The 22 July Terrorist Attacks in Norway: Impact on Public Attitudes towards Counterterrorist Authorities 下载免费PDF全文
Did the terrorist attacks in Norway affect citizens’ attitudes to security‐related institutions and policies? To answer this question this study pools two cross‐sectional surveys, collected shortly before and after the 2011 terrorist attacks, to determine the attacks’ effects on people's attitudes. One important finding is that general support for the institutions responsible for security increased slightly, whereas specific support for government agencies capability to prevent and cope with crises decreased markedly. A second important finding concerns the potential for politicisation of crises: On issues of security, the distance between right‐wing voters and other party voters increased after the attack. Irrespective of party attachment, Norwegians have become less satisfied with governmental policies on security‐related issues, but dissatisfaction has increased significantly more among right‐wing than among left‐wing voters. Thus, even in a country where politicians responded to the crisis with an appeal to togetherness and common values, citizens’ attitudes on security policies were politicised. 相似文献

Tremendous attention has been paid to local election administration since the 2000 presidential election meltdown, yet policy makers still lack basic information about what happens at the polling place. One strategy to understand the interactions between citizens and street‐level election bureaucrats is to turn to administrative data. Using logs collected by polling place workers, the authors analyze more than 66,000 individual incidents recorded from four different statewide elections. Such data provide novel insights and guidance for the administration of elections. Findings indicate that task scale (in terms of the number of ballots) and complexity (in terms of absentee ballots) increase the incident rate. Managerial choices about how polling places are run also matter: the use of electronic voting machines and central count processing of ballots reduce the incident rate, while splitting poll worker shifts increases it. Experience with and management of stress has implications for adolescents' behavioral and socioemotional development. This study examined the relationship between adolescents' physiological response to an acute laboratory stressor (i.e., Trier Social Stress Test; TSST) and anger regulation and interpersonal competence in a sample of 175 low-income urban adolescents (51.8% girls). Findings suggested that heightened reactivity as indicated by cortisol, heart rate, and blood pressure was associated with increased interpersonal competence and anger regulation. However, these findings were context dependent such that, for youth high in self-reported child maltreatment, heightened reactivity was associated with decreased interpersonal competence and anger regulation. Results highlight the importance of considering how context may condition the effect of stress reactivity on functioning during adolescence. 相似文献

A growing chorus of scholars laments the apparent decline of political participation in America, and the negative implications of this trend for American democracy. This article questions this position – arguing that previous studies misdiagnosed the sources of political change and the consequences of changing norms of citizenship for Americans' political engagement. Citizenship norms are shifting from a pattern of duty-based citizenship to engaged citizenship. Using data from the 2005 'Citizenship, Involvement, Democracy' survey of the Center for Democracy and Civil Society (CDACS) I describe these two faces of citizenship, and trace their impact on political participation. The tax treatment of monetary sanctions and litigation expenditures varies across legal jurisdictions and time. The effects of these different tax regimes – particularly, on crime deterrence – have not been fully explored. Instead, legal intuitions in court decisions and legislative reforms are found. This paper explores the effects of these tax regimes. It shows that our common intuitions are sometimes misguided, since we tend to ignore cross-effects between crime and litigation. For example, contrary to commonly held views, it is shown that non-deductibility of monetary sanctions may increase the level of crime, if litigation expenses are deductible. In addition, if deductibility of legal expenses depends only on a successful trial outcome, this may also increase amounts spent on litigation and time allocated to crime. As this paper shows, however, a complete deductibility regime, under which both monetary sanctions and litigation expenditures are deductible, maintains the pre-tax levels of crime and litigation expenditures for risk-neutral offenders. This paper explores the effects of public enforcement, in general, and punishment, in particular, on crime levels if offenders can engage in avoidance activities. Avoidance reduces the probability or magnitude of punishment. In general, offenders can reduce their expected punishment either by substituting legal activities for criminal activities (the deterrence effect) or by increasing avoidance activities. This paper shows that increasing the direct costs of crime – by either increasing punishment or enforcement efforts – does not necessarily deter criminal activity and may actually trigger increased crime if avoidance is possible. Furthermore, this paper shows that increasing the opportunity costs of crime (e.g. by subsidizing legal alternatives or through educational and vocational programs) reduces both crime and avoidance and thus, in this respect, is advantageous. The conditions for these outcomes are identified, the economic mechanisms are explained, and an underlying intuitive approach for these results is proposed. 相似文献
