In the last decade, reforms in the public sector have been implemented at an ever‐increasing pace. Hereby, organizations are repetitively subject to mergers, splits, absorptions, or secessions of units; the adoption of new tasks; changes in legal status; and other structural reforms. Although evidence is largely missing in the literature, there is a growing belief that such intense reform sequences may be damaging to organizations. This article aims to fill this gap in the literature by empirically examining the existence of such repetitive change injury for public organizations. To do so, we employ organizational absenteeism rates as an indicator for repetitive change injury and link this to the reform sequences an organization experienced. Results indicate that intense reform sequences disproportionally increase organizational absenteeism rates, supporting the existence of repetitive change injury and suggesting that reforms remain rooted in organizational memories for a longer time than is often assumed. 相似文献

A frequent lament among researchers is that public policy makers should pay more attention to scientific and technical information (STI). If there is any single area where one might expect STI to be used in public policy making and agenda setting it is in science and technology policy. Many of the policy makers in science and technology policy are themselves scientists or researchers and presumably would prove especially receptive to STI. However, STI is only one of many types of information used in policy making and policy actors often differ in the extent to which they view STI as credible, particularly compared to other types of potentially policy‐relevant information. Research on credibility (the believability of information, information types, and media) has shown variance and policy makers’ “credibility maps.” Thus, some policy makers have preference for formal information generally and STI specifically, but others privilege raw data, personal experience, authority, history and anecdote, analogical reasoning, or conformance to ideology, to name just a few of the information choices. Here, we build on the current researchers’ previous bibliometrics‐based work and use data from 41 semi‐structured elite interviews with National Research Council (NRC) executives and staff and NRC committee members concerning the use of STI in reports issued by the NRC. Findings show that the use of STI in NRC reports varies according to the nature of the inquiry and the sponsor. Information used in the reports is based on not only the assessed credibility of information but also its perceived direct relevance and the availability of STI as compared to other types of information. In general, the amount of STI in the NRC reports tends to have modest effects on the likelihood that reports will be used in policy making or by the mass media. More important factors include the timing of the report with respect to political agendas, the party requesting the report, and the enacted roles of NRC staff members and committee chairs. 相似文献

A key feature of psychopathy, a self-centered orientation towards others and a failure to truly connect, is poorly understood. The attachment framework can be used to examine underlying interpersonal mechanisms. Because of the overall failure to connect, we anticipated, and found, in a large undergraduate sample (n?=?1074) that both affective-interpersonal traits and impulsive-irresponsible psychopathy facets were positively related to attachment avoidance. Different dynamics may underlie this distancing from others, as evidenced by the fact that callous-unemotionality was negatively related to attachment anxiety, whereas grandiose-manipulative and impulsive-irresponsible traits were positively related to attachment anxiety. Although effect sizes were small and are of correlational nature, our results are in line with a dual deficit model that differential developmental trajectories, largely heritable callousness vs. neglecting and abusive parenting, may lead to adult psychopathy. The differentiating role of fear of rejection and abandonment for the psychopathy construct is discussed. 相似文献

A contested question in the international policing literature is whether it is possible to undertake effective anti-terrorism community policing. The NSW Police Force’s Counter Radicalisation Strategy involved a community engagement initiative that used community liaison officers, mostly working with Sydney Muslim communities. This study reviews the success of this initiative, drawing on data from a survey of Sydney Muslims. The community engagement initiative was found to have direct contact with the community, it was public, and it involved aspects of partnership and relations of depth. For these reasons, the initiative was within the community policing paradigm. There was strong community awareness of the programme, and a majority saw it as successful. There remained pockets of community suspicion and critique, which require attention. The respondents recommended an enhancement of the community policing aspects: more (and wider) contact, visibility and partnership. The findings affirm the utility of community policing for counter-terror work. 相似文献

This paper discusses a somewhat neglected reading of the second chapter of Nāgārjuna’s
Mūlamadhyamakakārikā, arguing that the main focus of a crucial part is a particular theory of properties and their relation to individuals they
instantiate, rather than the refutation of specific assumptions about the nature of space and time. Some of Nāgārjuna’s key
arguments about motion should be understood as argument templates in which notions other than mover, motion, and so forth
could be substituted.
The remainder of the discussion of motion does not serve quasi-Zenonian purposes either but uses motion as a principal example
of change and considers the soteriological problems of the subject moving (gati) through transmigratory existence (saṃsāra). I attempt to show how this interpretation coheres with Nāgārjuna’s overall philosophical project. 相似文献

This article analyses the accusations that have emerged since2001 of predatory behaviour during the presidency of FrederickT. Chiluba (1991–2001). It advocates a detailed analysisof the practices that have come to light in order to move beyonda generalized interpretation of the persistence of predatoryelites in Africa. Three specific themes appear. First, thereis a danger of oversimplification of these conflicts as betweenthe international community and national governments. The politicalstruggles tend to be more complicated than generally presented,and international involvement meshes with local political struggles.Second, predatory behaviour or corruption is a social processthat is embedded in wider national and international networks.It is therefore difficult to locate culpability exactly in clearlydesignated protagonists. Third, there is a danger of imputingan economic and political rationality to this behaviour whichmay best be designated as theft. The overall theme of the articleis that there are important national cultural influences inthe way these predatory practices are dealt with. This study used hierarchical linear modeling to compare longitudinal patterns of adolescent religious service attendance and
club attendance, and to contrast the longitudinal relations between adolescent adjustment and religious service versus club
attendance. Participants included 1050 students (47% girls) encompassing a school district in Canada, who completed the survey
first in grade nine and again in grades 11 and 12. Results demonstrated that patterns of religious service attendance over
time were quite different from other clubs. Religious attendance was uniquely associated with several indicators of positive
as well as negative adjustment. Club involvement, conversely, was only associated with positive adjustment––particularly for
individuals who reported sustained involvement over time. Findings suggest that religious services may provide some unique
experiences––both positive and negative––over and above what may be provided in other clubs, and that sustained, rather than
sporadic participation in clubs, may be especially important for adolescent adjustment.

Given the lack of empirical research investigating citizens’ use of open government, this study examines the antecedents of citizens’ use of open government data. Based on technology acceptance and motivation theory, this article proposes and empirically tests a research model, applying structural equation modeling to survey data collected from 210 citizens. The findings show that ease of use, usefulness, intrinsic motivation, and Internet competence significantly determine citizens’ intention to use open government data. Overall, this study contributes to the understanding of citizens’ attitudes and behavior in the context of open government and offers implications for research and practice. 相似文献

AbstractPerformance management is meant to encourage organizational change by providing better and more relevant feedback to managers. But there is no denying the complexity of learning and change. How performance management helps this process goes beyond the simple availability of performance information. In this study, we examine the learning processes in a large Belgian public organization through interviews of managers, directors, and administrators. By using 4Is framework of organizational learning—from Intuitions to Interpretation to Integration to Institutionalization—we identify critical blocks and enablers of learning and change. Critical impediments include off-topic discussions of performance information, lack of opportunity to share and discuss management practices, and limited motivation to change entrenched processes of work. Performance management also provides reliable enablers of organizational learning, such as giving credibility-by-results to new management practices, focusing discussions on processes that lead to measurable results, the ability to follow new innovations closely as they are implemented, and the possibility of creating a learning culture supported by performance information. Finally, we discuss how perceived credibility of performance information is crucial to organizational learning and how it is reinforced by use and dialogue. 相似文献
