We use firm-level panel data for the manufacturing sector in four African countries to investigate whether exporting impacts on efficiency, and whether efficient firms self-select into the export market. Based on simultaneous estimation of a production function and an export regression, our preferred results indicate significant efficiency gains from exporting, which can be interpreted as learning by exporting. We show that modelling unobserved heterogeneity by a flexible approach is important for deriving this conclusion. A policy implication of our results is that Africa would gain from orientating its manufacturing sector towards exporting. 相似文献

This article analyses a Stackelberg differential game in which households' labour supply and fertility decisions are taken assuming husbands as leaders and wives as followers. The model solution yields the optimal number of children and labour supply of male and female. In equilibrium male and female labour supply increases with wage and decreases with children costs and time preference, and the optimal number of children increases with male wage and decreases with cost of children, husband's time preference, and female's wage and time preference. We test the model using Ghana Living Standard Survey Round 4 and find that women are more sensitive to changes in the labour market conditions than males, and better labour market opportunities for women may lead to a strong reduction in fertility. 相似文献

Given Russia's history of legal expediency and the emphasis of Western policy on economic liberalization, it is not surprising that Russian reforms have yet to produce a functioning market economy and effective political institutions, including civil‐military control. A Western‐style economic and military model is fundamentally built on the rule of law as a supreme and impartial tool of conflict resolution and distribution of rights and power. Without it, government action cannot be predicted, destroying trust in the institutions and denying private and public activity a basis for long‐term planning which is based on trust and predictability. Without long‐term planning neither companies nor armies can be successful, giving rise to a pseudo‐legal state of de facto laws. For its economic, political and military reforms to be successful Russia needs to emphasize the building of the institutions for developing and predictably enforcing a set of laws, an effort that needs to receive priority support from Western partners. 相似文献

Interorganizational mobility can make a positive contribution both organizationally and government‐wide. Using data from the U.S. Federal Employee Viewpoint Survey, this article seeks to provide a better empirical understanding of the determinants of interorganizational mobility within the U.S. federal government. A specific analytical framework is used, as the intention to take another job within the federal government is nested in the intention to leave the current organization. Public sector managers in less developed countries are confronted with opposing forces. A lack of sufficient resources along with a tradition of corruption are obstacles for developing and using performance measurement systems. However, recent public sector reforms in less developed countries, including decentralisation and anti‐corruption programmes, stimulate the development and use of such systems. On the basis of a framework, which distinguishes different types of stakeholders, each with particular performance interests, we analyse how public sector managers are coping with the two opposing forces, given the relative power positions and the interests of their stakeholders. On the basis of four cases studies of local government agencies in Bali (Indonesia), we found that with respect to the annual performance reports, managers in these agencies focus more on fulfilling the formal requirements regarding the format of these reports and on their timely submission than on their contents, which are all symptoms of a symbolic rather than functional use of performance information. However, the reports include information on inputs that is linked to similar information in short‐term reports, which the managers use in a functional manner. This paper discusses how urban informality in the developing world has been understood in the West, and how it has been incorporated in the discourse of urban architects and planners in the developed world. It proposes a genealogy of this understanding through the identification of discourses with major ideological currents. It explains the evolution of the relationship between the understanding of urban informality and anarchism; the empowerment of the urban poor and finally the role of this understanding as a neoliberal discourse against state intervention. It finds that, although the incorporation of urban informality in urban architectural discourses is presented as a relative novelty, it is in reality at least 60 years old, dating from John Turner’s writings about the barriadas of Lima. From a progressive and empowering understanding of how the grassroots are able to take their lives into their own hands, it has become a tool for neoliberal discourses defending the dismissal of the state as a valid articulator of urban development. 相似文献
