As we know from comparative public policy, bureaucracies contribute to a considerable degree to the contents and the ways of policy-making. One important driver of administrative policy-making are their specific “styles” or “cultures”. “Administrative styles” are understood here as the standard operating procedures and routines that characterize the behavior and activities of administrative bodies in initiating, drafting and implementing policy. In this article, we convey the concept of Administrative Styles to the level of International Organizations (IOs) and apply it to the Organization for Economic Development and Co-Operation (OECD). The article proceeds in three steps: First, the concept of administrative styles is introduced and refined. Drawing on expert interviews with OECD staff, we secondly show that consideration of OECD administrative styles significantly advances the literature’s understanding of the organization. Finally, we give an outlook on new research avenues and the relevance of our findings for the study of International Public Administrations (IPAs) more generally.  相似文献

The visibility of feminine-to-masculine (FTM) transgenderism increased considerably in the 1990s. The late modern/postmodern concept of the body as malleable in service of (gendered) identity presentation facilitated this upsurge in two ways: first, transgenderism became intelligible in society through this discourse. Second, representations of masculinity became increasingly corporeal, performative, and thereby more adoptable for a female-bodied person. In addition, certain developments in the politics and circumstances of the transgender organizations, previously dominated by MTF transgenderists, now advanced the activity and participation of FTMs in particular. The rise of female masculinity underlines the general change of masculinity towards more emphasized corporeality.  相似文献

Community policing presents its own distinct governance and accountability challenges. Local community police officers, for example, can find themselves stretched between the accountability demands of the local community and those flowing from professional, managerial and central government sources. Drawing on the results of a recent ethnographic study on neighbourhood police officers in rural and urban areas in the Netherlands, this article probes the nature and extent of these tensions and the coping strategies deployed by the officers in question and the police organisation as a whole. It finds that a regular strategy is to neutralise or marginalise the voice of the local community in shaping police priorities and strategies. Local democratic control of the police is often smothered by the competing professional, managerial, cultural and central government forces. This, in turn, has the effect of putting distance between police offices and citizens, and even creating a demand for the engagement of private sector patrol officers who are more responsive to the needs and wishes of the local community.  相似文献

Immigrants and their descendants are becoming increasingly visible in Germany’s political life. What determines immigrant political incorporation into parliamentary positions over time and in specific contexts? The article focuses on the regional parliaments of Germany’s 16 states. A comparative analysis enables us to specify whether, how and under what conditions factors thought to impact levels of immigrant representation are indeed influential and how they interact with local and situational conditions. The article first outlines immigrant representation in Germany’s states over time. It then discusses several possible explanations for the striking variation between states. Rather than one key factor, it is found that interactions between demographic, institutional, cultural and political conditions account for different levels of immigrant representation in Germany’s state parliaments.  相似文献

The public administration literature asserts that autonomy is central to performance. In this article we develop a managerial autonomy index, which we apply to 22 water utilities in Africa, Asia and the Middle East. The 16 items that underlie our composite autonomy index display a high degree of internal consistency. This speaks for the validity of the autonomy concept. We find that the autonomy scores of the 22 utilities vary widely. We also find strong and positive associations between autonomy scores and six out of eight key performance indicators. This study explored changes in New Zealand adolescents' perceptions of their attachment relationships with their mothers, fathers, and friends. The main findings revealed that from early to late adolescence: Males and females remained stable in their quality of affect toward their mothers. With increasing age, females utilized their mothers for support and proximity more, whereas males utilized their mothers for support and proximity less. With increasing age, males and females rated their quality of affect toward their fathers as lower and utilized their fathers for support and proximity less. Females had a higher quality of affect toward friends than males regardless of age, but both males and females increased their utilization of friends for support and proximity over age. Further analyses revealed that Pacific Island adolescents utilized their mothers less for support and proximity than European/Pakeha adolescents. Adolescents from one-parent families utilized their fathers less for support and proximity and had a lower quality of affect toward him than adolescents from two-parent families. These findings suggested that substantial changes take place in attachment relationships from early to late adolescence and highlighted the need for research to differentiate between the sex of adolescent and sex of parent dyads in order to examine adolescents' affective relationships effectively.This research is based on the first author's doctoral dissertation at the University of Auckland.Received Ph.D. from the University of Auckland.
