Fiscal Federalism for Emerging Economies: Lessons from Switzerland?

Switzerland is one of the most non-centralized countries inthe world. A groining literature is examining the economic effectsof tax competition between the 26 Swiss cantons. Despite therelative success of Swiss federalism, most federal countriesfollow the principles of coordinated rather than competitivefederalism. We identify the institutional preconditions forwell-functioning competitive federalism in Switzerland. Thesecond part deals with the applicability of the Swiss experiencefor emerging economies in Latin America. The analysis recognizesthat most institutions identified to be crucial in the Swisscase are missing in Latin America. This leads to the policyconclusion that competitive federalism can only produce itspositive effects under certain institutional circumstances.These circumstances are often not considered when introducinglax competition in emerging economies.

Predictors of Euroscepticism in six Western Balkan countries

ABSTRACT

Based on a combination of national representative surveys and semi-structured interviews conducted in six Western Balkan countries, the study represents a pioneering attempt at a systematic, comparative analysis of Euroscepticism in the Western Balkans. By employing a theoretical framework that tests the effects of utilitarian, political and cultural factors, the study identifies and interprets the strongest socio-demographical and attitudinal predictors of Euroscepticism. The study demonstrates that all three theoretical models have some explanatory power regarding Eurosceptical attitudes in the Western Balkans, albeit to different degrees. While utilitarian predictors have limited effects, domestic proxies and especially cultural factors such as traditional values, authoritarian orientations and particularly religious affiliation appear as the strongest predictors of Euroscepticism.     

Migrants and their families in the home country: a bi-directional influence on voting behaviour

ABSTRACT

The voting behaviour of migrants has been studied extensively but limited attention has been paid to how the discussion with families in the home country can be important. This article analyzes under what circumstances migrants influence or are influenced by their families in voting decisions. The analysis uses individual-level data from a survey conducted in 2018 on a sample of 1,839 Romanian migrants. The results indicate that most migrants are not engaged in acts of persuasion about voting. Those who influence their families have a direct interest in the election results, are informed about what happens in the country and are politically active. The migrants who are influenced by their families have limited experience in the countries of residence and strong ties to their home country.
