The changing nature of organisations in the public sector means that collaboration has become an imperative for many. Notwithstanding considerable scholarly agreement about factors contributing to successful collaboration, a broadly accepted model of collaborative practice has not coalesced. In this paper, we put forward an augmented collaboration assessment tool. Building on existing research, we argue that systems thinking can help us better account for the dynamic and multidimensional nature of collaboration – a process in which partner organisations are interconnected and organised in a way that seeks to achieve a common purpose that they could not have achieved alone. We tested the validity of our tool using a three‐stage, iterative mixed‐methods approach. Our research confirms the value of a diagnostic tool to assist collaboration partners navigate an often uncertain terrain. It further establishes the value of our tool in illuminating a collaboration's dynamic interactions as a means to evaluate ‘collaboration health’. 相似文献

Building on in‐depth case studies and extensive theory‐building by Canadian multilevel governance scholars, this article identifies and describes multilevel policy involvement by federal, provincial, municipal, private, and NGO actors in three policy phases and eighteen policy domains that specifically involve local governments in Canada. Drawing from an original pan‐Canadian survey of municipal mayors and councillors, we show that municipal politicians see multilevel policy involvement as remarkably prevalent across many policy domains. Using an original measure of multilevel policy involvement, we identify the policy domains in which policy involvement is most concentrated or fragmented and then describe the correlates of this measure. Multilevel policy involvement, we argue, is more clearly associated with policy phase and policy domain than with municipal population or region. This research note introduces and describes a new dataset of political actors from the city of Kitchener, Ontario. The dataset is comprised of 348 complete political careers, across four local institutions, from 1912 to the present. This research note aims to show that large‐scale databases of local political actors can contribute to our understanding of (a) local political careers, (b) the dynamics of formal and informal local institutions, and (c) the nature and boundaries of local multilevel governance. The article examines how the structure of party systems, that is, effective number of political actors, electoral volatility, and shares of dominant party votes and seats, affect the initiation and direction of electoral reform in post-communist democracies. Based on a dataset of electoral rule changes in post-communist democracies from 1992 to 2008, we analyze the frequency and direction of reforms over time. The findings reveal that the frequency of reforms declines with successive electoral cycles but not to the degree suggested by theories of institutional inertia. Countries with high levels of voter volatility are more likely to engage in reforms; however, the findings in this article demonstrate that politicians react to volatility by inconsistently choosing between permissive and restrictive responses. 相似文献
