The lack of health insurance for children is a serious problem in the United States, especially for those children in families that earn too little to get private health insurance and too much to qualify for Medicare. Even within this subclass of children, immigrant children are particularly vulnerable to the problems faced by lack of health care. Nevertheless, with the passage of the Personal Responsibility and Work Reconciliation Act (PRWORA) by Congress, equality interests of low‐income immigrant children are undermined when immigrant children are denied federal benefits for the first 5 years of residency in the United States. The first part of this Note examines the importance of child health care and the long‐term problems with uninsured children, especially with uninsured immigrant children and pregnant women. The next part introduces Medicaid as well as State Children's Health Insurance Program, a supplemental federal program designed to increase health care coverage to all children, while contrasting these programs in light of the restrictive anti‐immigrant PRWORA provisions. The third part explains the passage of PRWORA, its anti‐immigrant provisions, and how these provisions prevent needy immigrant children from receiving federally funded health care. Then, the fourth part uses both the Equal Protection Clause of the Fourteenth Amendment and the Due Process Clause of the Fifth Amendment to argue the unconstitutionality of the anti‐immigrant provisions. Finally, the last part lays out the recommendation to amend the Social Security Act so that the PRWORA barriers can be removed and recent immigrant children can receive federally funded health care.  相似文献

The study explored the incidence of spouse abuse in Korean American families and interrelations between conjugal violence, marital power structure, stress, and socioeconomic and cultural factors. Rate of conjugal violence in these families is higher than those for other Asian American families. Data were collected from 256 families selected at random. In male dominant couples, rate of severe violence, wife beating, was four times higher than that of egalitarian couples. Husbands who experienced higher levels of stress had a greater rate of assaulting their wives. Wives in egalitarian and female dominant couples experienced a lower amount of stress and shared more decision-making power than did those in the male dominant couples. The longer the couples had been in the United States and the more American education they had received, the more egalitarian and female-dominant marital relations they tended to have. The residual influence of the traditional culture, in which they lived prior to immigration, is a factor suggesting why men were more abusive than women. Cultural differences associated with conjugal violence and needs for services are discussed.  相似文献

Chinese foreign policy has made a grand transition during the post-Mao reform era. Chinese foreign policy of the 21st century has become much more open and pragmatic in its relations with the outside world, more extensive in its reach and coverage, highly diversified in its functions and partners, more committed to international norms than before, and much more sophisticated in its dealing with the international community. Yet, the precise balance between the changes and continuities is still quite difficult to gauge. Furthermore, despite crucial visible changes, concerns and worries - even some fears - are discernible with regard to the rise of China. In the last 60 years, Beijing has sought hard to sustain consistencies (shizhong ruyi) in its foreign policy. Perhaps, that is the best clue the world has in inferring the future trajectory of Chinese foreign policy.  相似文献

This study examines the Internet neutrality issue in Korea by analyzing the debates among the stakeholders. It addresses the dynamic discussions of the issues by identifying how diverse groups of stakeholders are affected by various actions taken by the emergence of Internet neutrality. It presents a statistical analysis that reveals the factors implicated in the Internet neutrality debate and significant differences among individuals on opposing sides in the debate. The findings reveal insights into the connection between specific factors and positions in the Internet neutrality debate. The findings show that the issue of Internet neutrality is complex and as multifaceted as the parties' diverse interests. It concludes by proposing an effective model to govern Internet neutrality in Korea, based on the typology proposed by Strover.  相似文献

A gas chromatography-negative ion chemical ionization tandem mass spectrometric (GC-NCI-MS/MS) method was developed and validated for the determination of 11-nor-Δ(9)-tetrahydrocannabinol-9-carboxylic acid (THC-COOH) in human hair. After decontamination, hair samples were weighed (25mg), mechanically pulverized with a bead mill, and incubated in 0.7 mL of 1.0M sodium hydroxide at 95 °C for 30 min. Bead-assisted liquid-liquid extraction was performed with n-hexane:ethyl acetate (9:1, v/v), a method developed in our laboratory. The extract was evaporated to dryness, derivatized with pentafluoropropanol and pentafluoropropionic anhydride, and analyzed by GC-MS/MS in the negative ion chemical ionization mode using methane as the reagent gas. The linear ranges were 0.05-10.0 pg/mg for THC-COOH with the coefficient of determination (r(2) = 0.9976). The intra-day and inter-day precisions were within 1.7 and 13.8%, respectively. The intra-day and inter-day accuracies were -4.8 to 10.0% and -3.9 to 3.8%, respectively. The limit of detection and quantification were 0.015 and 0.05 pg/mg, respectively. The recoveries were in the range of 79.4-87.1%. The results indicate that the proposed method is simple, rapid, accurate, and precise for determination of THC-COOH in hair. The method identified THC-COOH in hair specimens from suspected marijuana abusers.  相似文献

Reforming agriculture trade policy is key to breaking the deadlock in multilateral trade negotiations. While existing studies have focused on institutions and interest group barriers to agriculture trade reform in developed countries, most have failed to recognize the broad support for agriculture protection among developed countries. In this article we examine one of the drivers of this support: the ability of politicians to frame their own agriculture policies as less generous relative to those of other countries. Drawing on existing literature on heuristics, we argue that voters are malleable to politicians’ comparative framing of agriculture policies. Using an original survey experiment in the United States, we find that framing US agriculture as less generous than other countries generates an additional 12% of respondents supporting increased farm payments to US farmers. These results speak to the difficulty in reforming agriculture and more broadly about the lack of public support for unilateral trade liberalization.  相似文献

The consolidation of nascent democratic rule requires ordinary citizens to have certain basic qualities of democratic citizenship. To understand these qualities, this study proposes and explicates the notion of citizen sophistication with regard to democratic politics in South Korea, a country widely regarded as one of the most successful new democracies. Analysis of the Korea Democracy Barometer surveys, 1996–2001, reveals that the proposed notion of sophistication about democratic politics can serve as a useful new tool for evaluating and monitoring the shifting qualities of democratic citizenship in newly democratizing countries. The same analysis also shows that Korea faces a gross deficiency and notable decline in the cognitive, affective and behavioural qualities of democratic citizenship. These findings seem to indicate that the challenge of promoting mass sophistication about democratic politics may constitute the most intractable task of democratization.  相似文献
