How successfully do we measure capital flight? The empirical evidence from five developing countries

Economists have proposed several different techniques for measuring capital flight. Each technique differs significantly in its definition of what constitutes capital flight, principally on the limits to normal capital flows, how to capitalise investment income, and the inclusion of long term capital flight. Consequently estimates of the determinants and remedies for capital flight have been very mixed. Given that capital flight is not observable it is important to examine the information content and consistency between the different measures. This article uses three different techniques over five countries to make that comparison, and finds a limited amount of information in each measure but no obvious agreement between them. Econometric techniques which have been designed for measuring the ‘hidden economy’ of OECD countries is likely to offer a better way of measuring capital flight.

Decentering Motherhood: Reentry Strategies for Women on Parole and Probation

As the population of mothers under state supervision rapidly increases, it is necessary to document and analyze their experiences. This research contributes to the literature by exploring the experiences of such mothers, highlighting narratives from mothers who transitioned to a halfway house as part of their reintegration. We analyze how such mothers define good mothering and how they construct and manage their own mothering in light of their histories of drug use and criminal justice involvement, which often lead to prolonged absences from their children. The discourses of priority and presence dominate the mothers’ narratives, supported by expectations from both probation/parole and the halfway house. Collectively our data suggest that mothers engage in a complex negotiation between state supervision and motherhood that reimagines the nature and practice of good mothering and adapts strategies for fulfilling state obligations.

SUMMARY

It is the common opinion of Whig historians, and not a few recent revisionists, that James VII and II undermined the parliamentary cultures of England and Scotland before the revolution of 1688–89. At the extreme end of this approach he is declared to have usurped parliamentary authority in a drive for absolute power. Some of this is now seen as rhetorical exaggeration but James certainly developed a particular understanding of the power of parliaments in relation to monarchy. In some respects this was a return to a late medieval Stewart and Tudor outlook, that of James V of Scotland and Henry VIII of England, which saw parliaments as the personal vehicles of royal authority. The difficulty for James, of course, was that the Scottish and English Parliaments had become ‘modernized’ over the seventeenth century, growing a strong sense of independence and legitimacy as representative institutions. In this essay both the practical engagement James had with Scottish affairs and his philosophical opinions as revealed in his own writings will be explored in an attempt to better define this monarch's view of the Scottish Parliament and its workings. Through this, his reactions to the notions of unionism and nationalism will become more apparent.     

Police GPS Surveillance on Vehicles and the Warrant Requirement: “For a While I’ve Been Watching You Steady”

The global positioning system (GPS) has become ubiquitous to modern American life. The system supplies direction for travel through navigation systems as well as employee monitoring capabilities (Rosenberg Washington Journal of Law, Technology, and Arts 6:143–154, 2010). Law Enforcement has also found GPS to be a valuable tool. The technology provides a relatively cheap and highly effective way to monitor a suspect’s movement. Depending on the device, travel data can be reported in real time or be retrieved from the implanted device at intervals (Shah Journal of Law, Technology, and Policy 2009:281–294, 2009). This paper will first explore the core foundational Fourth Amendment cases that shape the use of GPS devices by law enforcement. Next, the federal circuits and state supreme courts’ decisions that have addressed the use of GPS will be reviewed. Third, the case of U.S. v. Jones (2012), which was recently decided by the United States Supreme Court, will be examined. Last, the policy implications of the current legal landscape regarding the use of GPS by police will be discussed.     

Does providing a written version of the police caution improve comprehension in the general population?

Abstract

Comprehension of the police caution is extremely poor across a variety of populations and jurisdictions and is particularly impaired in vulnerable populations. This has significant consequences for the admissibility of evidence in court. We investigated whether providing individuals with a written version of the caution would improve comprehension in the general population. Sixty participants (30 with low educational attainment and 30 with high educational attainment) were randomly allocated to one of three groups (Verbal presentation; Written presentation; Verbal and Written presentation). Comprehension in the three groups was evaluated using Cooke and Philip's (1998) Scottish Comprehension of Caution Instrument. Results showed that despite 95% of participants claiming to fully understand the sample caution, only 5% of individuals in the verbal presentation group demonstrated full understanding, compared to 40% and 35% in the written and combined verbal and written groups respectively. This highlights both that individuals' self-reports of understanding are higher than actual comprehension and that providing a written version of the caution may improve comprehension in the general population.

目的建立一种复合检测线粒体DNA（mtDNA）单核苷酸多态性（SNP）分型的方法。方法通过设计等位基因特异性引物并结合毛细管电泳分型技术平台,建立包含16个mtDNASNP位点的复合扩增检测体系。对50名汉族无关个体血样进行mtDNASNP检测,并通过直接测序法对其分型结果进行验证。结果50个样本经本检测体系复合扩增后,均得到清晰的SNP分型结果,当模板量在0．5～10pg时能得到较理想的分型图谱。样本的复合检测结果与直接测序法结果完全一致。结论建立的复合检测体系检测mtDNASNP方法灵敏度高、操作简便、分型准确,为针对mtDNA进行简便、有效的中高通量多态性分型提供了一种新方法。     

Partying,Cruising, and Hanging in the Streets: Gangs,Routine Activities,and Delinquency and Violence in Chicago, 1959–1962

Objectives

Examine relationships between routine activities, character contests in the form of “signifying,” and general delinquency and fighting in a street gang context.

Methods

Samejima’s (Estimation of latent ability using a response pattern of graded scores. Psychometrika monograph supplement 17. Psychometric Society, Richmond, VA, Retrieved 10 Aug 2011, from http://www.psychometrika.org/journal/online/MN17.pdf, 1969) graded response models and multilevel ordinal logistic regression models are estimated using data from Short and Strodtbeck (Group process and gang delinquency. University of Chicago Press, Chicago, 1965) study of street gangs in Chicago, 1959–1962. The primary sample consists of 490 boys representing 10 black gangs, 4 white gangs, 9 black lower-class groups, 4 white lower-class groups, 2 black middle-class groups, and 2 white middle-class groups.

Results

Unstructured and unsupervised socializing with peers significantly increased the likelihood of delinquency among the boys and explained a significant portion of the group-level gang effect. In addition, the more time the boys spent hanging in the streets and attending parties, the more likely they were to participate in signifying, which, in turn, increased their risk of fighting.

Conclusions

Findings provide evidence that gangs contribute to delinquency partly through their effect on the routine activities of members. Findings also suggest that signifying is an important mechanism by which unstructured and unsupervised socializing with peers leads to violence.
