This article describes responses to removing the retirement earnings test in 2000 for persons at the full retirement age or older. We examine annual earnings and retirement benefit claims from Social Security administrative data that cover the 4 years before and after the change. Three findings emerge from the study. First, the effect on earnings of removing the earnings test is uneven across people with different earnings levels. We find little effect on earnings at lower levels, but the effect on earnings in the mid to upper levels (50th to 80th percentiles) is large and significant. Such a finding indicates that the removal most affects people with earnings levels above the earnings test threshold. The largest increases in earnings are found at the 70th percentile for persons who have attained ages 65-69 and at the 60th percentile for those turning 65. Second, there is no clear evidence of the effect of the test's removal on the overall rate of labor force participation. A small rise in work participation among individuals aged 65-69 may be at least partially attributable to the trend already under way. Increases in work participation that do occur are mostly attributable to retaining older workers rather than inducing older workers back into the workforce. The effect appears to increase over time, suggesting that the removal has long-lasting effects on work participation. Third, the removal of the earnings test accelerated applications for benefits by 2 to 5 percentage points among individuals aged 65-69 and by 3 to 7 percentage points among those reaching age 65.  相似文献

Revisiting the seminal study of March and Olson (1983), this article aimed to empirically test whether or not government reorganizations at the ministerial level can be better explained by political factors than administrative and functional rhetoric. Government reorganizations have often been understood as functional adaptations to increase organizational efficiency and effectiveness, but little empirical research has been conducted on their political context. By analyzing pooled‐time series data from 30 OECD countries from 1980–2014 taken from the Statesman's Yearbook, this article sought to examine whether changes in political power are associated with government reorganizations and whether their intensity is affected by the country's political system (parliamentarism or presidentialism), transitions of administrative power, and political cycles of the top executive's tenure. The results suggested that government reorganizations are more likely to occur in parliamentary systems, after transitions of political power, and at the beginning of the top executive's tenure.  相似文献

Minority stress, or the unique stressors encountered by sexual minorities, has a significant impact on the mental health and well-being of this population. One minority stressor, internalized heterosexism, refers to incorporating stigma against sexual minorities into one’s self-concept as a product of social bias. This minority stressor has been consistently related to worse mental health in sexual minorities. We evaluated experiences of internalized heterosexism longitudinally, over 24 months, in a sample of 450 young men who have sex with men (YMSM; age range?=?16–20 years old at baseline). Latent class growth analyses revealed three classes: individuals with low-decreasing internalized heterosexism (57.1%), medium-stable internalized heterosexism (37.3%), and high-stable internalized heterosexism (5.6%). Multinomial logistic regression analyses revealed that some racial/ethnic minorities, non-gay identified individuals (i.e., bisexual/other), and individuals with less femininity and greater masculinity were significantly more likely to be in the medium- and high-stable internalized heterosexism classes. Higher victimization, as well as lower gay/bisexual community involvement, peer support, and outness predicted membership in the medium-stable internalized heterosexism class (relative to the low-decreasing class). Further, higher past 6-month victimization and lower outness were also predictive of high-stable internalized heterosexism class membership (relative to the low-decreasing class). These findings reveal that there is not a single trajectory of internalized heterosexism—the degree to which it changes differs across men and depends on demographic characteristics and interpersonal experiences. Furthermore, the results indicate interpersonal targets for future work aimed at promoting positive identity development and decreased internalized heterosexism for sexual minority youth.  相似文献

The Evolution of E-Government among Municipalities: Rhetoric or Reality?   总被引:21,自引:0,他引:21  
Information technology has become one of the core elements of managerial reform, and electronic government (e-government) may figure prominently in future governance. This study is designed to examine the rhetoric and reality of e-government at the municipal level. Using data obtained from the 2000 E-government Survey conducted by International City/County Management Association and Public Technologies Inc., the article examines the current state of municipal e-government implementation and assesses its perceptual effectiveness. This study also explores two institutional factors (size and type of government) that contribute to the adoption of e-government among municipalities. Overall, this study concludes that e-government has been adopted by many municipal governments, but it is still at an early stage and has not obtained many of expected outcomes (cost savings, downsizing, etc.) that the rhetoric of e-government has promised. The study suggests there are some widely shared barriers (lack of financial, technical, and personnel capacities) and legal issues (such as privacy) to the progress of municipal e-government. This study also indicates that city size and manager-council government are positively associated with the adoption of a municipal Web site as well as the longevity of the Web site.  相似文献

