States can and do play an important role in contemporary U.S. foreign policy. This article will discuss the growing role of states through an investigation of the State Partnership Program (SSP). The SSP pairs state National Guards with the militaries of other countries through U.S. military engagement programs. The state-level National Guard then becomes the primary site for implementing U.S. military engagement programs. Both a federalism and decision-making perspective, however, are unable to recognize this role. The decision-making bias of foreign policy analysis affords states a limited international role and minimal influence in shaping the policies of the government toward other countries. An implementation perspective, however, reveals a growing role of states carrying out U.S. foreign policy, including the "high politics" of national security issues. States give decisions meaning through the practice of policy implementation. A detailed case study of the Maryland–Estonia partnership illustrates how an implementation perspective can recognize a growing role of states in shaping U.S. foreign policy. 相似文献

In the American Southwest and along the US–Mexico border, 'Anglos' and Mexicans are often viewed as the quintessential 'others'. This ethnographic study problematises the Anglo‐Mexican opposition with ethnographic data from interviews with a Mexican farmworker family and an 'Anglo' farmer family of the EI Paso Lower Valley. I argue that 'Anglo' hegemony is not based exclusively on cultural separation but often involves hybridity (including 'Mexicanisation') and patron‐client relations entailing 'benevolent' paternalism. I show how the concept of 'Anglo' is a contested identity constructed through interactions between Mexicans and Euroamericans. Through this study of border crossings in situations of asymmetrical power relations, I advocate a 'complicit' anthropology that presents competing ethnic groups in their full complexity rather than as stereotypes or caricatures of their 'others.' 相似文献

Courts have upheld insurers’ disclaimers on mold, lead, and asbestos claims under comprehensive general liability (CGL) policies, evidencing the importance of maintaining affirmative cover in the emerging environmental insurance marketplace. Removing a CGL mold, lead, or asbestos exclusion is helpful, but insurers may assert a coverage defense and not pay a claim for reasons that have included: failure to meet the burden of proof, failure to trigger coverage, an absolute pollution exclusion, a preexisting condition exclusion, a defective design exclusion, a faulty workmanship exclusion, a business risk exclusion, a known loss or loss in progress, a custody and control exclusion, an owned property exclusion, and late notice.
