The Canadian International Development Agency has co-sponsored a number of training programmes for public servants. In this article two of the larger programmes are examined, one with the Government of Ghana, the other with Zimbabwe. The main work with Ghana was undertaken in that country: much of the work with Zimbabwe was undertaken in Canada—for different reasons and with somewhat different results. Over 400 officials have completed the basic courses (generally of 3 months duration). Others have attended shorter courses, training-of-trainers projects, and a workshop for cabinet ministers. In this paper questions are explored about the relevance of such training, the nature of the content and ways to evaluate such activities. Practical issues of aid planning and implementation are raised and, finally, questions of aid targets are examined in the light of the experiences of these programmes. 相似文献

This article explains the differing nature of UK government and European Commission approaches to partnership, drawing on the 'competing models of capitalism' debate. Comparative studies have typically considered the impact of the same institutional arrangements across different territories – the 'study of identical seeds sown in different plots'(Putnam 1993, p. 7). However, this article is concerned with the study of different seeds sown in the same small plot: an area within the city of Sheffield. The different approaches to partnership enshrined in UK and EU regeneration programme documents structure different prospective outcomes. However, regeneration programme requirements must be understood as 'incomplete contracts' and as such, policy implementers play a key role in shaping policy outcomes. 相似文献

The objectives of public consultation can clash with other policy objectives, partly because the norms underpinning public consultation clash with other institutional norms within the policy process. This phenomenon is evident in the case of selecting a site for a low-level nuclear waste disposal facility in Australia. This case shows how the results of consultation processes are moulded by the process design, which in turn is constrained by a range of policy process norms to which governments adhere. The case confirms some recent critiques of participatory practices. It also suggests that reconciling potentially competing policy process norms will be an important exercise in institutional design if elected representatives wish to mitigate citizens' alienation from their governments. 相似文献

The party identification of nonblack voters, separated by region, is examined within three broadly bounded cohorts or political generations consisting of those whose first votes were cast prior to 1932, those of the New Deal era whose first votes were cast between 1932 and 1964, and the post-New Deal generation who have come of voting age since 1964. Inter- and intragenerational comparisons are presented for three political eras reflected in NES data: 1952–60, 1964–76, and 1980–88. Outside the South, the post-New Deal generation was more pro-Democratic in the period 1964–76 than was the older New Deal generation. However, they also led the surge away from the Democrats and to the Republican party between 1980 and 1988. Nevertheless, in the latter period they were less dominantly Republican than were the members of the New Deal generation. In the South the better educated voters of the post-New Deal generation led the realignment that largely eroded the Democratic plurality between 1960 and 1988. Nationally, the policy preferences of the post-New Deal generation in the 1980s further polarized party differences between Democrats and Republicans. This occurred largely because of the substantially greater liberal cast of post-New Deal Democrats' preferences. On other issues, party differences were maintained, but Republicans as well as Independents and Democrats in the post-New Deal generation exhibited visibly more liberal preferences than did their older partisan counterparts in the New Deal generation. 相似文献

Examining the question of whether or how far freedom is measurable contributes to the analysis of the concept of freedom in two ways. First, it involves attempting to establish criteria for answering questions about 'how free' individuals or societies are. Secondly, it helps to show how far different definitions of freedom really conflict, in as much as those definitions are themselves motivated by intuitive extent-of-freedom assessments in the first place. Critics of the 'pure negative' conception of freedom (freedom as the absence of purely physical impediments to action) have argued either that freedom is unmeasurable on such a conception, or that such a conception is counterintuitive, because the measurements of freedom implied by it conflict with the intuitive comparisons which we normally make. Closer examinations of the nature of measurement and of the nature of act individuation show both ofthese criticisms to be ill founded. 相似文献

Girls' experiences of secondary sexual characteristic development were explored via direct interview and protective techniques. In a pilot study (Study 1), 30 White middle to upper middle class 6th–8th-grade girls were interviewed about how they felt about breast and pubic hair growth, their comfort discussing these events, and their information acquisition. Breast growth was perceived as more important than hair growth, in part because the former is perceived as a more public event. Few girls reported intensely negative feelings to either change. Since responses to the direct questions were limited, 80 White 6th–9th graders were asked to tell a story (using a semi structured interview technique) about a picture of an adolescent girl, adult female, and adult male in which the adult female was taking a bra out of a shopping bag (Study 2). Affect, attitudes, and character alliances were coded. More girls attributed negative feelings to the father than to the mother character. Almost all girls describe the adolescent in the story as embarrassed. The daughter and father characters were described as uncomfortable more often than the mother character (50% vs. 10%). Positive maternal affect in the stories was associated with more advanced pubertal status, positive body images, more positive emotional tone, and lower anxiety scores. Affect ascribed to the father and daughter characters was less likely to be associated with girls' psychological functioning. Results are discussed in term sof the possible role of puberty upon parent-child relationships and communication.We wish to thank the W. T. The paper examines a part of the housing market in the Indian metropolitan city of Bangalore. Some problems of housing finance from the viewpoints of families and of public authorities are indicated. It is argued that it is these financial problems that make access difficult for the poorer half of the population of Bangalore to forms of housing other than inner city slums or urban fringe informal housing. Public housing with its unrealistic standards of service provision, but especially its high initial access costs is not well designed to meet the needs of the majority of families. The paper concludes that unless public housing authorities emulate the private housing market they will continue to play a marginal role in housing in a city such as Bangalore. There are signs that this is happening in India with experimentation in both housing finance and lower service standards. 相似文献
