2011年6月29日美国公布了新版《国家反恐战略》,这是奥巴马政府上台后发布的首份反恐战略,既是对其执政以来反恐实践的总结,也是今后美国反恐的指导性框架文件。这一战略是奥巴马政府对美国十年反恐战争进行反思的基础上对反恐的定位、框架和方式等进行重新思考的结果,但其局限性依然存在,对今后美国反恐成效的影响还待观察。  相似文献

Policies in Brazil promoting family agriculture such as the Food Acquisition Programme (PAA) and the 30% minimum procurement law for the National School Meals Programme have had varying success across the country. To understand why these policies work effectively only in some areas, the implementation processes must be clarified. This exploratory, ethnographic study identifies the causal mechanisms involved in implementing PAA and the 30% law in the city of Belo Horizonte. The findings reveal that although beneficial, large supply volumes and transportation costs are challenges faced by farmers in the implementation process.  相似文献

The aim of this study was to show the relationships between the enablers for knowledge creation and human capital (HC); the effect of HC on feedback and feedforward; and the influence of these learning flows on organizational performance. To achieve this, we developed a novel theoretical model of relationships and tested this model empirically. We quantitatively test this model using data from firms in the Spanish biotechnology sector. Results show strong relationships between HC and enablers for knowledge creation (redundancy, trust, and autonomy); HC and learning flows (feedback and feedforward); and learning flows and organizational performance. The originality of this study lies in linking—theoretically, empirically, and through a novel model—independent theories of HC, learning, and knowledge creation.  相似文献

This article reports on an indicator model to assess sustainability at the community level that was developed by an interdisciplinary work group. We applied this model in a case study of the Mixteca region in Oaxaca, Mexico, and provided a tool guide to measure the effectiveness of community-based actions. Two innovative aspects are presented: an iterative process with the community to develop a locally appropriate set of indicators drawn from the literature, and a baseline diagnostic assessment of the community’s performance on these indicators. This assessment may serve as a basis for future research and community-driven projects.  相似文献

We estimate the intergenerational transmission of education in Turkey using micro-data from the 1990 and 2000 censuses and an instrumental variable (IV) approach. We construct a historical series of provincial enrolment rates by gender to isolate the environmental effect on parental education. The results reveal that intergenerational educational mobility increases over time through a stronger decrease in the transmission of paternal education. The improvement is larger for boys, and the transmission is higher for mother-daughter pairs and in the case of poorer educated parents.  相似文献

In this paper, we focus on the relationship between parents’ education and activities aimed at increasing the human capital of children (for example, educational childcare). Using time use surveys from Mexico, Peru, Ecuador, and Colombia we find that in Mexico, Peru, and Colombia the level of education of both father and mother has a positive association with the time devoted to educational childcare, while in Ecuador only fathers’ level of education has a positive association with father’s time devoted to educational childcare. Furthermore, we find that the time devoted to educational childcare by parents is positively related in all four countries.  相似文献
