Scaling methods pioneered by Poole and Rosenthal (Am J Polit Sci 29(2):357–384, 1985) redefined how scholars think about and estimate the ideologies of representatives seated in the US Congress. Those methods also have been used to estimate citizens’ ideologies. Whereas studies evaluating Congress typically use a behavioral measure, roll call votes, to estimate where representatives stand on the left-right ideological spectrum, those of the public most often have relied on survey data of stated, rather than revealed, preferences. However, measures of individuals’ preferences and, accordingly, estimates of their ideal points, may differ in important ways based on how preferences are elicited. In this paper, we elicit the same individuals’ preferences on the same 10 issues using two different methods: standard survey responses measured on a Likert scale and a donation exercise wherein individuals are forced to divide $1.50 between interest groups with diametrically opposed policy preferences. Importantly, expressing extreme views is costless under the former, but not the latter, method. We find that the type of elicitation method used is a significant predictor of individuals’ ideal points, and that the elicitation effect is driven primarily by Democratic respondents. Under the donation method, the ideal points of Democrats in the aggregate shift left, particularly for those Democrats who are politically engaged. In contrast, wealthy Democrats’ ideal points shift to the right. We also document effects for Republicans and Independents and find that overall polarization is similar under both elicitation methods. In Weimar Germany, the Catholic Church vehemently warned ordinary parishioners about the dangers of extremist parties. We establish that constituencies' religious composition is a key empirical predictor of Nazi vote shares—dwarfing the explanatory power of any other demographic or socioeconomic variable. Even after carefully accounting for observational differences, Catholics were far less likely to vote for the NSDAP than their Protestant counterparts. The evidence suggests that this disparity was, in large part, due to the sway of the Catholic Church and its dignitaries. At the same time, we show that attempts to immunize Catholics against the radical left failed to achieve the desired result. To explain the puzzling asymmetry in the Church's influence at the ballot box, we develop a simple theoretical framework of elite influence in electoral politics. 相似文献

This paper investigates to what extent socioeconomic status (SES)‐based affirmative action in college admissions can produce racial diversity. Using simulation models, we investigate the racial and socioeconomic distribution of students among colleges under the use of race‐ or SES‐based affirmative action policies, or targeted, race‐based recruitment policies. We find, first, that neither SES‐based affirmative action nor race‐targeted recruiting on their own produce levels of racial diversity achieved by race‐based affirmative action. However, the two policies in combination, although likely expensive, may yield racial diversity comparable to race‐based affirmative action. Second, the use of affirmative action policies by some colleges reduces the diversity of similar‐quality colleges without such policies. Third, the combination of SES‐based affirmative action and race recruiting results in fewer academically‐overmatched Black and Hispanic students than under race‐based affirmative action, but the schools that use both also see a reduction in the academic achievement of enrolled students. 相似文献

This article examines whether the Citizens' Initiative (CI) in Finland has enhanced inclusion in processes of political agenda‐setting. Democratic innovations such as CIs have been proposed as a solution to the challenges facing Western democracies. CIs are expected to increase political inclusion by allowing citizens to set the political agenda and by mobilising otherwise marginalised or passive citizens. However, the empirical evidence on this proposition remains scarce. This study examines the impact of the CI in Finland on political inclusion. It relies on the Civic Voluntarism Model (CVM) to determine whether the CI mobilises citizens who otherwise tend to be less involved in political matters and thereby enhances inclusiveness. The data come from the Finnish National Election Study 2015 (FNES2015), which is a cross‐sectional representative survey conducted in the wake of the national parliamentary elections in April 2015. Logistic regression models are used in the article to examine the relative importance of socioeconomic resources and civic skills, psychological political engagement and recruitment networks. The results show that while users have many of the familiar traits of political activists, the CI also activates marginalised groups. Most importantly, young citizens are likely to support CIs and the Internet constitutes a central recruitment network. In this sense, the CI has helped increase democratic inclusiveness. 相似文献

Human resource management and managerial capacity are well documented in the public management literature as integral management functions. The field has devoted attention to the importance of human resources, but it has yet to consider whether human resource management interacts with capacity in attaining organizational outcomes. Using a large‐N, multiyear data set of public organizations, this article seeks to rectify this gap in the literature. The findings validate scholarly arguments on the importance of public organizations’ need to manage human resources and capacity effectively, identifying just the right combination for performance gains. Empirical results encourage practitioners to consider the ways in which human resource management and capacity work together to influence performance but sometimes undermine each other in counterintuitive ways. 相似文献
