The cumulative growth of social programs and public income distribution is leading to a grave need for policy harmonization, i.e., efforts to take into account interdependencies across formerly distinct areas of public and private activity. This need is particularly severe with regard to income support programs, labor market relations and taxation systems. While any fundamental backlash against the welfare state is unlikely, so too is any comprehensive solution through negative income taxation or other abstract forms of economic planning. Prospects for coping with problems of policy harmonization differ among nations, but all countries face the challenge of building consensus around noneconomic values lying at the heart of social policy. Without this cushion of legitimacy, increased policy complexity and higher public expectations threaten to overwhelm democratic political systems.  相似文献

Unassociated human bones are a particular problem during the exhumation of mass graves and a factor that limits anthropological and paleopathological analyses from archaeological contexts. Extensive anthropological literature has focused on the complex taphonomic factors that influences bone assemblages, but little attention has been paid to postmortem tooth loss and factors affecting this process. The following study focuses upon the influence of different factors on postmortem tooth loss. Three samples were investigated in the study: a medieval church cemetery containing 110 individual skeletal remains, and two samples from a series of mass graves made within the same time period in 1999, containing 402 bodies. The frequency of postmortem tooth loss was analyzed relative to postmortem interval for each sample, excavation methods, age distribution, and presence of bone loss associated with periodontal disease. Our results indicate that the degree of alveolar bone loss significantly affected both antemortem and postmortem tooth loss and that the frequency of postmortem tooth loss has the strongest correlation to time since death. These findings suggest that additional care should be taken when exhuming remains from older contexts.  相似文献

Within recent egalitarian theory, the ideal of equal opportunity holds considerable sway. Liberal egalitarians increasingly concentrate on refining this ideal, as do a number of Marxist theorists. At the same time many radical critics are unhappy with various aspects of this hegemony of equality of opportunity, and this article examines the reasons for their unhappiness, as well as two possible solutions. The first would be to reject equal opportunities in favour of another conception of equality, or to argue that the ideal can only play a limited role within an egalitarian project. Another would be to try to radicalise the idea of equal opportunities: to argue that equality of opportunity can be a transformative ideal if it is interpreted sufficiently broadly or deeply. We can identify Anne Phillips with the first approach, and Iris Young with the second. On the question of whether equality of opportunity can provide an overarching normative framework for egalitarian politics, Young's response is in the positive, whereas Phillips' is in the negative. The article critically addresses this dilemma, and concludes by siding with Phillips, by arguing that equality of opportunity is not capable of standing in as an overarching normative principle for egalitarian politics.  相似文献

A set of measures constituting 'New Public Management' (NPM) has been adopted worldwide (Pollitt 1995). This article describes their implementation in the State of Victoria. In particular, the article assesses the reforms within the context of Pollitt's eight elements of NPM reforms that have taken place in management in the public sector in Victoria and, to varying degrees, in all OECD countries. It argues that the evaluation of the success of NPM in Victoria should be addressed by independent evaluations of the impacts of the changes within the political, executive and operational spheres of government, and on consumers and the public service itself. The article offers some lessons for those in government following Victoria's example of the implementation of NPM.

A common requirement in the military, law enforcement, and forensic mission space is the need to collect trace samples from surfaces using a method that not only readily captures the sample but also retains its integrity for downstream identification and characterization. Additionally, collecting samples from three-dimensional objects (e.g., shell casings) is a challenge for which there is currently no validated standardized approach. Recently, hydrogels have been shown to have the potential for surface collection of trace bacterial spores, amino acids, and DNA. To test whether these hydrogels can serve as a viable collection medium for sampling DNA from surfaces, we carried out a series of preliminary tests examining collection efficiency and suitability of hydrogel material to recover samples of diluted, dried human DNA on a smooth polycarbonate surface. The recovery of surface DNA using a commercially available hydrogel was examined, and the efficiency compared to samples collected using a standard foam collection swab. DNA collected using the hydrogel and swab methods was then examined using quantitative polymerase chain reaction (qPCR) and short tandem repeat (STR) analysis to determine whether the collection material was compatible with these downstream processes. The hydrogel material used for this study collected the experimental DNA with comparable efficiency to standard collection swabs. In addition, qPCR and STR analyses demonstrated compatibility with the hydrogel collection and extraction process. These data suggest that hydrogels have the potential to be used as sample collection materials and deserve further characterization to elucidate their utility in collection from irregularly shaped, three-dimensional surfaces/materials.  相似文献

Recent literature has suggested that measures of risk and protective factorsfor delinquency and substance use are not equally reliable or valid acrossgender and ethnic groups and has recommended differentiated programming andculturally specific evaluation methods. Three data sets containing up tofive ethnic groups were used to determine the degree to which risk andprotective factors are equally reliable and valid predictors of drug use anddelinquency across gender and ethnic groups. Congeneric measurement modelsand structural equation models were evaluated to determine if the factorstructures for these measures and their covariances with measures of druguse and delinquency were equivalent across gender and ethnic groups. Half ofthe risk and protective factors included in this analysis were found to beequally reliable across gender and ethnic groups. When controlling forreliability differences, all of the risk and protective factors were foundto predict both drug use and delinquncy for all gender and ethnic groups. Interms of the magnitude of these associations, no substantive differenceswere found in the validity of risk and protective factors for drug use anddelinquency. Differences in the validity of risk and protective factors weremore prevalent for delinquency than for drug use. However, all differenceswere substantively trivial. We conclude that measures of prevention programeffectiveness are invariant across gender and ethnic groups.  相似文献

Most analyses of US congressional votes on trade policy identify political and economic factors, and general economic conditions as significant factors. In this paper we examine whether simulated state-level impacts of trade policy changes obtained from an applied general equilibrium model explain recent US Senate votes on trade bills. We find that simulated gross state product effects are good predictors of recent trade-policy votes. Our model-based measures of trade sensitivity perform slightly better in statistical terms than the more traditional economic measures. For the Senate as a whole, import considerations have a larger impact on senate voting than export considerations.  相似文献