Latent fingermark developing methods from food (mandarin, egg, banana, apple, potato, carrot, eggplant, onion, bell pepper, and tomato) surface has been studied by 10 methods, including powdering method, small particle reagent method, and cyanoacrylate fuming method. The foods were stored under two conditions (room temperature and refrigerator) before fingermark deposition and aged for 2, 24, 48, and 72 h before fingermark development. In most of the food surfaces used in this study, cyanoacrylate fuming with 80% relative humidity was superior to the powder or small particle reagent methods. The quality of the fingermarks varied depending on the storage conditions before the fingermark deposition (in the refrigerator or at ambient temperature) and the time elapsed since the fingermark deposition. However, the storage conditions before the fingermark deposition and the time elapsed since the fingermark deposition did not show any correlation with the quality of the fingermark.  相似文献

Governments are being put to the test as they struggle with the fast and wide spread of COVID-19. This article discusses the compelling challenges posed by the COVID-19 pandemic by examining how this wicked problem has been managed by the South Korean government with agile-adaptive, transparent actions to mitigate the surge of COVID-19. Unlike many Western countries, South Korea has been able to contain the spread of COVID-19 without a harsh forced lockdown of the epicenter of the virus. This essay argues that an agile-adaptive approach, a policy of transparency in communicating risk, and citizens’ voluntary cooperation are critical factors. It also suggests that the South Korean government learned costly lessons from the MERS failure of 2015. This essay suggests ways that Western countries can manage future wicked problems such as COVID-19 without paying too much cost and maintaining quality of life in open and free societies.  相似文献

Under the retirement earnings test, Social Security benefits are reduced if earnings exceed specified amounts, although the benefit reduction is partly offset by future benefit increases. By imposing a tax on the earnings of beneficiaries, the earnings test provided a disincentive for them to supplement retirement income by working. The Senior Citizens Freedom to Work Act of 2000 eliminated the earnings test for Social Security beneficiaries who have reached the full retirement age. This article presents the first study of labor force activity (earnings and employment) among individuals aged 65-69 before and immediately after this sudden rule change. Drawing on Social Security administrative data, the author examines three widely expected reactions: increased return to work, increased hours worked, and accelerated applications for old-age benefits. The analysis finds that removing the retirement earnings test: Encouraged some workers to increase their earnings. The increases in earnings are large and significant among higher earners but are not statistically significant among lower earners. Had little effect on employment. Removing the earnings test appears to have had no immediate, significant effect on the employment rate of older workers. Employment of older people may be affected in the longer run, however. Slightly increased the pace of applications for benefits. Applications rose about 2 percent in the 65-69 age group in 2000. The overall acceleration will probably be small, however, because most individuals in this age group apply for benefits before reaching the full retirement age. Although the current analysis captures the effects of retaining older workers in the labor force, these initial results may not capture all the effects of eliminating the retirement earnings test, however, for two reasons. First, the analysis covers only a single year--the year the earnings test was eliminated. Since eliminating the earnings test may have had little effect on people who had already retired, its full effect may not be apparent for several years. Second, the analysis applies only to workers aged 65-69. Eliminating the earnings test for people above the full retirement age may also encourage younger workers to delay retirement and therefore increase their labor supply. Further analysis will therefore be required to determine the longer-run impact of eliminating the retirement earnings test.  相似文献

Organic impurities of methamphetamine may show different patterns by synthesis. In the present study, we tried to find the impurities reflecting the conditions of synthesis by comparing impurity patterns of the methamphetamine samples synthesized by different methods. Sixteen methamphetamine samples were synthesized from ephedrine and pseudoephedrine by the three different manufacturing methods of Emde, Nagai and Moscow. The synthesized samples were extracted with ethyl acetate containing four internal standards, and the patterns of the organic impurities were investigated by GC-MS and GC-FID . Through the investigation, we found 10 peaks appearing in the latter part of GC chromatograms are characteristic to synthesis. The areas of the selected peaks were converted to the variables suitable for the statistical calculation, and the synthesized samples could be classified into four groups through the resultant cluster analysis.  相似文献
