The impossibility of measuring social conditions as one overall aggregate has to be recognized: it is only the three distinct ‘'aspects’ of social conditions which can be considered conceptually measurable. They are: (1) demography (2) social relations and (3) welfare. Each of them must be measured in its own way. This paper is concerned with elaborating a methodology of measuring welfare by means of indicators and indices, based on observable and measurable facts. The financial and economic crisis in the Central and East European countries raised the profile of economic policy themes that relate to the role of taxation and state spending. The key policy differences related to public budgets and support for a demand stimulus. Responses fall broadly into two categories that we link to a social-democratic and a neo-liberal response. The distinction indicates that the policy responses were linked to the party affiliation of the government on the left–right spectrum. There were some remarkable common trends that cannot be explained by the logical requirements of the economic situation alone. There are differences in timing and in severity, but every country has at some point moved towards a policy of balancing the budget by making cuts. In all cases there were cuts in benefits for marginal groups in society and a switch towards indirect rather than direct taxes. These carry clear distributional implications.  相似文献

De facto states are political entities unable to achieve widespread recognition of their sovereignty that therefore remain largely or totally unrecognised by the international society of sovereign states. Yet, recognition can vary to certain degrees. Instead of taking federal schemes unconditionally for granted, the avenues open for current de facto states to establish themselves in international society have to be analysed first. Kosovo, Taiwan, North Cyprus, Abkhazia, Transnistria, Nagorno-Karabakh and Somaliland have all received some kind of recognition (negation, boycott, toleration or quasi-recognition), securing their standing in the political, economic and public spheres.  相似文献

Madhyamaka philosophy has been frequently characterized as nihilism, not just by its Buddhist and non-Buddhist opponents, but also by some contemporary Buddhologists. This characterization might well strike us as surprising. First, nihilism appears to be straightforwardly inconsistent (“if there is nothing, there is still the fact that there is nothing, so there is something”). It would be curious if a philosophical school holding such an obviously deficient view would have acquired the kind of importance Madhyamaka has acquired in the Asian intellectual landscape over the last two millenia. Second, Madhyamaka by its very name proclaims to tread the “middle way”, and what if anything would count as an extreme position but the view that there is nothing? This essay addresses both the systematic status of nihilist theories as well as the historical contexts in which Madhyamaka has been characterized as nihilistic, aiming to throw some light on plausible and implausible ways of understanding the Madhyamaka intellectual enterprise.  相似文献

Self-driving cars are gradually being introduced in the United States and in several Member States of the European Union. Policymakers will thus have to make important choices regarding the application of the law. One important aspect relates to the question who should be held liable for the damage caused by such vehicles. Arguably, product liability schemes will gain importance considering that the driver's fault as a cause of damage will become less likely with the increase of autonomous systems. The application of existing product liability legislation, however, is not always straightforward. Without a proper and effective liability framework, other legal or policy initiatives concerning technical and safety matters related to self-driving cars might be in vain. The article illustrates this conclusion by analysing the limitation periods for filing a claim included in the European Union Product Liability Directive, which are inherently incompatible with the concept of autonomous vehicles. On a micro-level, we argue that every aspect of the Directive should be carefully considered in the light of the autonomisation of our society. On the macro-level, we believe that ongoing technological evolutions might be the perfect moment to bring the European Union closer to its citizens.  相似文献
