Spying on chaos: the Somali model of intelligence on failed states

Failed states pose ongoing strategic challenges for governments concerned with terrorism, poverty and uncontrolled migration. Policy approaches to failed states have ranged from state-building efforts to humanitarian debacles, and outright inaction. This article approaches failed states primarily as intelligence challenges, and uses Somalia as a model of targeting intelligence collection for failed states. This model demonstrates that economic activity offers an approach to intelligence gathering in such environments. In tracing Somalia’s economic successes from the collapse of the Somali state in 1991, this research shows how the business activity produces the needed intelligence opportunities that a strategy for a failed state requires.     

Evaluating DNA profiles in a case where the defence is "it was my brother".

The widespread application of DNA profiling has brought to some prominence the issue of close relatives sharing body fluid types. In a particular crime case it may be suggested that a close relative of the suspect was the person responsible. This paper explains how an assessment may be made in the context of single locus profiling and where the suggestion is that a full sibling is involved. A formula is established for the likelihood ratio which is then worked out in detail for the particular case where the suspect profile has two distinct bands. Generalization to other types of case is briefly explained and there is a short discussion of the impact of the evidence in the context of a trial. For all parties, justice will best be done if the scientist has ample notice, before the trial, of relationship issues such as this one.     

Implementing multicultural policy: an analysis of the heritage language program, 1971–1981

While O'Bryan and associates carried out a good comprehensive national survey in the 1970s of non-official language use in Canada, such a major study rum needs to be done in the 1980s as well. Such a new update could use more sophisticated methods of analysis, to ensure greater penetration into the quality of language comprehension and use.     

Public Administration in Troubled Waters: Organisations, Management and 'A New Oceania'

The crux of this article is that public administration is indeed in troubled waters in terms of the threatened legitimacy of the modern state: that many of the organisational and managerial reforms of recent years have had the effect of debasing parliamentary politics by ushering in a much more definite form of executive imperialism than has ever been witnessed in previous eras. More specifically, the reforms have changed, or are changing, the configurations of power and authority in and beyond government in ways that appear to enhance neither the processes of democratic rule nor the individual and collective well-being of many sections of society. It is thus surely time to stand back, to take stock of the situation, and to question whether the reforms are in fact achieving goals and objectives to which governments and communities ought really to be committed.     

Development problems and planning in a resource-poor Pacific country: The case of Tuvalu

Tuvalu is an independent microstate and this account of its economic circumstances and prospects provides the context for discussion of administrative problems. The paper outlines the economic structure of the country and examines its economic resources and their potential; demographic trends are given attention, and the country's heavy dependence on foreign aid is explained. These features carry implications for the forms of public administration and development planning, and Tuvalu's current development plan and aspects of its public administration are discussed with this in mind. The article serves as a case study of the economy of a micro state and implications for administration in such a state.
