The Trouble in Mali—corruption,collusion, resistance

The combined force of the 2012 coup in Bamako and the rebellion in the north entailed an unmasking of Mali. What had been presented as a showcase of democracy, good governance, and peace and reconciliation proved to be a facade for institutional weakness and mismanagement. The collusion between regional and national ‘big man’ interests that the crisis revealed showed little if any respect for human security and development. This article will analyse the causes of the crisis and the strategies of key actors, including the Islamist rebels. The consequences of and responses to the conflict will also be addressed before the article ends with some tentative conclusions concerning the future stability of Mali and the Sahel region. The article is based on the authors’ long engagement with Mali, spanning more than a decade, but the most recent material presented is based on a series of in-depth interviews conducted there in February and March 2013.     

Determinants of Online Reporting of Accounting Information by Spanish Local Government Authorities

This paper examines the features of Spanish local governments that influence the degree of their voluntary reporting of financial information on the Internet. Following an agency theory approach, we propose five hypotheses regarding the relationship between voluntary financial disclosure and the size, leverage, capital investment, political competition and press visibility of a local authority. The empirical application of these hypotheses shows that size, capital investment and political competition are positively associated with the degree of online reporting. We also found a negative and significant relationship between press visibility and voluntary financial disclosure.     

Sexual Exploitation and Abuse by Peacekeepers: Understanding Variation

While the literature on peacekeeping has mostly focused on whether peacekeeping actually keeps the peace, few studies have systematically addressed the question of what explains variations in unintended consequences of peacekeeping, such as sexual exploitation and abuse (SEA). This study presents the Sexual Exploitation and Abuse by Peacekeepers data, a new dataset covering the 36 international peacekeeping missions by the UN, NATO, ECOWAS, and the African Union, active in the years 1999–2010. Using this dataset, it also presents the first statistical study that explores the issue of what can account for variations in reported SEA across peacekeeping operations. The systematic analysis of this data indicates that SEA was more frequently reported in situations with lower levels of battle-related deaths, in larger operations, in more recent operations, the less developed the country hosting the mission, and in operations where the conflict involved high levels of sexual violence. Our discussion and conclusion highlights data restrictions and identifies key challenges for future research.

Psychometric Properties of Revised Conflict Tactics Scales: Portuguese Sibling Version (CTS2-SP)

The Revised Conflict Tactics Scales (CTS2, Straus et al. Journal of Family Issues, 17, 283–316, 1996) were conceived to measure Psychological Aggression, Physical Assault, Sexual Coercion, Injury and the use of Negotiation towards a partner in a marital, cohabiting or dating relationship. The CTS2-SP was designed for obtaining data on conflict tactics between siblings. The main objective of this study was to examine the psychometric properties of the CTS2-SP Portuguese version. Data were collected among 590 Portuguese university students. Reliability was assessed through Cronbach’s alpha ranging from 0.65 to 0.81 for the perpetration scales and ranging 0.66 to 0.84 to victimization scales. Significant correlations between different forms of the CTS2 illustrate its construct validity. The psychometric characteristics of CTS2-SP Portuguese version were found to be adequate. The CTS2-SP offers a reliable and valid measure to be used within the Portuguese population.     

Statistical analyses of 14 short tandem repeat loci in Brazilian populations from Rio de Janeiro and Mato Grosso do Sul states for forensic and identity testing purposes

This work describes the statistical features of a database for two Brazilian populations (one from the Rio de Janeiro State (southeast region), and one from the Mato Grosso do Sul State (central western region) using fourteen short tandem repeat loci (STR).     

Sex-symmetric effects of coercive behaviors on mental health? Not exactly

The present study tested a section of the model of coercion in intimate partner violence (IPV) by investigating the relationships among coercion, IPV and mental health symptoms. The study's sample consisted of 573 culturally diverse university students (age M = 21.4) who completed a survey that measured past IPV victimization, coercive behaviors, and mental health symptoms. Structural equation modeling analyses revealed that coercion was a stronger predictor of adverse mental health symptoms than was IPV victimization. In addition, the study found that the adverse effect of coercive behaviors on mental health symptoms was stronger among female victims of IPV than among male IPV victims. The results have implications for theory building, future research, and mental health professionals who work with female and male victims of IPV.     

Forensic application of Y chromosome SNPs in inconclusive cases

Biallelic markers, Single Nucleotide Polymorphisms (SNPs), are nowadays a powerful tool in the analysis of degraded samples. Namely, Y chromosome SNPs allow to determine the gender of the analyzed sample and to establish its haplogroup, making possible to attribute the ethnicity of male individuals. The aim of this study is to obtain Y-SNPs in forensic samples without STRs results, checking methodologies previously used.     

Regulation in Sport as a Borderline Case between State and Law Regulation and Self-Regulation

The study deals with the basic questions of a new field of law: the sports law. Sport is traditionally the world of self-regulation, since the sport-associations do create and apply law as well. The state has interfered in this monopolistic world in the last fifty years, so did, on the basis that intrusion, the law. Where are the limits of the regulation by law, and under which conditions can the state and its courts supervise the norms of sports, these questions are dealt by the study.     

Determination of drug levels and the effect of diazepam on the growth of necrophagous flies of forensic importance in southeastern Brazil.

Larvae of Chrysomya albiceps (Wiedemann) and Chrysomya putoria (Wiedemann) (Diptera: Calliphoridae) were reared on tissues from rabbits administered twice the lethal dosage of diazepam in order to study the effects of this drug on the development of these two species. The rabbits were given 50mg of diazepam via ear vein infusion. From 18 to 54h, larvae feeding on tissues containing the drug developed more rapidly than larvae from the control colony for both fly species. The time required for pupariation and adult emergence was significantly greater for colony fed on tissues from diazepam dosed rabbits than for the control ones. These differences are significant for they are large enough to alter the estimate of postmortem interval based on fly development. The presence of diazepam could be detected through gas chromatography-mass spectrometer (GC-MS) in all rabbit samples and in almost all diptera samples in this experiment.
