During the late 1960s and early 1970s, the Nixon administration confronted the problem of how best to protect US economic interests in Latin America during a period of rising economic nationalism. After extensive debate, the president approved a policy designed to deter expropriations and rein in nationalist economic sentiment by threatening to terminate US and international financial assistance to countries that expropriated American holdings without prompt and adequate compensation. As it turned out, however, this policy was little short of a disaster. Nixon's stance heightened American unpopularity during a period when US credibility in Latin America was already on the wane, and failed to have any restraining effect on either the number of expropriations by Latin American countries or the strength of economic nationalism in the area. Informed by domestic and bureaucratic pressures and the same ideological proclivities that have long characterized American relations with the underdeveloped world, Nixon's policy on the expropriations issue ultimately proved ineffective and even pernicious to US interests in Latin America.  相似文献

This study investigates retrospective voting and issue voting, and their change over time in a transitioning country. Sociotropic, as well as egocentric economic evaluations, and policy issues of parties are expected to play an increasing role in party preferences of citizens over time. Data consist of 41 Hungarian cross-sectional surveys, between 1998 and 2008. Results of conditional logistic regression models reveal that voters reward incumbent parties when they see improvements in their personal or the national economic situation, and punish them if the economy deteriorates. Distance from a given party on the left–right scale also decreases the chance of voting for that party. Voting behavior is changing during transition. The evaluations of the national economy and personal situation have an increasing impact on party preferences over time. We found educational heterogeneity in the extent of economic voting.  相似文献

This article examines the current crisis in Guatemala as a case study in the phenomenon of “criminal insurgency” in Latin America. Since the close of Guatemala's civil war in 1996, crime—especially violent crime—has increased dramatically, to the point that drug traffickers, organized crime syndicates, and youth gangs are effectively waging a form of irregular warfare against the state. The police, the judiciary, and entire local and departmental governments are rife with criminal infiltrators; murder statistics have surpassed civil-war levels in recent years; criminal operatives assassinate government officials and troublesome members of the political class; and chunks of territory are now effectively under the control of criminal groups. All this has led to growing civic disillusion and eroded the authority and legitimacy of the government. Rampant crime is causing a crisis of the democratic state.  相似文献

The present study focuses on the individual characteristics, cultural orientation, and ethnic identity of academically successful 17-year-old adolescents of Turkish and Moroccan background in the Netherlands. One hundred and six successful and less successful adolescents of Turkish, Moroccan, and Dutch background participated in the study. The successful ethnic minority students were expected to be highly motivated and determined to succeed. They were thought to have more problems with their ethnic identity as well. It was concluded that success might be explanable in terms of a more positive attitude toward the Dutch society. The successful students did not need to be highly motivated to be academically successful. Although the successful Turkish and Moroccan background students had somewhat more doubts and more negative feelings about belonging to their ethnic group, this does not seem to lead to identity problems.  相似文献
