This study investigates to what extent the use of different performance management techniques within (semi-) autonomous public sector organizations, also called public agencies, can be explained by the defining organizational features of such organizations. Using multi-country survey data of over 400 public agencies, the effect of these features—internal performance target setting and monitoring, multi-year planning, as well as the internal performance-based allocation of resources—upon three performance management techniques has been studied. This set-up recognizes differences among management techniques, as well as recurring factors, allowing us to make more general statements. Analyses illustrate that external result control by the minister and parent ministry positively affects the use of all performance management techniques examined in public agencies. AbstractThis paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements. 相似文献

As we know from comparative public policy, bureaucracies contribute to a considerable degree to the contents and the ways of policy-making. One important driver of administrative policy-making are their specific “styles” or “cultures”. “Administrative styles” are understood here as the standard operating procedures and routines that characterize the behavior and activities of administrative bodies in initiating, drafting and implementing policy. In this article, we convey the concept of Administrative Styles to the level of International Organizations (IOs) and apply it to the Organization for Economic Development and Co-Operation (OECD). The article proceeds in three steps: First, the concept of administrative styles is introduced and refined. Drawing on expert interviews with OECD staff, we secondly show that consideration of OECD administrative styles significantly advances the literature’s understanding of the organization. Finally, we give an outlook on new research avenues and the relevance of our findings for the study of International Public Administrations (IPAs) more generally. 相似文献

ABSTRACTAs government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. Community policing presents its own distinct governance and accountability challenges. Local community police officers, for example, can find themselves stretched between the accountability demands of the local community and those flowing from professional, managerial and central government sources. Drawing on the results of a recent ethnographic study on neighbourhood police officers in rural and urban areas in the Netherlands, this article probes the nature and extent of these tensions and the coping strategies deployed by the officers in question and the police organisation as a whole. It finds that a regular strategy is to neutralise or marginalise the voice of the local community in shaping police priorities and strategies. Local democratic control of the police is often smothered by the competing professional, managerial, cultural and central government forces. This, in turn, has the effect of putting distance between police offices and citizens, and even creating a demand for the engagement of private sector patrol officers who are more responsive to the needs and wishes of the local community. 相似文献

The public administration literature asserts that autonomy is central to performance. In this article we develop a managerial autonomy index, which we apply to 22 water utilities in Africa, Asia and the Middle East. The 16 items that underlie our composite autonomy index display a high degree of internal consistency. This speaks for the validity of the autonomy concept. We find that the autonomy scores of the 22 utilities vary widely. We also find strong and positive associations between autonomy scores and six out of eight key performance indicators. This study explored changes in New Zealand adolescents' perceptions of their attachment relationships with their mothers, fathers, and friends. The main findings revealed that from early to late adolescence: Males and females remained stable in their quality of affect toward their mothers. With increasing age, females utilized their mothers for support and proximity more, whereas males utilized their mothers for support and proximity less. With increasing age, males and females rated their quality of affect toward their fathers as lower and utilized their fathers for support and proximity less. Females had a higher quality of affect toward friends than males regardless of age, but both males and females increased their utilization of friends for support and proximity over age. Further analyses revealed that Pacific Island adolescents utilized their mothers less for support and proximity than European/Pakeha adolescents. Adolescents from one-parent families utilized their fathers less for support and proximity and had a lower quality of affect toward him than adolescents from two-parent families. These findings suggested that substantial changes take place in attachment relationships from early to late adolescence and highlighted the need for research to differentiate between the sex of adolescent and sex of parent dyads in order to examine adolescents' affective relationships effectively.This research is based on the first author's doctoral dissertation at the University of Auckland.Received Ph.D. from the University of Auckland. This study explored the relative influence of adolescents' perceptions of their attachment relationships with their mothers, fathers, and friends on three measures of self-esteem. The sample consisted of 493 New Zealand adolescents ranging from 13 to 19 years of age. Two dimensions of the attachment relationship were assessed: the utilization of emotional support and proximity, and the quality of affect. The major findings were as follows: utilization of emotional support and proximity from mothers, fathers, and friends was minimally related to overall self-esteem, coping abilities, and social competence. The quality of affect toward mothers and fathers was significantly related only to social competence. These findings suggest that adolescent self-esteem is more strongly associated with the quality of affect toward parents and friends than with the utilization of these target figures for support or proximity. Variation in central bank independence across countries: Some provisional empirical evidence 总被引:1,自引:0,他引:1
In this paper seven hypotheses to explain variation in central bank independence across countries are tested. The predictions based upon the theory that delegation of authority by politicians to the central bank is used as a commitment device are not supported: central bank independence is not higher the larger the employment motivated inflationary bias, the higher political instability or the larger the government debt. Central bank independence is positively related to historical inflation experience and negatively with political instability. We do only find limited support for the view that countries with a universal banking system and countries whose central banks do not regulate financial institutions have more independent central banks. 相似文献
