Data from the National Longitudinal Surveys of Youth 1979 and 1997 cohorts were used to compare welfare use, fertility, educational attainment, and marriage among teenage women in the years before and immediately following welfare reform. The first objective was to document differences between these cohorts in welfare use and outcomes and behavior correlated with entry into welfare and with future economic and social well‐being. The second objective was to investigate the causal role of welfare reform in behavioral change. Significant differences were found between cohorts in welfare use and in outcomes related to welfare use. Furthermore, difference‐in‐differences estimates suggest that welfare reform has been associated with reduced welfare receipt, reduced fertility, and reduced marriage among young women who, because of a disadvantaged family background, are at high risk of welfare receipt. Finally, in the post‐welfare reform era, teenage mothers are less likely to receive welfare and are more likely to live with at least one parent than in the pre‐reform era. Establishing more definitively that welfare reform is responsible for these changes will require further investigation. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

Since publication of the Corston Report in 2007, initiatives with regard to women and criminal justice in England and Wales have been marked by positive steps on the one hand, but reversal and failure on the other. A central element to this narrative has been the enthusiastic development of community‐based services for women, only to be followed by the subsequent dissipation of government energy, a diminution of interest, and a decline in funding. In this article, some of the complexities of the reforms are considered, a detailed reading is provided of the various initiatives as an historical record, and the context(s) in which the steps forward and backward can be understood is reflected on. In light of the evidence, it is argued that if women's centres are to be successful in facilitating and supporting movements away from crime, then there is an urgent need for a consistent strategy derived from evidence‐based research and experience.  相似文献

This article examines the effects of the structure of intermunicipal cooperatives (IMCs) on the perceived transaction costs and benefits of IMCs. Hypotheses based on a polycentric theory of regional governance are tested using data from Dutch municipalities. The findings are mixed. In line with polycentric theory, networks characterized by a multiplicity of territorial scales reduce IMC transaction costs. Contrary to polycentric theory, however, if IMCs are organized under a uniform legal regime, lower costs and higher benefits are reported. Structural factors that dominate the debate between polycentrism and monocentrism prove to be of limited importance. On the other hand, the results indicate support for the hypotheses that intermunicipal trust (as a cultural variable) contributes to perceptions of effective and efficient cooperation.  相似文献

In addition to difficulties gathering and evaluating complete information, cognitive limitations and biases preclude individuals from making fully value‐maximizing choices when making decisions. It has been suggested that, done properly, involving advisors can compensate for individual‐level limitations. However, the “groupthink” tradition has highlighted ways group‐aided decision making can fail to live up to its potential. Out of this literature has emerged a paradigm Janis calls “vigilant problem‐solving.” For this article, we interviewed 20 heads of subcabinet‐level organizations in the U.S. federal government, asking questions about how they made important decisions. Ten were nominated by “good‐government” experts, 10 chosen at random. We wanted to see whether there were differences in how members of those two groups made decisions, specifically, to what extent executives in the two categories used a “vigilant” process. We found, however, that similarities between the two groups overwhelmed differences: As best as we were able to measure, decision making by U.S. subcabinet executives tracks vigilant decision making recommendations fairly closely. The similarity reflects a common style of senior‐level decision making, which we theorize grows out of government bureaucracy's methodical culture. We did, however, develop evidence for a difference between outstanding executives and others on another dimension of decision making style. Outstanding executives valued decision making decisiveness—“bias for action”—more than the comparison group. Perhaps, then, what distinguishes outstanding executives from others is not vigilance but decisiveness. Contrary to the implications of the groupthink literature, the danger in government may be “paralysis by analysis” as much or more than groupthink.  相似文献

Founded in 1951, War on Want is a UK‐based NGO committed to the alleviation of poverty with strong roots in the labour movement. War on Want's programme on the Global Workplace provides trade unionists with a range of practical skills and knowledge about international development issues. Part of the programme involves a ‘Global Workers' Forum’, which takes grassroots trade union activists from the UK to a similar sector or even a plant owned by the same employer in the South. The aim is to enhance participants' understanding of the impact of globalisation on the industries in which they work, establish relationships that can act as starting points for global action, and encourage participants to spread the message within their own unions. There is also a website which raises awareness of the global economy and encourages activists to make links and undertake joint action. It is essential that now, as never before, trade unionists should work together as an international force to challenge globalisation and fight for the recognition of workers' rights. The Global Workplace suggests that showing global solidarity to workers around the world can help trade unionists rise to this challenge.  相似文献
