Commodity relations and class formation in the Zimbabwean countryside, 1898–1920

By disaggregating the peasantry, this article seeks to explain the variety of experience uncovered by previous local studies of the Zimbabwean countryside. A combination of those pockets of pre‐colonial accumulation which had survived the violence of the 1890s, and the productive reinvestment of income earned in wage labour, gave rise to a distinctive pattern of rural differentiation. By the start of the 1920s a class of small farmers had emerged.     

Land reform and the Portuguese revolution∗

In spite of the fact that the Portuguese Land Reform has been a radical and far‐reaching one, it has received very little attention from British social scientists. This review article looks at three books published in Portugal since April 1974 which are essential reading for anyone interested in this subject. In understanding the development of the Land Reform and the Revolution as a whole it is important to recognise the different types of regional agrarian structure which exist in Portugal. This review pays particular attention to those parts of the three books which deal with these regional questions. The cleavage between those areas in which rural wage‐labourers predominate and those in which peasant farmers are in the majority goes a long way towards explaining both the advances and the defeats of the Portuguese Revolution.     

A Positive,Communitarian Right to Security in the Age of Super-Terrorism

Post-9/11, and especially with the dramatic rise of Islamic State in Iraq and the Levant (ISIL), the author advocates a collective right to security. Plotting a course through state absolutism and liberalism, one finds communitarianism as a philosophy to support this right to security. The communitarian right to security is based on an interpretation of European human rights law, particularly positive duties of the state, to protect the rights to life of individuals from violations by non-state actors such as suspected terrorists. But for reasons of practical enforcement, limitations to the exercise of the right are also articulated.     

Post-conflict justice in divided democracies: the 1984 anti-Sikh riots in India

Abstract

Official figures claim that almost 3000 people were killed, and many more injured or displaced, in four days of rioting aimed at the Sikh population of Delhi in late October and early November 1984 following the assassination of Indira Gandhi. This article analyses the efforts made to address the human rights violations that occurred. It argues that as a divided democracy, India has struggled to do justice to the victims, despite multiple commissions of inquiry, compensation schemes and a prime ministerial apology. It argues that this has occurred not simply because of challenges commonly faced by democracies dealing with similar incidents, but also because of the particular problems faced in a context in which we see continuity of rule by a political elite allegedly implicated in the abuse and in which there is acute concern for the survival of a fragile divided polity.
