirements of online dispute resolution andaddress the problem in section 1. The paper is organized infive sections. Section 1 describes the uneven condition favoringthe reputable disputants in online dispute resolution, thataffects inarticulate and disadvantaged, lesser dispute-wisedisputants. Section 2 is a review of the literature of threecommon solutions to the problem: structured argument solutions,technology-intensive solutions and design presentation solutions.The four research questions addressed at the end of Section2 are concerned only with the factors contributing to the statedproblem. Section 3 is an introduction to the SSF design solutionfor online dispute presentations to address the uneven conditionsfor less dispute-wise claimants and respondents. Increasing Cognitive Load to Facilitate Lie Detection: The Benefit of Recalling an Event in Reverse Order 总被引:1,自引:0,他引:1
In two experiments, we tested the hypotheses that (a) the difference between liars and truth tellers will be greater when interviewees report their stories in reverse order than in chronological order, and (b) instructing interviewees to recall their stories in reverse order will facilitate detecting deception. In Experiment 1, 80 mock suspects told the truth or lied about a staged event and did or did not report their stories in reverse order. The reverse order interviews contained many more cues to deceit than the control interviews. In Experiment 2, 55 police officers watched a selection of the videotaped interviews of Experiment 1 and made veracity judgements. Requesting suspects to convey their stories in reverse order improved police observers' ability to detect deception and did not result in a response bias. 相似文献
