It is well known that the President of the United States is elected by the Electoral College and not directly by the population. Every time a candidate who does not win the most popular votes is elected President, detractors of the Electoral College call for its abolishment and supporters extol its undoubtedly merits. This article investigates what would have happened if a solution halfway between both extremes (a direct national election and the current system) had been used in historical Presidential elections; namely, a proportional rule with thresholds to assign electors in each state. This system would generate electoral colleges closer to popular will, reduce the risk of electing a minority president and impose the need of more balanced regional support to be elected, although increasing the risk of a third candidate emerging.  相似文献

Abstract.  This article considers the activity of the Spanish Cortes in law production and the control of the executive during the six parliaments of the democratic government. It mainly examines the output of the lower chamber due to the asymmetrical bicameralism and weak status of the Senate. In Spain, the legislative output has been dependent on different situations of party government. In general terms, the Cortes have been always very active in controlling the executive and its participation in law-making was highly relevant when there was a minority government. Because parties are central actors in parliament and due to the strong party discipline in the Spanish case, the author mainly studied parliament output from the viewpoint of strategies of opposition parties. Sometimes parties behaved in parliament procedures in a competitive way, while in others they behave cooperatively. There was a great variety of patterns of strategic behaviour on account of the different situations of party government and the diverse opposition parties. Half of the parliaments had minority governments in which minority parties played a very important role by supporting the government in parliament; however, the main opposition party was never the same since there were two changes of government.  相似文献

The significant relationship between public spending and political system has led to a considerable increase in the studies being carried out to analyze how the latter affects public spending, debt, and fiscal pressures. Given the effect that municipal finance has on the quantity and quality of the public services that future generations will enjoy, the aim of this study is to analyze the effect that political ideology and strength have on local government management overall through analysis of the financial condition. With this goal in mind, the study applied panel data methods that allow unobservable heterogeneity to be controlled to a sample of 153 of Spain's largest municipalities for the 1988–2008 period. The results show that the municipalities governed by progressive political parties are worse off financially than those governed by conservatives. Likewise, strong citizen support guarantees greater budgetary solvency.  相似文献
