This study examines the relative importance of six policy outcomes related to different fairness principles for the perceived fairness and acceptability of pricing policies aimed at changing transport behaviour. The fairness and acceptability of six different types of transport pricing policies were systematically higher if policy outcomes were related to environmental justice and equality. The policy measures were evaluated as more acceptable and fair when respondents believed that future generations, nature and the environment were protected (reflecting environmental justice), and to a lesser extent, when everybody was equally affected by the policy outcomes (reflecting equality), irrespective of absolute differences in fairness and acceptability of the policies. Policy outcomes reflecting egoistic concerns (e.g. being financially worse off and being worse off than others) and equity (e.g. proportional to people’s income and contribution to problems) were related to the fairness and acceptability of some policy measures, but no systematic pattern was found across six policy measures. This suggests that policy outcomes related to distributions that focus on collective considerations appear to be more important for the fairness and acceptability of transport pricing policies than those focusing on individual interests. Theoretical and practical implications of these results are discussed.  相似文献

Abstract: Elemental composition of 85 cannabis samples was established using GF AAS and ICP OES methods. The robustness of the method was determined by analyzing eight independently prepared replicates from a single cannabis plant. The accuracy of the method was established by analyzing four plant certified reference material samples. The ability of discriminant analysis using elemental compositions to distinguish between fiber cannabis samples collected from four different regions of Poland was evaluated. Then, a classification model was developed that correctly classified selected samples of known origin. Cannabis samples confiscated by law enforcement agencies have also been subjected to discriminant analysis. A classification model has been developed for four locations in Poland (Bia?ystok, Ko?cierzyna, the environs of Skar?ysko Kamienna, and Bydgoszcz), to help determine where samples of unknown origin could have been grown.  相似文献

PurposeIn many European countries, initiatives have emerged to reduce the use of seclusion and restraint in psychiatric institutions. To study the effects of these initiatives at a national and international level, consensus on definitions of coercive measures, assessment methods and calculation procedures of these coercive measures are required. The aim of this article is to identify problems in defining and recording coercive measures. The study contributes to the development of consistent comparable measurements definitions and provides recommendations for meaningful data-analyses illustrating the relevance of the proposed framework.MethodsRelevant literature was reviewed to identify various definitions and calculation modalities used to measure coercive measures in psychiatric inpatient care. Figures on the coercive measures and epidemiological ratios were calculated in a standardized way. To illustrate how research in clinical practice on coercive measures can be conducted, data from a large multicenter study on seclusion patterns in the Netherlands were used.ResultsTwelve Dutch mental health institutes serving a population of 6.57 million inhabitants provided their comprehensive coercion measure data sets. In total 37 hospitals and 227 wards containing 6812 beds were included in the study. Overall seclusion and restraint data in a sample of 31,594 admissions in 20,934 patients were analyzed. Considerable variation in ward and patient characteristics was identified in this study. The chance to be exposed to seclusion per capita inhabitants of the institute's catchment areas varied between 0.31 and 1.6 per 100.000. Between mental health institutions, the duration in seclusion hours per 1000 inpatient hours varied from less than 1 up to 18 h. The number of seclusion incidents per 1000 admissions varied between 79 up to 745. The mean duration of seclusion incidents of nearly 184 h may be seen as high in an international perspective.ConclusionCoercive measures can be reliably assessed in a standardized and comparable way under the condition of using clear joint definitions. Methodological consensus between researchers and mental health professionals on these definitions is necessary to allow comparisons of seclusion and restraint rates. The study contributes to the development of international standards on gathering coercion related data and the consistent calculation of relevant outcome parameters.  相似文献

The number of (severe) violent incidents against staff caused by psychiatric inpatients is high. Victims often do not report these incidents to the police, because of various reasons. But if they do report these incidents, the judicial authorities are often reluctant in prosecuting and convicting these patients. The central question in this article is ‘in which cases is it appropriate to prosecute assaultive psychiatric patients?’In order to identify the influential factors in the decision in respectively reporting, prosecuting and convicting psychiatric patients who assault staff, a literature review has been performed. On the basis of this literature it is advised to report and investigate a case when the incident resulted in severe injury, the incident is a sexual offence, or when a patient repetitively causes violent incidents. Moreover, it appears that, although large amount of studies has been published on violence in psychiatry, the prosecution of violent psychiatric patients has hardly received any attention in the international literature. Empirical studies on this subject are suggested, in order to develop a uniform policy, which is embraced by all parties involved.  相似文献

