The Financial Crisis of the Local Authorities in Israel: A Resource-Based Analysis

The financial crisis affecting many of the local authorities in Israel has a significant influence on their ability to supply municipal services of an appropriate amount and quality. So far, studies have been addressed to the financial crisis from a political approach by discussing aspects such as the problematic interrelation between central and local governments together with resource allocation. In this paper we investigate the financial crisis of many local authorities in Israel from a strategic point of view. However, this is by no means to argue that other approaches such as institutional and political ones are not important. Rather, the paper investigates whether the financial crisis affecting many Israeli local authorities is a result of their own strategies and practices.
Specifically, we have used the resource-based approach to explore the nature of their joint crises and the potential strategic responses that the local authorities should adopt in order to move into a more favourable state. In particular, we examine three resource-based systems: customer-oriented, organizational culture, and human resources, as the strategic roots of this crisis. We also examine the way they could produce a sustainable competitive advantage and could lead local authorities from the present position to a better one. The article recommends that the heads of local authorities should move to a resource-based strategy in order to perform both more efficiently and effectively.     

Introduction: Jewish Conditions,Theories of Nationalism

Thinkers with Jewish backgrounds, whether ascribed, embraced or even denied, created the central grammar used in modern attempts to understand nationalism. This introduction first describes the central dilemma faced by those with Jewish conditions when confronted by the rise of ethnonationalism. The responses to the dilemma were varied, so the bulk of this introduction describes some of the most important intellectual boundaries—doing so in such a manner as to introduce the specialist studies that then follow.     

PROSPECTS FOR EXPANDED PARENT EDUCATION SERVICES FOR DIVORCING FAMILIES WITH CHILDREN

The factors influencing court readiness to implement programs for divorcing families that are evidence based (i.e., have received support as being effective in scientific trials) were examined in a stratified random sample of the 3, 140 U.S. counties. Represented in the final survey were 22 large, 58 medium-sized, and 74 small counties with established divorcing parent education programs. For each court, a telephone interview was conducted with a key informant. Results indicate that 95% of counties report that implementing a lengthier, empirically validated program would be helpful to families, would find support from judges (80%), should be done in their county (74%), would find funding (73%), and was the responsibility of the court (69%). The two important barries to implementing longer evidence-based programs are potential funding problems and parents' potentially low attendance.     

Specialization and seriousness during adult criminal careers

Crime-type switching between arrests is examined for tendencies by adult offenders to specialize in crime types or to escalate in seriousness as offending continues. The adult offenders examined display higher levels of specialization than have been previously reported for juveniles; among adult offenders, those who remain criminally active until older ages are also more specialized. Also, there is some evidence of trends toward a worsening of offending: for selected crime types, adult offending becomes more specialized and escalates in seriousness for white offenders.
