Policy designs are selected to achieve specific policy outcomes. The policy process, however, contains multiple junctures when a policy's design may diverge from its original intents. Despite this fact, few theoretically valid and methodologically reliable approaches exist to assess policy divergence as it occurs during the policy process. This article presents a method for assessing policy divergence during implementation with a comparative analysis of a legislative law and corresponding regulation. The case analysed is US organic food policy in the 1990 Organic Foods Production Act and 2002 National Organic Program regulation. The article draws theoretical leverage from Mazmanian and Sabatier's implementation framework and methodological leverage from the institutional analysis and development framework. The analysis indicates that the designs of both policies are fairly robust with relatively minor divergence. The conclusion discusses the gains and challenges in developing a comparative approach to studying policy designs and assessing policy divergence. 相似文献

Despite extensive sociological research on gender and organizations, criminologists have paid insufficient attention to how organizational context and market demands may shape the extent and nature of women's participation in illicit enterprises. This study uses an organizational framework to examine the case of Chinese human smuggling to the United States. Drawing from interviews with 129 human smugglers, we propose a gendered market perspective for understanding the place of women in the human smuggling enterprise. We argue that the limited place of violence and turf as organizing features of human smuggling, the importance of interpersonal networks in defining and facilitating smuggling operations, gender ideologies about work and caregiving, and the impact of safety as an overriding concern for clients combine to create a more meaningful niche for women in human smuggling operations than is found in other criminal endeavors. Our research suggests that organizational and market contexts are significant explanations for gender stratification in illicit enterprises. 相似文献

The Supreme Court's decision in Roe v. Wade ( 1973) limited the authority of states to prohibit abortions during the first two trimesters of pregnancy. Although they can no longer prohibit abortions, state legislatures have adopted a variety of coercive and noncoercive policies that might operate to alter the utilities associated with having or providing abortions. This article analyzes the relative impacts of these policies on two measures of abortion behavior: (1) state abortion rates in 1976 and (2) trends in states' abortion rates from 1973 to 1976. In 1945, as a final settlement of the Palestine question drew near, the Arab states established the Arab Office, Washington, as part of their unprecedented effort to influence public and elite opinion on this matter in the United States. It was staffed by many of the leading young Arab intellectuals of the era. This article charts the Arab Office's attempt to reduce American support for the creation of a Jewish state in Palestine. In particular, it examines the accusations, made at the time, that the Arab Office, in pursuing its anti-Zionist agenda had co-operated with leading American anti-Semites and was under the control of the notorious former Mufti of Jerusalem, who had collaborated with Hitler during the Second World War. 相似文献
