Consultation of major interest groups is a widespread administrative practice in many EU member states. To date it is unclear, however, how advancing European integration influences domestic consultation practices. This article examines the impact of European integration on domestic consultation practices by conceptualizing how the underlying rationales of government–interest group interactions and the level of involvement of interest groups are affected by European integration. The study draws on original survey data on senior civil servants in Britain and the Netherlands to empirically examine these effects. European integration is related in a limited way to domestic consultation practices, both in Britain and the Netherlands. This small but significant effect is mostly observed during the process of domestic preference formulation in EU‐level policy making. Our findings suggest that intra‐organizational processes, for example organizational routines and task‐specialization, potentially play a greater role than has thus far been appreciated in Europeanization studies.  相似文献

The present article analyzes the discourse employed by the left-wing nationalist movement in Spain's Basque Country to legitimize the use of street violence for political ends. I distinguish four “faces” of legitimation (“ex ante” vs. “ex post,” “for us” vs. “for others”) and argue that in a situation of radicalization of politically inspired (terrorist) violence, the discourse developed to justify violent action is principally meant for the organization's own following, and less to communicate with the outside world. Basque militants claimed that their strategy of political and military radicalization in the 1990s had been responsible for recent political successes of their movement.  相似文献

Using the change in party control of the Senate that resulted from Jim Jeffords's 2001 change in party affiliation, we compare competing partisan and partyless legislative theories. We offer a reconceptualization of agenda control that provides a new and promising basis for studying parties and policymaking in the Senate. Also, we present a novel methodology—an “event study”—to test partisan and partyless hypotheses. Our results show that, when Jeffords switched, the stock prices of Republican‐supported energy firms dropped and prices for Democrat‐supported firms rose, supporting the hypothesis that the majority party influences Senate decisions.  相似文献

Building on previous work on competition networks and governmental performance among British local governments, this article investigates the diffusion of government quality across subnational regions of Europe through strategic interaction with neighbouring regions or competitor regions more generally. The article demonstrates the presence of spatial interdependence using standard spatial regression models and controlling for common explanations of quality of government. In particular for regions with high levels of autonomy from the national government, there is clear adjustment in government quality to be seen in response to disparities with competitor regions. The article further investigates the intensity of this geographical effect separately in the north and south of Europe in order to estimate the potential for virtuous or vicious cycles of good governance in the two regions, respectively. It is found that while regions in the north develop relatively independently of each other but respond to competitive pressure across Europe, in the south regions demonstrate a higher level of local interdependence, increasing the possibility of virtuous cycles – but also of vicious ones.  相似文献

This article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union—the European Commission. The article studies seconded national civil servants (SNEs) hired on short‐term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision‐making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. This study clearly demonstrates that the socializing power of the Commission is conditional and only partly sustained when SNEs exit the Commission. Any long‐lasting effect of socialization within European Union's executive machinery of government is largely absent. The compound decision‐making dynamics of SNEs are explained by (1) the organizational affiliations of SNEs, (2) the formal organization of the Commission apparatus, and (3) only partly by processes of resocialization of SNEs within the Commission.  相似文献

This article examines some basic assumptions about the nature of political institutions, the ways in which practices and rules that comprise institutions are established, sustained, and transformed, and the ways in which those practices and rules are converted into political behavior through the mediation of interpretation and capability. We discuss an institutional approach to political life that emphasizes the endogenous nature and social construction of political institutions, identities, accounts, and capabilities.  相似文献

Political leaders and establishment intellectuals in China often claim that their country is experiencing challenges from the Internet that entail threats to traditional culture, Chinese youth, and existing value orientations and ideology. To meet the challenge, they argue, there is a need to re-think outdated strategies of propaganda. In this article, I coin the term ideotainment, which is helpful for understanding the underlying rationale and concrete outcome of their thinking. Ideotainment is the juxtaposition of images, symbolic representations, and sounds of popular Web and mobile phone culture together with both subtle and overt ideological constructs and nationalistic propaganda. It is argued that strategies of ideotainment are envisioned as an effective means to engage perceived enemies in China's cyberspace, win battles of public opinion, and not least to shore up legitimacy for the Chinese Communist Party in the information age.  相似文献

Research on government formation in parliamentary democracies has presented contradicting evidence on the role of political veto institutions and parliamentary polarization on the formation of cabinet types. Institutional rules may either provide significant leeway for political parties or seriously constrain them when forming sustainable coalitions. In contrast to previous studies we argue that the effect of political institutions is conditional on the degree of polarization in parliament. We test our hypotheses using original data on 842 cabinet formations in 33 advanced democracies between 1945–2018. In line with previous research, we find that the institutional rules have a pronounced effect on the type of cabinet formed, but that institutional rules moderate the effect of party system polarization. Thus, our findings provide important new insights on cabinet formation which are particularly relevant for today's increasingly polarized parliaments.  相似文献
