The current study examined concurrent and longitudinal predictors of early adolescents’ involvement in Internet aggression. Cross-sectional results (N = 330; 57% female) showed that the likelihood of reporting Internet aggression was higher among youth who spent more time using Internet-based technologies to communicate with friends and who were themselves targets of Internet aggression. Offline relational aggression and beliefs supportive of relational and physical aggression also predicted concurrent involvement in Internet aggression. We used longitudinal data (N = 150; 51% female) to distinguish between youth who were aggressive in traditional contexts only (i.e., school) from those who were aggressive both online and offline. These results indicated that youth who were aggressive both online and offline were older at the initial assessment, were targets of Internet aggression, and held beliefs more supportive of relational aggression than youth who were aggressive offline only. Implications and directions for future research are discussed.  相似文献

The National Oceanic and Atmospheric Administration instituted a Planning, Programming, Budgeting, and Execution System (PPBES) in 2002. As supplemented by matrix management, PPBES was appealing as an effort to rationalize the performance of an agency with an especially high degree of functional overlap among its component parts. Although PPBES has had some salutary effects, the agency's experience to date consistent with accounts of the difficulties that led to the abandonment of program budgeting by the civilian bureaucracy almost 40 years ago. As such, it speaks to the limits of performance assessment as a means of reallocating resources and responsibilities across organizational boundaries.  相似文献

This article takes a state's eye view of trends towards a more centralised system of governance in Australia. It argues that while globalisation strengthens the roles of national governments it also provides less noticed public policy and management opportunities for sub-national governments. The article shows how state governments in Australia can use high-level policy proposals to reinforce their continuing relevance as key members of a federal system of government. It proposes that skilful deployment of policy ideas and analyses can enable the states to sustain alternative national agendas despite hostility or lack of interest by the federal government. In conclusion, the article examines the implications for federal-state relations under the Rudd government. It suggests that the elements for productive reform agendas are present but that bringing them together will require considerable effort.  相似文献

It is understandable that Iran’s December 2006 hosting of an international conference casting doubts on the historicity of the Holocaust would raise questions about treatments of the Shoah elsewhere in the Third World. In fact, indigenization the Holocaust—the manifold ways in which serious scholars, activists, and writers from Asia, Africa, and Latin America have come to incorporate the Holocaust in their intellectual work—has been positive overall. Within the framework of intellectual globalization, much of the Third World intelligentsia has come to include this most Western of human rights violations within the framework of their own cultures and histories. Although some of the indigenization of the Holocaust is political and instrumental, the deviant variant expressed at the Tehran Holocaust conference is atypical. Governmental respect for the memory of victims of genocide should be considered as an emerging human right.  相似文献

In this note, new data concerning the agrarian structure of Bangladesh are employed to test the efficacy of ceilings on the size of landholdings as a means of making land available to the landless and the near landless. The data confirm that the numbers of potential claimants for land far exceeds the potential supply, even if ceilings on holdings were lowered from 100 standard bighas (331/3 acres) to 25 standard bighas (81/3 acres).  相似文献

SUMMARY

In this article, M. Manolova examines the provisions in the Bulgarian Constitution of 1879 which concern the responsibility of government ministers. It is shown how these provisions were unusually explicit in establishing that ministers were both individually and collectively responsible for their actions in government and in insisting that the power to institute proceedings lay exclusively with the parliament. The article compares the Bulgarian provisions with those in similar liberal constitutions of the period and notes the several instances down to 1919 when the provisions were implemented, in order to suggest that the principal of ministerial responsibility had a special importance in Bulgarian constitutional theory and practice.  相似文献

Abstract

Thadeus Flood died of cancer on December 11, 1977. The last ten years of his life were devoted to promoting revolutionary change and resisting American imperialism in Thailand. His life and work reveal the contradictions of American education and imperialist policy. This is not only because of what he wrote about, but because his life and scholarship transcended his conservative and “apolitical” education, moving him from academic scholarship to political commitment, forcing him beyond the functions within the university for which he had been intended. American imperialism in Southeast Asia gave him a political awareness which his education had consistently denied him. In this brief article I would like to indicate the important lessons which Asian scholars and others can learn from his transformation, and to attempt to assess his seminal contribution to the study of Thailand. I seek to draw, from his life and work, political lessons which can further our common struggles.  相似文献

In this article we rethink the connection between prosecutorial experience and conviction psychology that undergirds much of the academic literature about wrongful convictions. The conviction psychology account of prosecutorial behavior asserts that prosecutorial susceptibility to cognitive biases deepens over time, thereby increasing the risk that prosecutors will become involved in wrongful convictions the longer they stay in the profession. Our interviews with more than 200 state prosecutors call into question the basis for this asserted correlation between prosecutorial experience and risk of misconduct. The prosecutors we met consistently reported that, all else equal, prosecutors tend to become more balanced, rather than more adversarial, over time. Hence, the prosecutors who present the greatest risk of producing a wrongful conviction are those who are either inexperienced or resistant to the normal maturation process. For this reason, we suggest that wrongful conviction researchers and database designers pay closer attention to the variables associated with prosecutorial experience and resistance that might affect the development of prosecutorial maturity and the consequent risk of wrongful convictions.  相似文献

Proponents of a wide range of power transition theories suggest that conflict between the United States and China is inevitable. History indicates that is not true and conflict can be deterred. A key element to that deterrence is an effective Alliance strategy. While the Obama Administration has outlined an effective deterrent national strategy, it has not provided any military strategy. Some have proposed Air Sea Battle can be that strategy. For a variety of reasons, ASB will not work. This article proposes the Alliance adopt Offshore Control as a military strategy to deter China and assure allies and friends in the region. It is based on the concept of defending the first island chain, denying China use of the seas inside the first island chain and dominating the seas outside it. Its deterrent power is enhanced because Offshore Control is affordable, politically feasible, and can be executed today.  相似文献
