Results from a study in Ohio, and replicated in six additionalstates, show public opinion toward state land use regulationto be aggregated around two major attitudes: the Environmentalistsstress the impact of negative developmental externalities andfavor broader review of land use decisions; the Localists areconcerned with accountability and local control of decision-making.An intensive analysis of the Ohio Land Use Work Group revealsthe policy-making elite in basic sympathy with the Environmentalists,but constrained by intra-agency rivalries and apprehensionsabout public reaction. Dramatic changes in conventional military capabilities coupled with nuclear parity should greatly increase the importance of conventional military power as well as raise new opportunities and problems for arms control. Those changes are not yet widely appreciated and in fact, there is a lack of analytic tools by which to appraise their implications and importance.As an initial step to systematic analysis of the desirability and feasibility of conventional arms control agreements, this paper describes current trends in weapons development and evaluates alternative interpretations of the implications of those trends. The requirements of effective and reliable arms control agreements are then enumerated and a general assessment made of the difficulties in meeting those requirements.The conclusions reached are necessarily speculative in light of the limited data and the surprisingly sparse analysis available on the characteristics, combat effectiveness and complementary combat and supporting requirements of new conventional weaponry. However, available evidence suggests the imminent emergence of significantly greater incentives for larger conventional forces, for larger logistics and support bases, for surprise attack, and for campaign strategies that emphasize speed and high attrition on all sides. If true, these factors will increase pressures for larger military budgets while also increasing instabilities in arms competitions. US government economists in the later years of the administration of Franklin Roosevelt were urged to treat the Soviet Union as an ally, in the interests of winning World War II and establishing the basis for peaceful cooperation after the war. The onset of the Cold War and the subsequent rise of McCarthyism sullied the reputations of many of them, especially the two most prominent: Lauchlin Currie (chief economist in the White House) and Harry Dexter White (chief economist in the Treasury). This paper explores the parliamentary activity of six Canadian prime ministers from St Laurent to Mulroney. Employing Hansard, each parliamentary utterance by a prime minister from 1949 to 1993 has been coded into one of four categories: answers to questions, speeches delivered, statements made and other interventions. Voting records have also been coded. Employing this database, the analysis compares and contrasts the prime ministers in terms of their political personalities and explores the overall scope and character of prime‐ministerial activism in the House throughout the past 40 years. Canadian profiles are compared with already existing British data in order to test generalisations concerning the diminishing presence of prime ministers in parliaments in Canada and Britain. 相似文献
