Our research addresses how individual member behavior and institutional variables affect legislative success in the U.S. House of Representatives. Using new measures of activity from the 103d Congress (1993–94), a count dependent variable, and negative binomial regression, our analysis assesses member effectiveness. We find that a member's activity level encourages legislative success, but gains are limited when members speak or sponsor too frequently. Our results provide a clearer picture of the role of legislative context and the relevance of institutions in determining a member's legislative successes and failures. 相似文献

Analyses based on individual- and family-level self-report data indicate that (1) delinquency incidents are disproportionately concentrated among households with adolescents, (2) families do not specialize in delinquency by producing certain types of offenders, and (3) adolescent levels of delinquency are predicted equally as well by the offending of an older sibling. the offending of a younger sibling, or by the average level of offending among all other adolescents in the household. Three sets of family characteristics (socioeconomic status, composition, and functioning) are used in multivariate analyses to examine the association among sibling delinquency levels. while sibling composition and family functioning are significant predictors of adolescent delinquency, only family functioning accounts for a small proportion of sibling resemblance in offending. These analyses add to the growing body of research that suggests that sibling similarity in delinquency requires additional consideration in theoretical and empirical investigations of juvenile offending. 相似文献

Despite more than three decades of research on the topic of violence against women, the relative contribution of individual, family and community factors to victimization risk remains unknown. We use self‐report data from the Area‐Identified National Crime Victimization Survey to study the correlates of stranger, nonstranger and intimate‘partner violence against women. Regardless of victim‐offender relationship, we find that the risk for victimization is highest among young, single women with children, particularly those who have lived in the current home for relatively shorter periods. Area family and age composition appear to have stronger direct relationships with women's violence than poverty or racial composition measures. We also find there to be more similarities than differences in the individual, family, and community correlates of stranger, nonstranger and intimate partner violence. We discuss these findings as part of the growing body of multilevel literature on violence and on violence against women. 相似文献

Today the Canadian federation is facing various challenges. External factors such as globalization, changing markets and the revolution in communications, as well as internal factors such as a growing deficit and debt, provinces wanting more autonomy and uncontrolled government spending are some of the pressures Canada is facing. In 1994 the government launched the most important review of federal policies and programmes since the early 1950s. This article examines how Programme Review, the most important of these activities, is helping to refocus the role of the federal government in a way that would be meaningful to all Canadians. The implementation of the combined results of policy and programme review will involve reductions in government programmes, the development of new delivery agencies, the launching of new partnerships, and the achievement of greater efficiencies. Recent research has compared male and female trends in violent offending in Uniform Crime Report (UCR) arrest data with similar trends derived from victims' reports in the National Crime Victimization Survey (NCVS) and has concluded that the two data sources produce contrary findings. In this article, we reassess this issue and draw different conclusions. Using pooled National Crime Survey (NCS) and NCVS data for 1973 to 2005, we find that the female‐to‐male offending rate ratios for aggravated assault, robbery, and simple assault have increased over time and that the narrowing of the gender gaps is very similar to patterns in UCR arrest data. In addition, we find that these patterns are in part caused by larger decreases in male than female offending after the mid‐1990s and not by recent increases in violent offending rates among females. We conclude that changes in the gender gaps in aggravated assault, robbery, and simple assault are real and not artifacts; therefore, these changes deserve serious attention in future research. We conclude with a discussion of several hypotheses that might account for a narrowing of the gender gap in nonlethal violent offending over time. 相似文献
