For a long time, criminologists have contended that neighborhoods are important determinants of how individuals perceive their risk of criminal victimization. Yet, despite the theoretical importance and policy relevance of these claims, the empirical evidence base is surprisingly thin and inconsistent. Drawing on data from a national probability sample of individuals, linked to independent measures of neighborhood demographic characteristics, visual signs of physical disorder, and reported crime, we test four hypotheses about the mechanisms through which neighborhoods influence fear of crime. Our large sample size, analytical approach, and the independence of our empirical measures enable us to overcome some of the limitations that have hampered much previous research into this question. We find that neighborhood structural characteristics, visual signs of disorder, and recorded crime all have direct and independent effects on individual‐level fear of crime. Additionally, we demonstrate that individual differences in fear of crime are strongly moderated by neighborhood socioeconomic characteristics; between‐group differences in expressed fear of crime are both exacerbated and ameliorated by the characteristics of the areas in which people live. 相似文献

We consider the factors that shape venue sorting, the process by which a legal case can be handled through different organizational arrangements with distinct procedures, institutional cultures, and sanctioning constraints. The empirical area for our investigation of venue sorting is California's parole revocation system, in which parolees accused of new crimes can be returned to prison by either criminal courts or the parole board. We find that seriousness of the alleged offense partially predicts the venue through which parolees are sanctioned. However, venue sorting is further explained by decision makers' perceptions of parolee threat, as well as concerns about organizational efficiency and legitimacy. We conclude by discussing how these findings may relate to the general phenomenon of venue sorting across a range of legal situations. 相似文献

This study tests the effects of a growing form of indirect state aid—state‐supported property tax exemptions—on local government efficiency. We hypothesize that larger exemptions, by lowering the effective tax price paid by local homeowners and thus their incentive to monitor efficiency, will reduce local government efficiency. We test this hypothesis by examining the introduction of New York State's large state‐subsidized property tax exemption program, which began in 1999. We find evidence that, all else constant, the exemptions have reduced efficiency in districts with larger exemptions, but the effects appear to diminish as taxpayers become accustomed to the exemptions. 相似文献

Using an 11‐year panel data set containing information on revenues, expenditures, and demographics for every school district in the United States, we examine the effects of state‐adopted school accountability systems on the adequacy and equity of school resources. We find little relationship between state implementation of accountability systems and changes in school finance equity, though we do find evidence that states in which courts overturned the school finance system during the decade exhibited significant equity improvements. While a growing research base has examined resource disparities across schools within large school districts, the literature has largely overlooked resource allocation in the mid‐size school districts that a large portion of the nation's children attend. In this paper, we measure disparities in teacher resources within four New York State districts and conclude that intradistrict equity is not just a big city problem. We also explore the budgeting processes and mechanisms leading to these disparities, including fund‐based budgeting, grant‐based allocation rules, class size formulae, and ad‐hoc mechanisms. Features of electoral systems have been found to have positive effects on evaluations of democracy. This article proposes that there are larger social forces that must be accounted for in such analyses. Using European Social Survey measures of democratic expectations and the ‘satisfaction with democracy’ item, this study tests for effects of electoral rules on perceptions of democracy. It is found that multipartyism/proportionality and preferential ballot structure appear to correspond with positive evaluations of elections and parties, and with greater satisfaction with how democracy is functioning. However, these relationships dissipate when corruption and income inequality are accounted for. This suggests substantial limits to the capacity of electoral reforms to enhance democratic legitimacy. It also suggests that studies of mass perceptions of democratic performance may over‐estimate effects of electoral rules if country‐level corruption and income inequality are not accounted for. 相似文献
