ABSTRACT

This article argues that the Western Balkans Counterterrorism Initiative (WBCTi), originally a Slovenian proposal of late 2014, represents an efficient form of regional security cooperation, particularly when regional EU integration is considered. The Initiative that was accepted by the Justice and Home Affairs Council of the EU in late 2015 is the first of its kind. It is aimed at both incorporating and integrating all forms of international assistance that concern increasing the capacity to prevent and combat terrorism, violent extremism, and radicalisation leading to terrorism. Additionally, it is directed at decreasing duplication of actions by international actors and raising levels of efficiency of security cooperation and reform. This article analyses the Initiative by focusing on its structure and claiming that its specific framework represents an innovative approach establishing a fully functional regional structure outlining EU-Western Balkans security cooperation.  相似文献

The method of choice used by most terrorists for achieving political goals remains the utilization of explosive devices and there is always visible evidence at a crime scene after the deployment of such devices. Given favorable circumstances, forensic analysis can determine the cause of the explosion — the type of the explosive device, the means of detonation, the type and mass of the explosive charge that has been used and perhaps provide information to lead to the identity of the individual who may have constructed or deployed the explosive device, etc. Evidence of an explosion may take the form of a crater or other damage which may provide some information facilitating and estimating the mass of explosive material used. This paper reports the findings obtained by performing experimental explosions of known charges on a concrete surface, in order to establish the correlation between the charge weight and the effects of the explosion. Known masses of explosives were fired and the dimensions of craters made by explosions were measured. Five empirical equations for estimation of the explosive charge mass from crater dimensions were used.  相似文献

A 62-year-old male died of colchicine poisoning after accidental ingestion of Colchicum autumnale (meadow saffron). He ate a salad of plant with green leaves regarded as wild garlic (Allium ursinum). A few hours later he developed symptoms of gastroenteritis and was admitted to hospital. In spite of gastric lavage, activated charcoal and supportive measures, multi-organ system failure developed over the next two days. Laboratory analysis showed highly elevated blood concentrations of hepatic enzymes, creatine kinase, lactate dehydrogenase and blood urea nitrogen, as well as leukocytopenia and thrombocytopenia. Mechanical ventilation, dopamine, noradrenaline, crystalloid solutions and fresh frozen plasma were applied but despite treatment the patient died five days after the ingestion. Post-mortem examination revealed hepatic centrilobular necrosis, nephrotoxic acute tubular necrosis, petechial bleeding in fatty tissue, blunt and shortened intestinal villi and cerebral toxic edema. Botanical identification of incriminated plant gave Colchicum autumnale which confirmed colchicine poisoning. Although the accidental ingestion of Colchicum autumnale is rare and to our knowledge only five such cases have been described in detail, this is the second fatal case in Croatia described in the last 3 years.  相似文献

The high-pressure water jet unit is a generator of frequent burst of water jets. The water jet reaches very high speeds and is able to cause wounds similar to those of high-velocity projectiles. In the presented case, unusual fatal injuries sustained by water jet are presented. Operating with the unit, an untrained worker accidentally activated a high-pressure water jet unit, and the extremely high pressure of water liberated the jet unit from his hand and whirled it around him. A jet stream of water ran across his body and caused fatal penetrating injuries in the femoral region. The edges of the wound were mainly sharp with contusion rings on the skin beyond the edges. Exploring the inside of the canals during the autopsy, the left femoral artery and vein were found to be completely transected. The resemblance to a firearm entry wound and the severity of the internal injury make it a noteworthy entity.  相似文献
