The promotion of gender equality has been adopted onto many national policy agendas with the introduction of legislation, public policies and regulatory duties. Yet, gender occupational segregation and discrimination persists. This paper examines the gendered nature of the UK public sector and questions the extent to which public administration scholarship addresses gender bias. The evidence, based on secondary and primary data, reveals that public administration scholarship tends to value masculinity. The intention of the paper is to stimulate a debate by providing a critical reflection of public administration scholarship, and concludes with some tentative suggestions on ways forward for the field of study.  相似文献

The allocation of at least 35 parliamentary constituencies to Wales in the 1944 House of Commons (Redistribution of Seats) Act meant that Wales was over-represented in the House of Commons. Subsequent decisions by the Boundary Commission for Wales, operating within a set of mutually contradictory rules, increased the number of Welsh seats to 40 and exacerbated the country's over-representation in the House, relative to the situation for England.
In its Fifth Periodic Review, the Boundary Commission has determined not to recommend any further growth in the number of Welsh constituencies, but its method of doing this has created substantial inequalities within the country, with the area around Cardiff significantly under-represented relative to the situation in North Wales. These inequalities will also apply to the Welsh Assembly. The political parties did not challenge these recommendations, presumably because they felt that their interests were best served by the inequalities. Analysis shows that alternative sets of recommendations would have been somewhat more egalitarian, but within an overall structure of unfairness guaranteed by the unworkable rules under which the Commissions must operate.  相似文献

Parliamentary boundary reviews in the UK are undertaken to remove — as far as is practicable — inter-constituency variations in the number of electors. Their impact has almost invariably favoured the Conservative party — largely because population shifts between reviews tend to favour Labour with the movement of electors away from the inner cities and old industrial areas. That has been the case again with the Fifth Periodical Reviews conducted by the Boundary Commissions for England and Wales. The next general election will thus be slightly easier for the Conservatives to win than if the boundaries used for the 2005 contest were to be retained. But not much easier. Recent elections have seen very substantial biases operating in the translation of votes into seats favouring Labour. The biases are the result of the interaction of several geographies — of constituency size, abstentions and party support- only one of which (size) is directly tackled by the reviews. Unless those other geographies are changed the next two or three UK general elections are likely to see a continuation of these marked biases.  相似文献

The transformation of local government is an essential partof democratization in South Africa. The difficulties of restructuringagainst a background of exclusion, inequality and conflict aresharpened and complicated in KwaZulu-Natal by the conflict betweenthe ANC and the Inkatha Freedom Party (IFP). The thrice-postponedlocal elections, which finally took place in June 1996 (sevenmonths later than most of the rest of the country) representedthe first major test of party strength in the province sincethe disputed general election of April 1994. The principal result of the election was that the IFP remainedthe majority party in KwaZulu-Natal, but with a severe lossof support in the urban areas, which was compensated for byan even bigger turn-out in its rural strongholds. The balanceof power revealed by the local election results will be influentialin determining the course of the peace process, through whichthe ANC and the WP are addressing their differences. As SouthAfrica's parties move from the era of negotiation and constitution-makingand look forward to the 1999 general election, the results ofthe KwaZulu-Natal local elections will also provide some cluesas to the prospects of party realignment.  相似文献

In February 2011 the UK Parliament passed an Act that both reduced the number of MPs to be elected to the House of Commons and significantly altered the rules for the definition of Parliamentary constituencies. After six redistributions in which organic criteria—MPs representing places with a community of interest—dominated the redrawing of constituency boundaries, the new rules gave precedence to an arithmetic criterion: all constituencies must have electorates within 5 per cent of the national quota (average). Seven months later the Boundary Commission published its initial proposals for a new set of 502 constituencies implementing these new rules. This paper evaluates the amount of change to the country's electoral map that this involves, identifies the main features of the new constituency configurations, and assesses their likely impact on UK political life.  相似文献
