Towards Robust Hybrid Democracy in Scandinavian Municipalities?

This article calls for the development of democratic hybrids that combine elements of representative democracy with elements of participatory and deliberative democracy. It presents and evaluates an empirical model of hybrid democracy from a Danish municipality and tests whether the positive Danish experiences can be transferred to a Norwegian municipality with less favorable local conditions. The finding is that the hybrid model of democracy is relatively robust in the face of context variation, not least due to conducive local dynamics in the Norwegian case. The relative robustness of the so‐called ‘Gentofte model’ may stimulate its diffusion in countries sharing key elements of the Scandinavian model and inspire municipalities in other countries to experiment with the development of hybrid democracy. The diffusion of hybrid democracy helps to enhance the overall performance of local democracy and reduce the inherent tension between democratic leadership and democratic equality.     

UNEMPLOYMENT INSURANCE IN SURVEY AND ADMINISTRATIVE DATA

Unemployment Insurance (UI) benefits were a central part of the social safety net during the COVID-19 recession. UI benefits, however, are severely understated in surveys. Using administrative tax data, we find that over half of UI benefits were missed in major survey data, with a greater understatement among low-income workers. As a result, 2020 official poverty rates were overstated by about 2 percentage points, and corrected poverty reached a six-decade low. We provide data to correct underreporting in surveys and show that, compared to UI benefits, the UI exclusion tax expenditure was less targeted at low incomes.     

What is “prison culture”? Developing a theoretical and methodological foundation for understanding cultural schema in prison

What does it mean to say that a prison has a “culture?” Scholars have long emphasized the presence of a “prison code” and, more recently, a “racial code” as salient cultural domains in men's prisons. Yet, even though most people intuitively understand what is meant by “prison culture,” little progress has been made regarding the conceptualization and operationalization of culture as an analytical construct in prison scholarship. The current study makes two primary contributions to this literature. First, drawing on advances in anthropology, cultural sociology, and cognitive science, we incorporate the concept of cultural schema to provide a concrete analytical construct. Second, we test varying conceptualizations of cultural schema as either characterized by consensus or as overlapping relational structures. Using cultural consensus and correlational class analyses among a sample of 266 incarcerated men, we find little evidence of a culture of consensus for either the prison code or the racial code. Furthermore, we show evidence of heterogenous schema among these cultural domains. Our study is relevant to wider disciplinary work on culture as the problem of analytical precision we address is characteristic of much of the work in criminology and criminal justice that evokes culture as an explanatory device.

Agencification of Public Service Delivery in Nigeria： An Empirical Study of Selected Public Agencies in Lagos State

There have been efforts to establish agencies as part of a strategy to improve service delivery world-wide. In Nigeria, agencies have also been established at both the national and state levels. The Lagos State Government has also established various agencies to fulfill different government functions in the state. After many years, the activities of these agencies have improved the delivery of services to the people in Lagos State, but there is still much to be done. This is why this study examines agencification of public service delivery in Nigeria with reference to Lagos State. The study uses mixed methods and triangulated data to achieve the research objectives. Questionnaire was used to collect data from service users and departmental officials. Face-to-face interviews were conducted with key officials of the selected agencies. Key documents were also reviewed. The findings reveal： lack of human resources capacity, inadequate financial management skills, and poor management of service providers, and the environment of the people of Lagos State are not considered in the conception and the implementation of the service-delivery-driven agencies. The study therefore recommends that agencification of public service in Lagos State as conceived if properly implemented can contribute to effective public service delivery.
