Lessons of the 1982 English local elections

The 1982 local elections in Britain were the first elections fought on a nationwide basis by the Liberal/Social Democratic Party Alliance. Although there are methodological problems, the results in provincial England can be analysed to provide clues to the character of support for Britain's newest political formation. Although the Alliance achieved a substantially higher vote than the Liberals had in 1980, it proved difficult to achieve a breakthrough in terms of wards won—especially for the SDP who tended to contest poorer prospects than their Liberal partners. There is only weak evidence that the SDP could mobilize new sources of support. The even spread of the Alliance's vote was such as to cast doubt on their ability to win seats at the next general election unless a very high level of support is attained.     

Fly larvae and their relevance in forensic toxicology

Toxicological analyses on a putrefied cadaver are sometimes difficult to perform because of the absence of blood and urine. In this study, fly larvae, being living material, are proposed as a new medium of investigation in forensic toxicology. Bromazepam and levomepromazine were identified and assayed in the remains of cerebral tissue, in the clavicle of a putrefied cadaver, and in the fly larvae found on and in the corpse.     

The role of information technology in reducing medical errors

This Article summarizes the discussion at a breakout session held at the American Health Lawyers Association's (Health Lawyers') 2003 Public Interest Colloquium,' Minimizing Medical Errors: Legal Issues in the Debate on Improving Patient Safety, held February 28-March 1, 2003, in Washington, DC. The authors developed a series of core questions identifying relevant legal and policy issues relating to the use of information technology in reducing medical errors, and facilitated the breakout discussion.

The progress of the betting in a baseball game

The development of the Internet has led to the creation of countless new markets, among them, online, in-game betting markets for sporting contests. We examine the behavior of prices as events unfold in a baseball game. Specifically, we compare the evolution of prices during a game with probability estimates generated by an empirical model of scoring in baseball. We find that price changes correspond closely to changes in the probability of winning, for plays of both small and dramatic impact. Nevertheless, data limitations inhibit the ability to make strong claims regarding the hypothesis of efficient pricing.     

Who Benefits from Targeted Property Tax Relief? Evidence from Virginia Elections

This study examines the market impact of targeted property tax relief, which is critical for understanding who exactly benefits from a widely used local policy. Specifically, we investigate this in the context of two statewide ballot measures in Virginia that provided property tax relief or heightened expectations for future relief intended to aid disabled veterans and seniors, respectively. Using residential multiple listing service microdata from Virginia, results from a regression discontinuity analysis show that once the 2010 tax relief measures passed on Election Day, property values rose sharply in response to the sudden increase in demand for homeownership among the targeted groups. We find that senior preferred housing and properties within areas with higher proportions of seniors and veterans experienced the highest price appreciation, while areas with fewer veterans or seniors saw little impact. The findings suggest that this type of policy provides an immediate benefit to current homeowners, thereby offsetting benefits for subsequent homeowners within the targeted groups. This effect represents an unintended consequence of targeted property tax relief as a policy tool more generally, as immediate capitalization into home prices subsequently increases the cost of housing for many individuals the relief was intended to help.     

The Role of Philanthropy in Local Government Finance

Nonprofit organizations thrive on the altruism of citizens, and actively court donors for major gifts. Yet individual gifts to government agencies are often unexpected, sporadic, and initiated by the donor. This article introduces the phenomenon of private giving to local governments and tests hypotheses regarding the expected forms of giving to public agencies. Results indicate that philanthropy is and will likely remain a minor and highly variable source of revenue, making it an ill‐suited replacement for broad‐based tax revenue. However, deliberate government efforts to provide a suitable environment for private donations appear to succeed in attracting more gifts per capita.
