This paper addresses theoretical issues relating to distributive and procedural justice. Specifically, comparisons are made
between interpersonal and intergroup situations. Within the realm of distributive justice, two reinterpretations of the ingroup
allocation bias are offered. One reinterpretation states that people show this bias to prevent being exploited by the outgroup.
The other reinterpretation states that the bias can be regarded as a measure of the perceived worth of the ingroup in relation
to the outgroup. The related issue of the procedure used for allocating resources is addressed by extending Tyler and Lind's
(1992) Relational Model of Authority to all ingroup members in both interpersonal and intergroup situations. Reinterpretations
and extensions offered in this paper lead to new theoretical insights and to several suggestions and predictions for future

ABSTRACTSuitcase trade is a common activity along state borders in Asia. Existing scholarship has often viewed such suitcase trade as locally embedded activities characterised by informality. This article contends that this perception underestimates the diversity and complexity of suitcase trade. This is illustrated with a case study of the Pearl River Delta region of southern China, where thousands of suitcase traders carry goods across the borders between mainland China and its two Special Administrative Regions of Hong Kong and Macao. Several patterns of operation run in parallel, ranging from petty traders working alone to highly-organised group operators. While each individual transaction is small scale and based on informal networks, the entire chain of operations is run by syndicates that are highly organised, commercial, with well-defined divisions of labour, and on a large scale. We describe such a combination of organisational competence and informal networks as “organised informality.” The concept allows us to expand the analytical horizon to cover those cross-border exchanges that incorporate modern commercial practices in otherwise non-formal settings. It also bridges the oft-criticised dichotomies of formal-informal and licit-illicit. 相似文献

The public administration (PA) field in Taiwan has undergone a period of rapid transformation over the past two decades. The purpose of this study is to provide a more recent assessment of Taiwanese PA research. To that end, this study examines the characteristics of contemporary PA authors who published articles in five core PA journals in Taiwan between 1996 and 2007, assesses the journals' co-authorship/collaboration trends over the period, and identifies the publication and funding patterns of the 20 most-frequently published scholars. Implications of the study and suggestions for future research are discussed in the paper. 相似文献