In this article we explore some of the analytical and policy implications of widening the focus of nanomaterials governance from risk regulation to the broader issue of the purposeful direction of the innovation process. We focus on the impact of industrial activities on nanotechnology governance, arguing that the specific characteristics of the industrial dynamics of nanomaterials—flexibility in applications and distributed innovation—limit and enable different potential interventions to shape technology. In particular, these characteristics exacerbate the difficulties of attempting to directly influence innovation trajectories. Under these conditions, we argue that policies for nanomaterials governance need to be broadened. The prevailing emphasis in the UK on policy initiatives ‘upstream’ in the R&D process, while commendable, should be complemented with policies aimed further ‘downstream’ at potential users of nanomaterials, such as renewable energy procurement or housing regulations in order to modulate technological development towards socially desirable goals.  相似文献

Climate policy is a relatively young and dynamic area of public policy making. However, its development has attracted far more attention than the results it delivers in practice, which of course are the concern of policy evaluators. This article attempts to provide the first systematic cataloging of the emerging patterns of policy evaluation undertaken in different parts of the European Union. Theories of policy evaluation suggest that these evaluation practices should acknowledge the inherent complexity of climate policy making, be reflexive by questioning official policy goals, and be participatory. A meta-analysis of 259 climate policy evaluations suggests that current practice engages with some but not all of these issues. This article concludes by analyzing the implications of this finding for those in the academic and practitioner community who are keen to understand the extent to which climate policy evaluation is delivering on its promises.  相似文献

The paper offers a new explanation for ‘the great conundrum’, the acceleration of population growth in England in the second half of the 18th century. It is argued that it was not only population growth that was ‘different’ in England, but the stagnation of the rise of literacy and of human capital in general, seems to be an anomaly of this period. This ‘conundrum’ has been explained in the following way. It is demonstrated that in England the gender wage gap increased a lot during the early modern period, which was caused by: (a) the switch from post Black Death labour scarcity to labour surplus, which in particular harmed the economic position of women, and (b) changes in the structure of agriculture, leading to the rise of large-scale, capital intensive and labour extensive farms, which had a very limited demand for female (wage) labour. This is also suggested by the fact that on the Continent (in the Netherlands) a much smaller decline of female wages occurred, because there family farms continued to be quite important. Moreover, the decline of English wages had important effects on its demographic development. It helps to explain the decline of the average age of marriage of in particular women between 1600 and 1800, and the related increase in fertility that occurred in this period — resulting in a much faster rate of population growth after 1750 than elsewhere in Western-Europe. It also helps to explain the stagnation in human capital formation that occurred during the 18th and early 19th century — again a feature peculiar for the English development in these years. The explanation of ‘the great conundrum’ is therefore intimately linked to the changing position of women on the labour market and within marriage.  相似文献

The subject of human trafficking has recently received a lot of attention from society and the world of politics. The criminal-law approach to human trafficking has also been placed high on the agenda of law enforcers. Human trafficking is, however, a complex crime with several specific characteristics. For example, there is often a complex relationship between victims and perpetrators of human trafficking and victims are often too afraid to file a report. How do the police and the judicial authorities work in the investigation of human trafficking in view of the specific characteristics of human trafficking? What choices are made in practice and what different police investigative strategies can be distinguished? What opportunities and risks are inherent in the choices made? In this article we answer these questions on the basis of four large scale police investigations into human trafficking that we studied closely. The four criminal cases all focused on violent groups of human traffickers that operated in the Amsterdam window prostitution. All criminal cases have since been concluded (in first instance). It turned out that in each of the four investigations the relevant police team applied a different investigative strategy: one investigation focused primarily on the victim statements, one investigation focused on public nuisance, one investigation focused on the evidence against the criminal organisation and one investigation focused on the offences (evidence concerning the exploitation of prostitutes). In this article we compare the four strategies applied and consider the consequences of each strategy for the course of the investigation and the criminal prosecution and what dilemma’s are faced in each strategy. Although the various investigations cannot be easily compared and a uniform ‘best’ strategy cannot be designated, the comparison does show that some choices or decisions entail great opportunities or great risks as regards the successful investigation and prosecution of human trafficking. It concerns, for example, the choice of involving local investigative services (district police) or the choice for short-term or, as the case may be, longer-running investigations.  相似文献
