In recent years regional development disparities in the Czech Republic have been increasing, regional policy and regionalisation have moved up the national political agenda, and considerable regional development resources have become available through EU Structural Funds. The Czech Republic now has more than 18 institutions that describe themselves as Regional Development Agencies (RDAs), with a wide range of policy and practical experience and, in the present climate, they should now be poised to take on a key regional development role. However, their function and position in regional development networks is continually plagued by uncertainty, and they are struggling to fulfil the ‘ideal’ of what an RDA is and what it should do. This article asks why this is the case and examines how domestic and EU policy agendas and actors have influenced the role and function of RDAs in the Czech Republic. Whilst theories such as ‘new regionalism’ suggest that RDAs can lead integrated, bottom-up regional development actions, it is questionable whether Czech RDAs have the capacity to adapt to the type of role that proponents of this approach expect.  相似文献

The European Union is one of the ‘big ideas’ of the twentieth and twenty-first centuries and has been built on the idea of the European Community, which it supersedes. Seen in this light the emergent law of the European Union is becoming omnipresent in so many ways and yet it does not appear to have been the subject of as much semiotic study as it deserves. This paper takes a multilingual stance and explores emerging EC and EU law from a perspective of a lawyer-linguist practitioner in the field. The purpose is to describe a range of practitioner ‘realities’ and to explore how semiotics provides a tool for analysis and insights for a better understanding and awareness of EU law, with particular emphasis on the legislative, or law-making aspects.  相似文献

We compare the environmental performance of voluntary environmental programs (VEPs) with different attributes. Using club theory, we argue that the differential performance of VEPs is due in part to their specific design attributes that will either enhance or diminish their ability to improve both targeted and untargeted environmental impacts. We analyze two VEPs in Mexico, the global standard ISO 14001 and the local standard Clean Industry. These two VEPs differ in the stringency of the standards and in their ability to sanction noncompliant facilities. These differences ensure that firms adopting the local standard are less likely to shirk their responsibilities and enhance potential spillover effects on untargeted environmental emissions. Our empirical results support our hypotheses and show that the local Clean Industry program is more effective in improving both targeted (toxic emissions) and untargeted environmental impacts (greenhouse gas emissions).  相似文献

After almost a decade of passivity, Russian workers are once again striking. For the first time since the 1990s, labor unrest has spread across the country, affecting foreign and domestic investors, well-to-do industrial and natural-resource enterprises and infrastructural installations. But unlike in the 1990s, these strikes have accompanied an economic boom, suggesting that patterns of Russian labor unrest are beginning to resemble those in other countries. Analysis of several recent strikes, meanwhile, suggests the early emergence of a new labor proto-movement, characterized by feelings of entitlement and injustice that stem in part from government rhetoric, while pushed into opposition by the state's refusal to accommodate genuine labor mobilization.  相似文献

Managers working for multinational firms must evaluate the extent to which they should adapt corporate governance mechanisms to local markets or to pursue a one-size-fits-all approach. In 1999, the OECD Principles of Corporate Governance were endorsed by OECD ministers in an attempt to influence policymakers worldwide by setting global governance standards. Yet the level of approval and understanding of these principles in non-OECD nations is still unclear. In this study we develop and test a survey instrument in the Kingdom of Saudi Arabia to assess perceptions of OECD principles by 168 Saudi Arabian managers. Results suggest that Saudi Arabian perceptions of shareholder rights are positively related to

a) maintaining an effective corporate governance framework and

b) the effective monitoring of management by the board of directors.

During the last decade, numerous local government reforms influenced by New Public Management (NPM) ideology have taken place throughout Scandinavia. Based on case studies in three Scandinavian municipalities, the article discusses the effects of introducing strategic political management on the role of councillors. We observe a conflict between NPM‐inspired management ideas and a deeply institutionalised, traditional view of councillors as representatives of the citizens, advocating peoples’ interest, defining needs, setting priorities and controlling implementation. Across national and local contexts, councillors find that the reforms challenge their traditional role and have strengthened administrative influence. Historical institutionalism seems to be a fruitful concept to understand resistance towards taking on new role models.  相似文献
