Individuals are the single largest source of campaign contributions, yet we know little about their motivations. For instance, the existing literature questions whether individual contributors sophisticatedly differentiate among candidates according to policy positions, particularly among same‐party candidates. We analyze this issue by combining data from a new survey of over 2,800 in‐ and out‐of‐state donors associated with the 2012 Senate elections, FEC data on contributors’ professions, and legislative records. Three major findings emerge. First, policy agreement between a donor's positions and a senator's roll calls significantly influences the likelihood of giving, even for same‐party contributors. Second, there is a significant effect of committee membership corresponding to a donor's occupation; this holds even for donors who claim that other motivations dominate, but it does not appear to be motivated by an expectation of access. Third, conditional upon a donation occurring, its size is determined by factors outside a legislator's control.  相似文献

““Civilization” and the Self-Critical Tradition” argues that the word “civilization” in Europe comprises intrinsically the idea of progress contrary to the negative portrayal that prominent theorists have associated to this term. This article examines whether the Citizens' Initiative (CI) in Finland has enhanced inclusion in processes of political agenda‐setting. Democratic innovations such as CIs have been proposed as a solution to the challenges facing Western democracies. CIs are expected to increase political inclusion by allowing citizens to set the political agenda and by mobilising otherwise marginalised or passive citizens. However, the empirical evidence on this proposition remains scarce. This study examines the impact of the CI in Finland on political inclusion. It relies on the Civic Voluntarism Model (CVM) to determine whether the CI mobilises citizens who otherwise tend to be less involved in political matters and thereby enhances inclusiveness. The data come from the Finnish National Election Study 2015 (FNES2015), which is a cross‐sectional representative survey conducted in the wake of the national parliamentary elections in April 2015. Logistic regression models are used in the article to examine the relative importance of socioeconomic resources and civic skills, psychological political engagement and recruitment networks. The results show that while users have many of the familiar traits of political activists, the CI also activates marginalised groups. Most importantly, young citizens are likely to support CIs and the Internet constitutes a central recruitment network. In this sense, the CI has helped increase democratic inclusiveness.  相似文献

We develop a model of leadership in which an informed leader has some degree of coercive influence over her followers (agents). Agents benefit from coordination but face two distinct challenges: dispersed information and heterogeneous preferences. The leader's coercive power facilitates coordination by weakening the effect presented by both of these challenges through “binding” agents to a strategically chosen policy. The leader's policy choice becomes more informative to the agents about the leader's privately held information as her coercive capacity increases. By adjusting her policy choice in response to available private and public information, the coercive leader achieves her preferred average of agents' actions, and in so doing, neutralizes the possibly deleterious coordinating influence of public information. We develop implications of our analysis for understanding autocratic leadership in different political and organizational contexts.  相似文献

A hallmark finding in the study of public opinion is that many citizens approach the political realm with one‐sided attitudes that color their judgments, making attitude change difficult. This finding highlights the importance of citizens with weak prior attitudes, since they might represent a segment of the electorate that is more susceptible to influence. The judgment processes of citizens with weak attitudes, however, are poorly understood. Drawing from dual‐process models in psychology, I test the idea that citizens with weak explicit attitudes rely on implicit attitudes as they render political judgments. I find support for this conjecture in experimental and observational data. There are two main contributions. First, I show that an important and understudied segment of the electorate arrives at political decisions via automatic (but nonetheless predictable) mental processes. Second, I characterize the conditions under which implicit political attitudes matter more and less.  相似文献

Experimentalists are increasingly examining heterogeneous treatment effects, in which observed individual-level characteristics are hypothesized to moderate an experimental treatment effect. Such work places researchers at the nexus of experimental and observational approaches. In this paper, we discuss the theoretical and statistical issues that can arise in testing such hypotheses. We note that inclusion of an observed (as opposed to randomly-assigned) moderator introduces the possibility of confounds that are commonplace in observational data analysis but too-easily ignored in experimental data analysis. We simulate several different data generating processes that include heterogeneous treatment effects, and we discuss the implications of various statistical models. We aim to provide researchers who examine heterogeneous treatment effects with background and advice that enable them to identify where common issues may arise and to develop research designs and implement statistical tests that will mitigate them.  相似文献

The politicization of government communications requires intense control. Centralization of government power accompanies advances in information and communications technology, as political elites use branding strategy in an attempt to impose discipline on their messengers and on media coverage. The strategic appeal of public sector branding is that it replaces conflicting messages with penetrating message reinforcement. Among the notable features are central control, a marketing ethos, a master brand, communications cohesiveness, and message simplicity. Together these features work to conflate the party government and the public service, which perpetuates trends of centralization. Using Canada's Conservative government (2006–2015) as a case study, public sector branding explains the hyper control over government communications and demonstrates why these developments can be expected to last, regardless of which party or leader is in control.  相似文献
