Understanding the ABC of University Governance

University governance is complex and contested. In view of the seemingly unceasing rise of commercial values within public universities, this contribution argues the case for a holistic, mission‐related integrated governance approach for the Australian public university sector. The ‘ABC of University Governance’, as proposed for broad‐scope governance within the sector, involves an integrated emphasis on the three key components of governance: academic governance, business governance and corporate governance. Respectively, these components of public university governance are concerned with scholarship, performance and conformance. Placing academic governance first in the ABC of university governance reminds us all of the vital role and importance of scholarship, which should never be downplayed or underestimated in public universities.     

An Assessment of the Skeletal Fracture Patterns Resulting from Fatal High (˃3 m) Free Falls

The injury patterns resulting from fatal high (?3 m) free falls have previously been documented in clinical and medico‐legal contexts; however, details relating specifically to the skeletal blunt force trauma (BFT) have been limited. This study aimed to augment what is known of the skeletal fracture patterns resulting from fatal high free falls. Skeletal trauma was analyzed from full‐body postmortem computed tomography scans of 95 individuals who died following a high free fall. Fracture patterns were documented using the five general anatomical regions, axial and appendicular regions, and postcranial unilateral and bilateral regions. Patterns were analyzed in the context of the extrinsic and intrinsic variables that may influence fractures using multiple logistic regression. Fracture patterns involved all aspects of the skeleton, with 98.9% exhibiting polytrauma, and were influenced primarily by the height fallen, manner of death, and landing surface. This improved understanding of fracture patterns will augment anthropological interpretations of the mechanism of BFT in cases of suspected high falls.     

The Hispanic Experience of the Child Welfare System

As the Hispanic population grows in the United States and the child welfare system, it is necessary to examine how experiences of Hispanic families differ from those of White/Caucasian families and to assess whether Hispanic families’ needs are properly addressed. This literature review will examine research on the outcomes and experiences of Hispanic families in the child welfare system and how case characteristics interact with the experiences of Hispanic families. This article will then explore theories for Hispanic families’ different experiences and conclude by recommending future directions and solutions for improving the experiences of Hispanic families in the child welfare system.     

A local perspective: the women’s movement and citizenship,Croydon 1890s–1939

ABSTRACT

This article will explore the lives of women active in local politics and associational life in Croydon County Borough between the 1890s and 1939. It will argue that a local perspective can reveal the personal, social and political networks that facilitated women’s more expansive public roles. It will note the circumstances which enabled them to assert their citizenship rights and duties and consider how women’s activism developed in the Borough after 1918. It will argue for the importance of context, spatial and chronological, in the formation of political identities and the on-going resonance of these influences in shaping the local women’s movement.     

Risk assessment: Identifying patterns of risk in young offenders with the Youth Level of Service/Case Management Inventory

Effective case management of juvenile offenders requires differential treatment of juveniles that is based on clearly established patterns of need and risk ascertained by valid risk prediction tools. This study was the first attempt to determine whether profiles of offenders would provide valid and useful information beyond simple risk level (high, medium, and low). Using cluster analytic techniques, this study identified five risk profiles using juvenile court intake and probation samples (n = 301 and n = 372, respectively). The two samples were selected to represent youth entering the juvenile justice system and those already under the jurisdiction of the court. The results indicated that statistically dependable profiles could be identified which may provide more detailed information than risk level alone. Further, it appears that risk profile may provide a more useful method of categorizing offenders and their needs.     

Addressing the National Academy of Sciences' challenge: a method for statistical pattern comparison of striated tool marks

In February 2009, the National Academy of Sciences published a report entitled "Strengthening Forensic Science in the United States: A Path Forward." The report notes research studies must be performed to "…understand the reliability and repeatability…" of comparison methods commonly used in forensic science. Numerical classification methods have the ability to assign objective quantitative measures to these words. In this study, reproducible sets of ideal striation patterns were made with nine slotted screwdrivers, encoded into high-dimensional feature vectors, and subjected to multiple statistical pattern recognition methods. The specific methods employed were chosen because of their long peer-reviewed track records, widespread successful use for both industry and academic applications, rely on few assumptions on the data's underlying distribution, can be accompanied by standard confidence levels, and are falsifiable. For PLS-DA, correct classification rates of 97% or higher were achieved by retaining only eight dimensions (8D) of data. PCA-SVM required even fewer dimensions, 4D, for the same level of performance. Finally, for the first time in forensic science, it is shown how to use conformal prediction theory to compute identifications of striation patterns at a given level of confidence.     

Supervision practices in specialty mental health probation: What happens in officer-probationer meetings?

As the correctional population continues to increase, probation agencies struggle to adequately supervise offenders with unique needs, including those with mental disorder. Although more than 100 U.S. probation agencies have implemented specialty mental health case-loads, little is known about their practices. Based on detailed observations of 83 audio-taped meetings, we examined interactions between probationers and officers in a prototypic specialty agency, focusing on the extent to which practices comport with evidence-based risk reduction principles. We found that specialty officers (a) more frequently discussed probationers' general mental health than any individual criminogenic need, (b) chiefly questioned, directed, affirmed, and supported (rather than confronted) probationers, and (c) relied more heavily on neutral strategies and positive pressures (e.g., inducements) rather than negative pressures (e.g., threats of incarceration) to monitor and enforce compliance. Implications for "what works" to promote community integration for probationers with mental disorder are discussed.

The Qixi Festival, also known as the Double Seventh Festival, is so named be-cause it falls on the seventh day of the seventh lunar month. This year, it falls on August 17. The festival is rooted in one of the most romantic myths: Niulang, the Cowherd, and Zhinü, the Weaver Girl from the heavens. These two lovers were separated by a giant river in the sky because love between a mor-tal and a goddess was not allowed.
