Developing nations demand a different scholarly approach in the field of public administration. We advance an agenda for research that stands on four pillars. First, in the absence of easily accessible data scholars of developing world public administration must assemble it for themselves. Second, building and testing theory plays a paramount role because researchers face limited information. Third, in developing countries, multi‐national and non‐governmental organizations are often crucial and must be considered in studying public administration. Fourth, given the novelties and ambiguities researchers face, qualitative information must be integrated throughout the research process. Our article—and the articles in this volume—constitute a call for developing country research to contribute to the study of public administration writ large, informing our understanding of both developing and developed states. 相似文献

Abstract We study the degree of convergence or divergence in fiscal decentralization in the European Union over the period 1995–2015 using a club convergence approach. First, we analyze non-central expenditure and revenue as percentages of GDP, of total expenditure and of total revenue. The results for the EU-15 countries indicate some clustering, with three clubs formed when using GDP and four to five when using total revenue or expenditure. Second, we study the gap between expenditure and revenue as a proxy of fiscal responsibility. This results in three and two clubs respectively, with Denmark as the divergent country with the highest gap. Finally, we analyze potential unions of clubs and transitions. We also interpret our results taking into account variables found in the literature as determinants of fiscal decentralization. These results show how European countries are quite heterogeneous in terms of fiscal federalism and decentralization, with greater convergence in fiscal responsibility than in the other magnitudes. 相似文献

Certified aircraft mechanics represent the largest gender-based demographic disparity in aviation with a 49-to-1 male-to-female ratio. Recent research into women’s perspective on the aircraft mechanic career field revealed that a large majority of women felt unsure or negatively about their potential promotion opportunities and social acceptance. The purpose of this follow-on mixed-methods concurrent triangulation study was to explore the perspectives of men regarding the aforementioned topics to see if they differ from previously published research on women perceptions. A total of 587 men and 431 women completed an eight-question survey containing 5-point Likert-type and open-ended questions. The quantitative comparison consisted of the total 1018 responses, while only the survey responses from the 587 men were analysed for correlations and qualitative codes. Results indicated that there was a significant difference between the perceptions of men from those of the women regarding work environment safety and social acceptance. Additional correlation analysis revealed social acceptance to be a key variable when predicting career appropriateness, advancement opportunity and work environment safety. The 587 qualitative responses yielded results that differed from those of women, citing an assumption that women have the same advancement opportunities or be as socially accepted as men entering the field. 相似文献

Studies have begun to explore how those women academics committed to social justice, namely feminist academics, are navigating the increasingly managerial Academy. To understand how these multiple social identities, including gender and ethnicity, interact and intersect, this paper adopts an intersectional approach to understanding the heterogeneity of women’s experiences in academia. Five focus groups with feminist academics (n = 6–10 in each focus group) reveal concerns of hampered career progression as a consequence of being female and openly feminist. Some ethnic minority academics felt that they were forced to choose between a feminist identity or that of their ethnic background. For some women, their feminist identity provided opportunities for challenging dominant practices. The paper concludes that the heterogeneity of feminist academics’ experiences within academia is under-researched and that the lens of intersectionality helps to illuminate this. This paper advances understanding of multiple identities at work, though demonstrating that intersectionality can lead to the accumulation of advantage as well as disadvantage in relation to social identities such as gender and ethnicity, and a political identity such as feminist. 相似文献

Contemporary urbanization in the Global South merits greater attention from scholars of comparative politics. Governance, associational life, and political behavior take distinctive forms in the social and institutional environments created by rapid urbanization, particularly within informal settlements and labor markets. In this special issue, we examine forms of collective action and claims-making in these spaces. We also consider how the state assesses, maps, and responds to the demands of informal sector actors. Tackling questions of citizen and state behavior in these informal urban contexts requires innovative research strategies due to data scarcity and social and institutional complexity. Contributors to this symposium offer novel strategies for addressing these challenges, including the use of informal archives, worksite-based sampling, ethnographic survey design, enforcement process-tracing, and crowd-sourced data. 相似文献

- In a time of profound national challenge and change, it is important to promote a new definition of active citizenship locally, nationally and globally. As the effects of economic, political and social globalization continue to underscore interdependence, the imperative of fostering democratic minds among a citizenry is evermore important. It is essential to conceive a common future that encourages the participation of all American citizens; inviting diversity as an asset and broadly reawakening the call to leverage the rich potentials of pluralism in search of common solutions. However, many schools are retreating from basic civics lessons and are not teaching students how to become active citizens. More importantly, public institutions overall do not appear to be advancing the fundamental awareness and skills required for sifting through political hucksterism, opinion masquerading as news and political spin. It is essential for our schools and public institutions to teach the responsibilities and joy of active citizenship. To meet the challenges of democratic cooperation and social cohesion, leaders and citizens alike should be taught and encouraged to openly question, to critique and even to criticize the status quo. The means for cultivating and institutionalizing such habits on a broad scale involves educational reformation and initiatives in civics and citizenship education to increase opportunities for meaningful public engagement. These are by no means the only answer, but they are a critical component for meeting the challenges of truly inclusive and active representative democracy where out of many, we are one.
