This article reconstructs an ideational trajectory in which China's views of the Korean–American alliance evolved during the last 60 years. The article first surveys China's general policy toward alliance and alliance-making. The article then traces the evolutionary path of Chinese views in the following four periods: (1) the Cold War era (1950s–1960s); (2) transformative years (early 1970s–mid-1990s); (3) the period of a strained alliance (late 1990s–late 2000s); and (4) an era of great reversal (late 2000s–present). Principally, the article suggests that China's view of the Korean–American alliance was intense antagonism during the Cold War era, although it was significantly watered down during the transformative years of Sino–South Korean rapprochement. With the normalization of relations between Beijing and Seoul in 1992 and a decade of progressive rule (1998–2007) in South Korea, China's view encompassed some wishful thinking about a gradually diluted alliance. The strong comeback of the conservatives in South Korean politics since 2008, however, shattered such optimism and re-awoke Beijing to some cold realities. China's view of the Korea–American alliance may grow more negative in tandem with US–China relations, irrespective of the official rhetoric of sovereignty regarding alliance and alliance-making. 相似文献

This study addresses the dynamics of the issue space in multiparty systems by examining to what extent, and under what conditions, parties respond to the issue ownership of other parties on the green issue. To understand why some issues become part and parcel of the political agenda in multiparty systems, it is crucial not only to examine the strategies of issue entrepreneurs, but also the responses of other parties. It is argued that the extent to which other parties respond to, rather than ignore, the issue mobilisation of green parties depends on two factors: how much of an electoral threat the green party poses to a specific party; and the extent to which the political and economic context makes the green issue a potential vote winner. To analyse the evolution of the green issue, a time‐series cross‐section analysis is conducted using data from the Comparative Manifestos Project for 19 West European countries from 1980–2010. The findings have important implications for understanding issue evolution in multiparty systems and how and why the dynamics of party competition on the green issue vary across time and space. 相似文献

The purpose of the present study was to identify salivary molecules carrying the ABH blood group antigens in Koreans and to investigate the changes in these antigens according to processing and storage of saliva samples. Secretor or non-secretor phenotypes and salivary components carrying the ABH antigens were identified in 90 subjects, 30 subjects in each ABO blood group, by SDS-PAGE and immunoblotting. Saliva samples were then obtained from 12 secretors-two males and two females in each ABO blood group and aliquots of both fresh saliva samples and their supernatants after centrifugation were stored at room temperature, 4, -20 and -70 degrees C. The same experiments were performed after 1, 3 and 6 months to investigate changes in the blood group antigens. In all 68 secretors, high-molecular-weight salivary mucin (MG1) was found to be the primary carrier of the ABH antigens. A salivary component of approximately 80 kDa also carried H antigen in seven saliva samples of 22 blood type O secretors. The blood group antigens were better detected in centrifuged samples. In saliva samples preserved at room temperature and 4 degrees C, the blood group antigens were either not detected or detected as degraded molecules. No change was found in the blood group antigens in saliva samples preserved at -20 and -70 degrees C for 6 months. 相似文献

AbstractThis paper examines national-level family policies in a comparative perspective, to see whether they “crowd out” company-level family-friendly policies, namely schedule control. Further, it examines whether this relationship varies for different types of family policies, and for different groups of workers – i.e. distinguished by gender, parenthood status and skill divisions. The paper uses data from 27 European countries in 2010, and applies multilevel random slopes models with cross-level interaction terms. Results show that generous national-level family policies, in particular work-facilitating policies, “crowd in” company-level schedule control provisions, especially for high-skilled workers. However, very generous leave entitlements seem to crowd out schedule control provision. 相似文献

The tenure of Japanese Prime Minister Junichiro Koizumi (2001–2006) was vexing for China-Japan relations. As such, the five years since Koizumi left office, particularly the change in Japan's ruling party, were initially expected, and sometimes perceived, to realize a half-decade of recovery and reconciliation in Sino-Japanese ties. While tensions did decrease, “icebergs” blocking improvement in relations have not completely thawed, and may harden again. Competition for political and economic influences and interests in the same region, concern over one another's future security posture and relations with Taiwan, territorial disputes, misunderstanding about the other's historical sensitivities and feelings of distrust, occasionally manipulated by nationalists, still pervade the relationship. Therefore, though there is mutual desire, indeed a necessity, for cooperation on many issues affecting both countries, this typically couples with a disconcerting or anxious feeling towards the other's intentions that results in competitiveness. Most Western studies into motivation suggest that public servants are prosocial. Moreover, scholars suggest that a desire for external rewards, like pay and job security, may crowd out prosocial proclivity. However, recent studies from non‐Western contexts provide mixed results about the actual drivers of public servants' motivation to seek and retain public sector employment and perform their duties. To advance the development of theory regarding motivational dynamics of public servants in developing countries, we examine how pursuing external rewards impacts public service motivation, job satisfaction, and turnover intention among public servants in Kazakhstan (n = 627), a developing former Soviet republic that has been subjected to various waves of personnel reform. Our quantitative and qualitative data show that a desire for job security relates positively to public service motivation and job satisfaction, whereas a desire for monetary rewards correlates negatively with public service motivation and positively with turnover intention. Phentermine (PT) has been widely used as an anti-obesity drug. This drug has to be used with caution due to its close resemblance with amphetamines in its structure and toxicity profile. Recently, PT is in distribution by illegal modes and is found to be available through sources such as the internet, thus their misuse and/or abuse is threatening to be a serious social issue. In the present study, 32 cases of drug suspects were observed for PT abuse, detected using hair samples for drug analysis. PT and other amphetamines, such as methamphetamine (MA), amphetamine (AP), 3,4-methylenedioxyamphetamine (MDMA) and 3,4-methylenedioxyamphetamine (MDA), were extracted using 1% HCl in methanol for 20 h at 38°C. The extracts were derivatized with trifluoroacetic anhydride (TFAA) and analyzed using gas chromatography/mass spectrometry (GC/MS). Among the 32 cases of PT abuse, MA and its main metabolite, AP were identified in seven cases and MDMA and its main metabolite, MDA were detected in two other cases. 相似文献

Pushing the Envelope for Representation and Participation: the case of homeowner activism in Beijing

This article discusses the evolution of urban homeowner activism in two senses: internally (growth through internal diversity) and externally (advancement in interaction with the state). The combination of these two aspects has directed the activism toward the expansion of its boundaries, as well as advanced representation and participation. Based on cumulative fieldwork carried out since 2007, I discuss two homeowner organizations in Beijing as core cases. Rights activism by homeowners has grown beyond the state-set boundaries of individual neighborhoods and has begun deploying innovative strategies and adapting existing institutions for its own use. Rights awareness and manifestation by social actors has evolved continuously. This evolution suggests the emergence of a complex interplay between state and society which goes beyond a confrontational or lopsided relationship. 相似文献

Are public and private organizations fundamentally different? This question has been among the most enduring inquiries in public administration. Our study explores the impact of organizational ownership on two complementary aspects of performance: service quality and access to services for impoverished clients. Derived from public management research on performance determinants and nursing home care literature, our hypotheses stipulate that public, nonprofit, and forprofit nursing homes use different approaches to balance the strategic tradeoff between two aspects of performance. Panel data on 14,423 facilities were analyzed to compare measures of quality and access across three sectors using different estimation methods. Findings indicate that ownership status is associated with critical differences in both quality and access. Public and nonprofit organizations are similar in terms of quality, and both perform significantly better than their forprofit counterparts. When compared to nonprofit and, in some cases, for‐profit facilities, public nursing homes have a significantly higher share of Medicaid recipients.
